North Jeolla Special Self-Governing Province announced on the 8th that it is accelerating the construction of national highways and local roads throughout North Jeolla by organically linking the completion, commencement, and design phases in collaboration with the Iksan Regional Land Management Office.
Firstly, the section of National Highway 30 from Seongsu to Jinan 3 is scheduled to open in June. This section, which has long caused inconvenience to residents due to its narrow road structure and linear defects, is expected to bring improvements in traffic congestion resolution, reduction of traffic accidents, and enhancement of regional mobility that residents can feel with its opening. The construction of the section from Muju Seolcheon to Mupung is set to commence after the selection of the construction company in May.
The crucial infrastructure of the West Sea, the Noeul Bridge (National Highway 77), began its detailed design in April. This project, which connects the only discontinuous section of National Highway 77, is a key axis in completing the economic and tourism infrastructure of the West Sea in North Jeolla, shortening the travel time from the existing 70 minutes to the 10-minute range upon completion.
Projects that have completed the design phase are also transitioning to the construction phase. The Sangha-Haeri section in Gochang and the Unho-Seokpo section in Buan concluded total project cost negotiations in March and are aiming to commence construction in the first half of the year. In the local road sector, the sections of Sunchang-Gurim (Local Road 55) and Jeongeup Bujeon-Chilbo (Local Road 49) have completed the design and are set to commence construction in the second half of the year after the bidding process. This marks a turning point where local road projects that were in the design phase are transitioning into actual construction.
The proactive parallel progress of administrative procedures is the background that enables the advancement of these projects. The Iksan Regional Land Management Office is progressing subsequent procedures such as total project cost negotiations, completion of detailed design, and transfer of design documents in stages. By swiftly handling pre-procedures such as the announcement of road area changes, contract reviews, and routine audits, they are minimizing administrative gaps between design and construction. This approach prevents persistent issues such as budget negotiations or permit delays from hindering project momentum.
Currently, there are 16 national road projects (168.2km, approximately 2.47 trillion won) and 7 local road projects (42.9km, approximately 530 billion won) underway in North Jeolla, simultaneously establishing a national intercity road network connecting the entire province. The Ministry of Land, Infrastructure and Transport, the Iksan Regional Land Management Office, North Jeolla Province, and local government officials and regional lawmakers are reducing gaps at each stage of the projects based on a cooperative system.
Choi Jeong-il, Director of the Construction and Transportation Department of North Jeolla Province, stated, "As national and local road projects are simultaneously progressing on track, North Jeolla's transportation system has reached a fundamental turning point in transformation," and added, "We will continue to closely cooperate with relevant agencies to manage the entire process of design, negotiation, and construction seamlessly, and make every effort to build a road network that leads to balanced regional development."
노을대교 설계 본격화…성수~진안 6월 개통, 설천~무풍 착공,
전북특별자치도는 익산지방국토관리청과 함께 국도·국지도 건설사업을 준공·착공·설계 단계별로 유기적으로 연계하며 전북 전역 도로망 구축에 속도를 높이고 있다고 8일 밝혔다.
우선, 국도30호선 성수~진안3 구간이 오는 6월 개통된다. 협소한 도로 구조와 선형 불량으로 오랫동안 주민 불편이 이어졌던 이 구간은 개통과 함께 상습 정체 해소, 교통사고 위험 감소, 지역 간 이동성 향상 등 주민이 체감할 수 있는 교통 환경 개선을 가져올 전망이다. 무주 설천~무풍 구간은 5월 시공사 선정을 마치고 본격 착공에 들어간다.
서해안 핵심 인프라인 노을대교(국도77호)는 지난 4월 실시설계에 착수했다. 국도77호선의 유일한 단절 구간을 잇는 이 사업은 완공 시 기존 70분이 걸리던 이동시간을 10분대로 단축해, 전북 서해안 경제·관광 인프라를 완성하는 핵심 축이다.
설계를 마친 사업들도 공사 단계로 전환되고 있다. 고창 상하~해리, 부안 운호~석포 구간은 지난 3월 총사업비 협의를 마치고 발주에 들어가 상반기 내 착공을 목표로 하고 있다. 국지도 분야에서는 순창~구림(국지55호), 정읍 부전~칠보(국지49호) 구간이 설계 완료 후 발주를 마치고 하반기 착공을 앞두고 있다. 설계 단계에 머물렀던 국지도 사업이 실제 공사로 전환되는 분기점을 맞은 셈이다.
이 같은 사업 추진이 가능한 배경에는 행정 절차의 선제적 병행 추진이 있다. 익산지방국토관리청은 총사업비 협의, 실시설계 완료, 설계도서 이관 등 후속 절차를 단계별로 진행 중이다. 도는 도로구역 변경 결정 고시, 계약 심사, 일상 감사 등 사전 절차를 신속히 처리해 설계에서 착공으로 이어지는 행정 공백을 최소화하고 있다. 예산 협의나 인허가 지연 등 고질적 문제를 사전에 차단함으로써 사업 추진 동력을 유지하는 방식이다.
현재 전북에서 추진 중인 도로사업은 국도 16개 사업(168.2km, 약 2조 4,700억원)과 국지도 7개 사업(42.9km, 약 5,300억원)으로, 전북 전역을 잇는 국가 간선도로망이 동시에 조성되고 있다. 국토교통부·익산지방국토관리청·전북자치도·시군·지역 국회의원이 협력체계를 바탕으로 각 사업 단계별 공백을 줄여나가고 있다.
최정일 전북자치도 건설교통국장은 "국도와 국지도 사업이 동시에 본궤도에 오르면서 전북 전역 교통체계가 근본적으로 변화하는 전환점에 들어섰다"며 "앞으로도 관계기관과 긴밀히 협력해 설계·협의·착공 전 과정을 빈틈없이 관리하고, 지역균형발전을 이끄는 도로망 구축에 최선을 다하겠다"고 말했다.
