Jang Yeon-guk, a member of the Jeonbuk Special Self-Governing Province Council, urged the establishment of a Jeonbuk-style special education responsibility system through the expansion of special education support personnel and improvement of their conditions.
During the 4th plenary session of the 425th interim session held on the 13th, Jang stated, "The key to the quality of special education in Jeonbuk lies in the special education support personnel who oversee the classroom."
Jang pointed out that special education instructors support students in various aspects of school life such as personal care, mobility, meals, and classroom assistance, but they face poor conditions including emergency duty during vacations and low wages. He expressed concerns that despite the increasing number of students in need of special education, the expansion of support systems is not sufficient and could lead to a decline in the quality of education.
He argued that emergency duty during vacations should be converted into regular duty, and a separate wage system should be established to recognize special education instructors as core personnel in educational activities. He also suggested the need for staffing adjustments to meet the growing number of students, resolve regional imbalances, and redistribute personnel focusing on integrated classrooms.
As measures to enhance professionalism, Jang proposed making job training mandatory, introducing a qualification-based reward system, and expanding the recruitment of specialized personnel in special education. He emphasized the need to consider institutional protection and gradual transition to educational civil service for volunteers like 'Board Me' who support special education, rather than relying solely on voluntary service.
Jang stated, "Special education is not welfare but an educational right guaranteed by the constitution," and emphasized the need for Jeonbuk to establish a special education personnel policy that leads the nation in special education.
장연국 도의원 “전북형 특수교육 책임체계 구축해야”
전북특별자치도의회 장연국 의원이 특수교육지원인력 확충과 처우 개선을 통해 전북형 특수교육 책임체계를 구축해야 한다고 촉구했다.
장 의원은 13일 열린 제425회 임시회 제4차 본회의 5분발언에서 “전북 특수교육의 질을 좌우하는 핵심은 교실 현장을 지키는 특수교육지원인력”이라며 이같이 밝혔다.
장 의원은 특수교육지도사가 학생의 신변처리와 이동, 급식, 수업 보조 등 학교생활 전반을 지원하고 있지만, 방학 중 비상시 근무체계와 낮은 임금 수준 등 열악한 처우에 놓여 있다고 지적했다. 이어 특수교육 대상 학생은 늘고 있지만 지원체계 확대는 충분하지 않아 교육의 질 저하로 이어질 수 있다고 우려했다.
그는 방학 중 비상시 근무체계를 상시근무 체계로 전환하고, 특수교육지도사를 교육활동의 핵심 인력으로 인정하는 별도 임금체계를 마련해야 한다고 주장했다. 또 학생 수 증가에 맞춘 수요 대응형 인력 배치와 지역 간 불균형 해소, 통합학급 중심의 인력 재배치도 필요하다고 제안했다.
전문성 강화 방안으로는 직무연수 의무화와 자격 기반 보상체계 도입, 특수교육 전문인력 경력채용 확대 등을 제시했다. 특수교육 지원봉사자인 ‘보드미’에 대해서도 자원봉사에만 의존할 것이 아니라 제도적 보호와 단계적 교육공무직 전환 등을 검토해야 한다고 강조했다.
장 의원은 “특수교육은 복지가 아니라 헌법이 보장한 교육권”이라며 “전북이 전국을 선도하는 특수교육 인력 정책을 마련해야 한다”고 말했다.
