A group of 42 labor rights interpreters from 14 countries are reciting a declaration announcing zero unpaid wages.
In solidarity, immigrant communities in Jeonbuk province and labor and civic organizations have joined forces to address the issue of unpaid wages and protect the rights of immigrant workers.
On the morning of the 2nd, around 80 members of the Jeonbuk Immigrant Rights Labor Network and Jeonbuk Global Immigrant Association gathered at the conference room of the Jeonbuk headquarters of the Korean Confederation of Trade Unions to launch the "Jeonbuk Global Immigrant Association" and hold a "Declaration of Zero Unpaid Wages" ceremony to kick off their activities.
This declaration is aimed at addressing the recent surge in unpaid wages among immigrant workers. According to the organizations, while the total number of cases of unpaid wages decreased in 2025 compared to the previous year, it was found that the number of cases among immigrant workers increased by over 8,000, from 23,000 to 31,000.
Participants stated in the declaration that as citizens and working individuals of UN member countries, they have the right to receive the "equal pay for equal work" and "fair compensation" as stipulated in Article 23 of the Universal Declaration of Human Rights. They expressed their determination to actively stand in solidarity to eradicate wage theft exploited through language barriers and institutional limitations.
The newly launched Jeonbuk Global Immigrant Association is a solidarity organization involving immigrant communities from 14 countries including China, Vietnam, the Philippines, Mongolia, Nepal, Cambodia, and Myanmar. The association plans to provide support for immigrant settlement and serve as a platform for communication with the local community.
In particular, a "Labor Rights Interpretation Team" was also launched to pursue tangible rights remedies. The team will provide support for consultations on labor rights violations, including unpaid wages, in various languages and will continue with concentrated consultations, legal support, and collective complaints to the Ministry of Employment and Labor throughout the month of May.
Joo Chun-mae, Co-Chair of the Jeonbuk Global Immigrant Association, stated, "Although we come from different backgrounds, we are neighbors living together in Jeonbuk," and expressed their commitment to making practical changes while engaging with the local community.
Seo Yoo-seok, Chairman of the Discrimination-Free Labor Society Network, emphasized, "The reported cases currently revealed are just the tip of the iceberg," and pledged to work together until a community where no one is excluded from the rewards of labor is created.
Following the declaration ceremony, a practical training session on "Writing Unpaid Wage Claims and Petitions" was conducted for the Labor Rights Interpretation Team to conclude the event.
The event was organized by the Discrimination-Free Labor Society Network and the Jeonbuk Global Immigrant Association, sponsored by Yudi Jeonju Hyoja Dental Clinic, Jeonju Hospital, and the Good Friends Association.
Fourteen countries, including China, Vietnam, the Philippines, Mongolia, Nepal, Cambodia, Myanmar, Uzbekistan, Kyrgyzstan, Turkey, Russia, Bangladesh, Sri Lanka, and Thailand, are represented in this association.

전북 지역 이주민 커뮤니티와 노동·시민단체들이 연대해 이주노동자의 임금 체불 문제 해결과 권리 보호를 위한 공동 행동에 나섰다.
전북이주인권노동네트워크와 전북글로벌이주민협의회 회원 80여 명은 2일 오전 11시, 민주노총 전북본부 대회의실에서 ‘전북글로벌이주민협의회 출범식’과 ‘이주민 체불임금 제로 선포식’을 열고 본격적인 활동을 시작했다.
이번 선언은 최근 급증한 이주노동자 임금 체불 문제에 대응하기 위한 것이다. 단체 측에 따르면 2025년 전체 임금 체불 진정 건수는 전년보다 감소했지만, 이주노동자의 경우 2만 3천 건에서 3만 1천 건으로 8천 건 이상 증가한 것으로 나타났다.
참석자들은 선언문을 통해 “유엔 회원국 시민이자 노동하는 시민으로서 세계인권선언 제23조에 명시된 ‘동일노동 동일임금’과 ‘공정한 보상’을 받을 권리가 있다”며 “언어 장벽과 제도적 한계를 악용한 임금 체불을 근절하기 위해 적극 연대하겠다”고 밝혔다.
이날 출범한 전북글로벌이주민협의회는 중국, 베트남, 필리핀, 몽골, 네팔, 캄보디아, 미얀마 등 14개국 이주민 커뮤니티가 참여하는 연대 조직이다. 협의회는 향후 이주민 정착 지원과 지역사회 소통 창구 역할을 수행할 계획이다.
특히 실질적인 권리 구제를 위해 ‘노동인권통역단’도 함께 출범했다. 통역단은 각국 언어로 임금 체불 등 노동권 침해 상담을 지원하며, 5월 한 달간 집중 상담과 법률 지원, 고용노동부 집단 진정 등 대응 활동을 이어갈 예정이다.
주춘매 전북글로벌이주민협의회 공동대표는 “서로 다른 배경을 가졌지만 전북에서 함께 살아가는 이웃”이라며 “지역사회와 호흡하며 실질적인 변화를 만들어가겠다”고 말했다.
서유석 차별없는 노동사회 네트워크 이사장은 “현재 드러난 신고 건수는 빙산의 일각”이라며 “노동의 대가에서 누구도 소외되지 않는 공동체를 만들기 위해 끝까지 함께하겠다”고 강조했다.
행사는 선포식 이후 노동인권통역단을 대상으로 한 ‘체불임금 및 진정서 작성’ 실무 교육을 끝으로 마무리됐다.

한편 이번 협의회에는 중국, 베트남, 필리핀, 몽골, 네팔, 캄보디아, 미얀마, 우즈베키스탄, 키르기스스탄, 터키, 러시아, 방글라데시, 스리랑카, 태국 등 14개국 이주민이 참여하고 있다.
