Jeonbuk Special Self-Governing Province Council member Lee Myeong-yeon (Jeonju 10) urged for practical measures to address the serious parking shortage and emergency vehicle delays caused by illegal parking.
During the 425th extraordinary session held on the 13th, the council member stated in a 5-minute free speech session, "The parking issue is not just a simple inconvenience in daily life, but a matter directly related to the safety and lives of residents," pointing out that in emergency situations, golden time could be missed due to illegal parking.
He has been advocating for the expansion of public parking lots, and has been demanding problem-solving from the fire department, local police commission, provincial education office, and Jeonju city, but noted that substantial improvements have not been made.
According to a survey of residents, the urgency of expanding parking spaces in Jeonju scored 88.58 out of 100, indicating that citizens are very concerned about the parking shortage. He emphasized that proactive measures are needed as parking issues around schools are directly related to student safety during their commute.
As alternatives, he suggested solutions such as local sharing of school parking spaces, construction of underground parking lots at school playgrounds, and administrative participation in facility support and management.
The council member stated, "The parking issue cannot be solved by the efforts of a single institution alone," and emphasized, "Jeonbuk Province, the education office, and local governments should work together to promptly devise measures that residents can feel."
이명연 도의원 “불법주정차·주차난 해결책 시급”
전북특별자치도의회 이명연 의원(전주10)이 불법주정차로 인한 긴급차량 진입 지연과 심각한 주차난 해소를 위한 실질적인 대책 마련을 촉구했다.
이 의원은 13일 열린 제425회 임시회 5분 자유발언에서 “주차 문제는 단순한 생활 불편이 아니라 도민의 안전과 생명과 직결된 문제”라며, 불법주정차로 인해 긴급 상황에서 골든타임을 놓칠 수 있다고 지적했다.
그는 그동안 공영주차장 확충 필요성을 제기하고 소방본부와 자치경찰위원회, 도교육청, 전주시 등에 문제 해결을 요구해 왔지만, 실질적인 개선은 이뤄지지 않고 있다고 밝혔다.
이 의원은 도민 대상 조사 결과 전주시의 주차 공간 공급 확대 시급성이 100점 만점에 88.58점으로 나타났다며, 시민들이 주차난을 매우 심각하게 인식하고 있다고 설명했다. 또 학교 주변 주차 문제는 학생 통학 안전과도 직결되는 만큼 적극적인 대응이 필요하다고 강조했다.
대안으로는 학교 주차공간의 지역 공유, 학교 운동장 지하주차장 조성, 시설 지원과 관리에 행정이 참여하는 방식 등을 제시했다.
이 의원은 “주차 문제는 어느 한 기관의 노력만으로 해결될 수 없다”며 “전북도와 교육청, 시군이 협력해 도민이 체감할 수 있는 대책을 조속히 마련해야 한다”고 말했다.
