As a result of a large-scale joint audit conducted by the government regarding the suspicion of 'illegal construction in Ramcheon' in Namwon City, North Jeolla Province, a multitude of illegal activities by Namwon City have been discovered, leading to an expected crackdown.
The Ministry of the Interior and Safety (Minister Yoon Ho-jung) and the Ministry of Climate Change and Environment (Minister Kim Sung-hwan) announced the results of the joint government audit conducted on North Jeolla Province and Namwon City starting from February 23.
According to the audit results, Namwon City was found to have not only failed to crack down on illegal rural guesthouses (pensions) and campsites operating near Ramcheon in Inseok-ri but also illegally allocated public funds for their benefit.
The audit revealed that despite being aware of the illegal accommodation facilities operating near Ramcheon, Namwon City took no administrative action.
Instead, they proceeded with a small-scale road improvement project for access roads without obtaining the mandatory 'river point use permit' under the River Act, under the pretext of resolving landowners' complaints.
The government deemed this as a de facto favoritism construction for a specific land and a clear illegal administrative act.
In response, the Ministry of the Interior and Safety issued a 'institutional warning' to Namwon City and demanded disciplinary actions, including dismissal, for six public officials involved in illegal activities during the project implementation process.
In particular, some of these officials are strongly suspected of 'embezzlement in the line of duty,' harming public interests and aiding personal gains, prompting the government to formally report them to investigative agencies.
The audit began following a direct suggestion made by a resident during the President-led Town Hall Meeting held in Gyeongsangnam Province on February 6. At that time, a resident directly raised concerns about the unfairness and issues surrounding the Ramcheon construction in Namwon City to the President, prompting the Presidential Office to immediately order a swift investigation based on the on-site feedback, leading to a sudden government-wide joint audit.

행안부·기후환경부 합동감사…관련 공무원 6명 징계 요구 및 배임 혐의 고발 조치

정부가 전북특별자치도 남원시의 '람천 불법공사' 의혹에 대해 대대적인 합동감사를 벌인 결과, 남원시의 위법 행위가 무더기로 적발되어 파장이 예상된다.
행정안전부(장관 윤호중)와 기후에너지환경부(장관 김성환)는 지난 2월 23일부터 실시한 전북자치도 및 남원시 대상 정부합동감사 결과를 20일 발표했다.
감사 결과에 따르면, 남원시는 람천 입석리 인근에서 운영 중인 불법 농어촌민박(펜션)과 야영장을 단속하기는커녕, 오히려 이들을 위해 불법적으로 공공 예산을 투입한 것으로 드러났다.
감사 결과에 따르면, 남원시는 람천 인근에서 법을 어기고 운영 중인 숙박시설 등을 인지하고 있었음에도 아무런 행정 조치를 취하지 않았다.
오히려 토지주의 민원을 해결해준다는 명목으로 하천법상 필수 절차인 '하천점용허가'조차 받지 않은 채 진·출입로 개선을 위한 소교량 정비사업을 추진했다.
정부는 이를 사실상 특정 사유지에 대한 특혜성 공사이자 명백한 불법 행정으로 판단했다.
이에 행안부는 남원시에 대해 '기관경고' 처분을 내리는 한편, 사업 추진 과정에서 위법 행위가 확인된 공무원 6명에 대해 중징계 등을 요구했다.
특히 이들 중 일부 직원은 공공의 이익을 해치고 사익을 도운 '업무상 배임' 혐의가 짙다고 보고 수사기관에 정식 고발하기로 했다.
한편 이번 감사는 지난 2월 6일 경상남도에서 열린 대통령 주재 타운홀 미팅에서 시작됐다. 당시 한 주민이 남원시 람천공사의 부당함과 문제점을 대통령에게 직접 건의했고, 대통령실이 현장의 목소리를 즉각 반영해 신속한 조사를 지시하면서 범정부 차원의 합동감사가 전격 실시되었다.
