Jeonju City has taken steps to enhance the expertise of child abuse response personnel and improve case management in order to create a city that is safe for children.
On the 17th, Jeonju City announced that it conducted the "2026 Child Abuse Response Personnel Capacity Enhancement Training" for city child protection team members and professionals from child protection agencies.
This training was designed to help frontline responders accurately understand the legal basis related to child abuse and acquire counseling skills to narrow the psychological distance with abused children.
In one session of the training, Attorney Shin Sookyung from Yulda Law Firm served as an instructor, explaining the latest laws and key precedents related to child abuse through actual case studies. This enabled participants to apply the correct legal basis in the investigation and case management processes.
Following the legal training, a counseling session was conducted, incorporating communication techniques using magic tools and practical exercises to naturally build rapport with children and adolescents. Jeonju City explained that this was an opportunity to enhance the on-site counseling capabilities of response personnel.
Jeonju City plans to continuously enhance the expertise of response personnel to prevent all forms of child abuse, including physical and psychological violence, neglect, and abandonment.
Kim Hyun-ok, Director of the Welfare Environment Department in Jeonju City, stated, "The key to preventing child abuse is for children to be respected and grow up happily within their homes." He added, "We will continue to promote effective educational content to create a Jeonju City where children's rights are thoroughly protected."
전주시, 아동학대 대응 인력 역량 강화 교육 실시
전주시가 아동이 안전한 도시 조성을 위해 아동학대 대응 인력의 조사와 사례관리 전문성 강화에 나섰다.
전주시는 17일 시 아동보호팀 직원과 아동보호전문기관 관계자 등을 대상으로 ‘2026 아동학대 대응 인력 역량 강화 교육’을 실시했다고 밝혔다.
이번 교육은 현장 대응 인력들이 아동학대 관련 법률적 근거를 정확히 이해하고, 피해 아동과의 심리적 거리감을 좁히는 상담기술을 익히도록 돕기 위해 마련됐다.
교육 1세션에서는 율다함 법률사무소 신수경 변호사가 강사로 나서 아동학대 관련 최신 법령과 주요 판례를 실제 사례 중심으로 설명했다. 이를 통해 참석자들이 조사와 사례관리 과정에서 정확한 법적 근거를 적용할 수 있도록 했다.
이어진 상담 교육에서는 마술 도구를 활용한 소통 기법과 함께 아동·청소년과 자연스럽게 라포를 형성하는 실습이 진행됐다. 전주시는 이를 통해 대응 인력의 현장 상담 역량을 높이는 계기가 됐다고 설명했다.
전주시는 앞으로도 신체적·정신적 폭력은 물론 방임과 유기 등 모든 형태의 아동학대 예방을 위해 대응 인력의 전문성을 지속적으로 강화할 계획이다.
김현옥 전주시 복지환경국장은 “아동학대 예방의 핵심은 아이들이 가정 안에서 존중받으며 행복하게 성장하는 것”이라며 “실효성 있는 교육 콘텐츠를 지속적으로 추진해 아동의 권익이 철저히 보호되는 전주시를 만들겠다”고 말했다.
