According to Jeollabuk Special Self-Governing Province, this bill includes the establishment of a national medical graduate school to stably cultivate specialized medical personnel in the essential and public healthcare fields. The bill includes the establishment of the national medical graduate school as a 4-year graduate university, with provisions for national financial support. Selected students will receive support for tuition and other educational expenses, and will be required to serve in public healthcare institutions for 15 years after graduation. The government is planning to operate with an annual intake of 100 students separately from the expansion of existing medical school quotas.
The establishment of the national medical graduate school is being pursued as a national task for cultivating regional, essential, and public healthcare personnel, with the government aiming to finalize the legislation and site acquisition by the first half of 2026 for implementation by 2030.
The discussion on establishing a national medical graduate school, which has been raised since the closure of Seonam University's medical school in 2018, has been considered a major project for Jeollabuk Province. The province expects that the establishment of the national medical graduate school will contribute to alleviating the shortage of medical personnel in the region and strengthening the public healthcare system.
Jeollabuk Governor Kim Gwan-young stated, "The establishment of the national medical graduate school is a core national task for narrowing the healthcare gap between regions and strengthening public healthcare," and expressed his commitment to push forward without interruption through close cooperation with the National Assembly and the government.
Governor Kim also expressed gratitude to Park Hee-seung, a member of the Health and Welfare Committee, who led the bill's passage, emphasizing that addressing the urgent issue of the shortage of essential and public healthcare personnel is a matter that must be resolved.
국립의전원법안 복지위 통과…전북, 설립 추진 탄력
국립의학전문대학원 설립의 법적 근거를 담은 ‘국립의학전문대학원 설립 및 운영에 관한 법률안’이 13일 국회 보건복지위원회 전체회의를 통과했다.
전북특별자치도에 따르면 이번 법안은 필수·공공의료 분야에 종사할 전문 의료인력을 안정적으로 양성하기 위해 국립의학전문대학원을 설립하는 내용을 담고 있다. 법안이 복지위를 통과하면서 국립의전원 설립 추진에도 속도가 붙을 전망이다.
법안에는 국립의학전문대학원을 4년제 대학원대학 형태로 설립하고, 국가가 재정을 지원할 수 있도록 하는 내용이 포함됐다. 선발된 학생에게는 학비 등 교육비를 지원하고, 졸업 후에는 공공보건의료기관 등에서 15년간 의무 복무하도록 했다. 정부는 기존 의과대학 정원 확대와 별도로 연간 100명 규모 운영을 구상하고 있다.
국립의전원은 지역·필수·공공의료 인력 양성을 위한 국정과제의 하나로 추진되고 있으며, 정부는 2030년 도입을 목표로 2026년 상반기까지 법률 제정과 부지 확보를 마무리할 계획이다.
지난 2018년 서남대 의대 폐교 이후 제기돼 온 국립의전원 설치 논의는 전북 지역의 대표 숙원사업으로 꼽혀 왔다. 전북도는 국립의전원이 설립되면 지역 의료인력 부족 해소와 공공의료 체계 강화에 기여할 것으로 기대하고 있다.
김관영 전북특별자치도지사는 “국립의학전문대학원 설립은 지역 간 의료 격차 해소와 공공의료 강화를 위한 핵심 국가 과제”라며 “국회와 정부와의 긴밀한 공조를 통해 차질 없이 추진하겠다”고 밝혔다.
또 김 지사는 법안 통과를 주도한 국회 보건복지위원회 소속 박희승 의원에게 감사의 뜻을 전하며, “필수·공공의료 인력 부족으로 인한 의료 공백은 반드시 해결해야 할 시급한 사안”이라고 강조했다.
