The Jeonbuk Provincial Office of Education ranked third out of 17 provincial education offices nationwide in the Ministry of Health and Welfare's announcement of the '2025 Priority Purchase Performance for Severe Disabilities Products'.
The Jeonbuk Provincial Office of Education announced on the 29th that its purchase rate of severe disabilities products last year was 2.21%, significantly exceeding the legal obligation purchase rate of 1.1%. This figure represents more than a two-fold increase from the 2024 purchase rate of 1.06%.
The priority purchase of severe disabilities products is a system that requires public institutions to purchase over 1.1% of the total purchase amount of goods and services as severe disabilities products each year to ensure stable employment and independent living for individuals with severe disabilities.
The Jeonbuk Provincial Office of Education has been prioritizing the review of severe disabilities products in the purchase planning stage and expanding the purchase areas to include printed materials, supplies, and office supplies. They also explained that they have contributed to creating jobs for people with disabilities and promoting local economic circulation through purchases that are aligned with actual demand.
Choi Seon-ja, the head of the finance department at the Jeonbuk Provincial Office of Education, stated, "Expanding the purchase of severe disabilities products is a policy that supports the independence and social participation of individuals with severe disabilities beyond simple product purchases." She added, "We will continue to strengthen education and promotion, encourage institutional participation, and strive for continuous success."

구매비율 2.21% 기록… 법정 의무비율 1.1% 크게 웃돌아
전북교육청이 보건복지부 공고 ‘2025년 중증장애인생산품 우선구매 실적’에서 전국 17개 시도교육청 가운데 3위를 차지했다.
전북교육청은 지난해 중증장애인생산품 구매비율이 2.21%를 기록해 법정 의무구매 비율인 1.1%를 크게 웃돌았다고 29일 밝혔다. 이는 2024년 구매비율 1.06%보다 두 배 이상 증가한 수치다.
중증장애인생산품 우선구매는 공공기관이 중증장애인의 안정적인 일자리와 자립 기반 마련을 위해 매년 물품·용역 총구매액의 1.1% 이상을 중증장애인생산품으로 구매하도록 한 제도다.
전북교육청은 그동안 구매계획 단계에서 중증장애인생산품 여부를 우선 검토하고, 인쇄물과 관급자재, 사무용품 등으로 구매 분야를 확대해 왔다. 또 실제 수요와 연계한 구매를 통해 장애인 일자리 창출과 지역경제 선순환에 기여해 왔다고 설명했다.
최선자 전북교육청 재무과장은 “중증장애인생산품 구매 확대는 단순한 물품 구매를 넘어 중증장애인의 자립과 사회참여를 지원하는 정책”이라며 “앞으로도 교육과 홍보를 강화하고 기관 참여를 독려해 지속적인 성과를 이어가겠다”고 말했다.
