The Jeonbuk Special Self-Governing Province Council welcomed the passage of the amendment to the Public Official Election Act in the National Assembly, which allows local council members and local government heads to maintain their positions while running for elections within the same city or province.
On the 13th, the council evaluated in a statement that this amendment significantly relaxed the resignation regulations that were applied when local council members ran for election. The key point of the amendment is expanding the scope of areas where local council members or local government heads can run for elections while maintaining their positions from the existing "relevant local government" to the "city or province overseeing the relevant local government."
As a result, in the future, individuals can run for elections as city mayors or county governors while maintaining their positions as city or provincial council members within the same city or province. The council expected that this institutional improvement would reduce political vacancies, broaden the political participation opportunities for local council members, and contribute to the activation of local self-governance.
Chairman Moon Seung-woo stated, "After long efforts to amend the unreasonable resignation regulations for local council members running for election, we expect that the expansion of political participation opportunities for local council members will contribute to the activation of local self-governance and empowerment of local autonomy."
Meanwhile, the Jeonbuk Provincial Council visited the National Assembly's Special Committee on Political Reform last month, where they met with members from both ruling and opposition parties, including Representative Yoon Jun-byung, to suggest the importance of ensuring regional representation through rational delimitation of electoral districts.
전북도의회, 지방의원 사퇴 요건 완화 공직선거법 개정 환영
전북특별자치도의회가 지방의원과 지방자치단체장이 직을 유지한 채 같은 시·도 내 선거에 출마할 수 있도록 한 공직선거법 개정안의 국회 본회의 통과를 환영했다.
도의회는 13일 입장문을 통해 이번 개정안이 지방의원 선거 입후보 시 적용되던 사직 규정을 대폭 완화한 것이라고 평가했다. 개정안은 지방의원이나 지방자치단체장이 직을 유지한 상태에서 출마할 수 있는 지역 범위를 기존 ‘해당 지방자치단체’에서 ‘해당 지방자치단체를 관할하는 시·도’로 넓힌 것이 핵심이다.
이에 따라 앞으로는 동일한 시·도 안에서 시·도의원직을 유지한 채 시장·군수 등 기초자치단체장 선거에 출마할 수 있게 됐다. 도의회는 이번 제도 개선이 의정 공백을 줄이고 지방의원의 정치 참여 기회를 넓혀 지방자치 활성화에도 도움이 될 것으로 기대했다.
문승우 의장은 “지방의원의 선거 입후보를 위한 불합리한 사퇴 규정 개정을 위해 오랜 기간 노력해 온 결과”라며 “지방의회의 정치 참여 기회 확대가 지방자치 활성화와 자치분권 강화에 기여할 것으로 기대한다”고 말했다.
한편 전북도의회는 지난달 국회 정치개혁특별위원회를 찾아 여야 관계자들과 윤준병 의원 등을 만나 선거구의 합리적 획정을 통한 지역 대표성 보장 필요성을 건의한 바 있다.
