On the 12th anniversary of the Sewol ferry disaster on April 16th, the Labor Party issued a statement urging the immediate enactment of the Basic Life Safety Law.
In the statement on that day, the Labor Party criticized the fact that "the Basic Life Safety Law, first proposed in 2020, is still pending in the National Assembly even after 12 years," and strongly criticized the reality where investigative bodies including special committees, the Presidential Commission on Unification Preparation, and special prosecutors have failed to produce proper results before being terminated.
The Labor Party held both major parties accountable. Regarding the Democratic Party, they pointed out that "despite promising the enactment of the Basic Life Safety Law before the 12th anniversary, they are focusing on deregulation bills such as the Special Self-Governing Act, postponing the basic law." They criticized the People Power Party for "denying responsibility for disasters that occurred during their administration and neglecting the importance of the basic law."
The statement reminded that even during the period of pending legislation, large-scale disasters such as the Itaewon tragedy, the AriSeL tragedy, the Osong tragedy, the Jeju Air passenger plane tragedy, and the Gyeongnam-North wildfire tragedy have continued, emphasizing that "if the country and society do not take responsibility and construct a safe structure for all, the chain of social disasters cannot be prevented."
The Labor Party expressed their deep sense of responsibility to remember the Sewol ferry disaster as a party that fights for a society where life takes precedence over profit, where all lives can live safely and with dignity, stating that the enactment of the Basic Life Safety Law marks the beginning of an equal society. They urged the National Assembly to immediately start reviewing the Basic Life Safety Law and enact the law properly.
The Basic Life Safety Law is a legislation that specifies the safety rights of citizens and defines the responsibilities of the state, local governments, and companies for accident prevention and victim protection. Demands for its enactment have continued since the Sewol ferry disaster.
세월호 12주기…노동당 "생명안전기본법 즉각 제정하라"
세월호 참사 12주기인 4월 16일, 노동당이 생명안전기본법의 즉각 제정을 촉구하는 성명을 발표했다.
노동당은 이날 성명에서 "2020년 처음 발의된 생명안전기본법이 12주기를 지나는 오늘까지도 국회에서 계류되어 있다"며, 특조위·사참위·특검을 포함한 조사 기구가 제대로 된 성과를 내지 못한 채 종료된 현실을 강하게 비판했다.
노동당은 양당 모두에 책임을 물었다. 더불어민주당에 대해서는 "12주기 전 생명안전기본법 제정을 약속하고도 특별자치도법 등 규제완화 법안에 집중하며 기본법을 미루고 있다"고 지적했다. 국민의힘에 대해서는 "집권 당시 발생한 재난에 대한 책임을 부정하며 기본법의 중요성을 묵살하고 있다"고 비판했다.
성명은 법안 보류 기간 동안에도 이태원 참사, 아리셀 참사, 오송 참사, 제주항공 여객기 참사, 경남북 산불 참사 등 대규모 재난이 끊이지 않았음을 상기시키며, "국가와 사회가 책임지고 모두가 안전한 구조를 건설하지 않는다면 사회적 참사의 연쇄를 막을 수 없다"고 강조했다.
노동당은 "이윤보다 생명이 우선시되고, 모든 생명이 존엄하고 안전히 살아갈 수 있는 사회를 위해 투쟁하는 정당으로서 세월호 참사를 기억해야 할 책임을 통감한다"면서, "생명안전기본법의 제정은 평등사회의 시작"이라고 밝혔다. 그러면서 국회에 생명안전기본법 심사 즉각 착수와 제대로 된 법 제정을 촉구했다.
생명안전기본법은 국민의 안전권을 명시하고 사고 예방 및 피해자 보호에 대한 국가·지자체·기업의 책임을 규정한 법안으로, 세월호 참사 이후 지속적으로 제정 요구가 이어져 왔다.
