The Jeonbuk Special Self-Governing Province announced that Minister of Agriculture, Food and Rural Affairs Song Mi-ryeong visited Imsil on the 8th to inspect the living environment of foreign seasonal workers and listen to the voices of farms utilizing public seasonal labor, in preparation for the upcoming farming season.
This visit was arranged to assess the labor shortages in rural areas facing aging populations and declining populations, and to examine the support system for stable settlement and human rights protection of foreign seasonal workers (approximately 93,000 nationwide and around 13,000 in Jeonbuk), which is being introduced on the largest scale ever this year.
Minister Song first visited the 'Imsil County Foreign Agricultural Workers' Dormitory' completed in April, inspecting the facilities and interacting with Vietnamese workers employed there.
The dormitory, built by the province and Imsil County with an investment of 6.5 billion won to secure stable rural labor, is a modern facility with four floors that can accommodate up to 87 people, currently housing 40 Vietnamese female workers.
Minister Song then visited the Osugwanchon Agricultural Cooperative to observe the actual work sites of farms allocated public seasonal labor and listen to the difficulties faced by farmers and workers.
During the on-site meeting that day, the province suggested expanding the 'public seasonal labor business' and emphasized the need to establish a stable labor supply network through public dormitories and public seasonal labor projects to resolve agricultural labor issues.
The province is continuously strengthening the public seasonal labor business by directly employing foreign workers through cooperatives to supply labor to farms on a daily basis. The number of mediation centers has been increased from 14 to 18, and the number of allocated workers has been expanded from 540 to 837, supporting small-scale farmers who have difficulty providing accommodation or elderly farms in need of short-term labor.
Kim Shin-joong, head of the Jeonbuk Provincial Government's Agricultural and Livelihood Policy Department, stated, "We will create an environment where foreign workers can settle stably in rural Jeonbuk, and farmers can focus on farming without worrying about labor."
The event was attended by Minister Song Mi-ryeong, Lim Min, the Mayor of Imsil County, Kim Shin-joong, head of the Jeonbuk Provincial Government's Agricultural and Livelihood Policy Department, and Kim Sung-hoon, the head of the Jeonbuk branch of the Agricultural Cooperative Central Association, along with about ten others.
송미령 농식품부 장관, 임실 외국인 계절근로자 운영 현장 점검
전북특별자치도는 송미령 농림축산식품부 장관이 8일 본격적인 농번기를 맞아 임실을 찾아 외국인 계절근로자의 주거 환경을 점검하고, 공공형 계절근로 인력을 활용 중인 농가의 현장 목소리를 청취했다고 밝혔다.
이번 방문은 고령화와 인구 감소로 인력난을 겪고 있는 농촌 현장의 수급 실태를 살피고, 올해 역대 최대 규모로 도입되는 외국인 계절근로자(전국 약 9만 3,000여 명·전북 약 1만 3,000여 명)의 안정적인 정착과 인권 보호를 위한 지원 체계를 점검하기 위해 마련됐다.
송 장관은 먼저 지난 4월 준공한 ‘임실군 외국인 농업근로자 기숙사’를 방문해 내부 시설을 살피고 근무 중인 베트남 근로자들을 격려했다.
이 기숙사는 도와 임실군이 농촌 인력의 안정적 확보를 위해 총 65억 원을 투입해 건립한 시설로, 지상 4층에 최대 87명을 수용할 수 있는 최신식 환경을 갖추고 있으며, 현재 베트남 여성 근로자 40명이 입주해 생활하고 있다.
이어 송 장관은 오수관촌농협을 방문해 공공형 계절근로자를 배정받은 농가의 실제 작업 현장을 둘러보며 농업인과 근로자들의 애로사항을 청취했다.
도는 이날 현장 간담회에서 ‘공공형 계절근로 사업 확대’를 건의하고, 농번기 인력 문제 해소를 위해 공공 기숙사와 공공형 계절근로제를 통한 안정적인 인력 공급망 구축의 필요성을 강조했다.
도는 농협이 외국인 근로자를 직접 고용해 일 단위로 필요한 농가에 인력을 공급하는 공공형 계절근로 사업을 지속 강화하고 있다. 중개센터를 14개소에서 18개소로, 배정 인원도 540명에서 837명으로 확대해 숙소 마련이 어려운 영세 소농이나 단기 인력이 필요한 고령 농가를 지원하고 있다.
김신중 전북자치도 농생명정책과장은 “외국인 근로자들이 전북 농촌에 안정적으로 정착하고, 농민들은 인력 걱정 없이 영농에만 전념할 수 있는 환경을 만들어 나가겠다”고 말했다.
한편, 이날 행사에는 송미령 장관을 비롯해 심민 임실군수, 김신중 전북자치도 농생명정책과장, 김성훈 농협중앙회 전북본부장 등 10여 명이 참석했다.
