Jeonbuk Special Self-Governing Province announced that they held a field meeting on the 11th at Yuyu Village in Byeonsan-myeon, Buan-gun, in celebration of the 3rd Yangjam Day, focusing on the National Important Agricultural Heritage No. 8, the 'Yuyu East Asian Yangjam Agricultural System'.
The purpose of this meeting was to review the sustainable conservation foundation of the National Important Agricultural Heritage and discuss ways to revitalize the Yangjam agriculture sector, which is facing challenges such as aging and a decrease in the working population.
Attending the event were Min Sun-sik, the Director of the Agriculture, Livestock, and Fisheries Industry Department of Jeonbuk Special Self-Governing Province, officials from Buan-gun, and members of the Yuyu East Asian Yangjam Agricultural System Conservation Committee. They toured the Yuyu Village Experience Center, Yangjam Promotion Center, and Traditional Jamshil, listening to on-site opinions.
The Buan Yuyu East Asian Yangjam Agricultural System was designated as the first National Important Agricultural Heritage in Jeonbuk in 2017, recognizing the value of its integrated eco-friendly Yangjam agriculture. It has established itself as a leading Yangjam region nationwide through designations such as Clean Nuea Special Zone and selection in the national brand category of mulberries (loquats).
Adjacent to Buan Nuea Town, Youth Training Center, and Jeonbuk Special Self-Governing Province Agricultural Technology Institute Jam Insect Test Facility, the area attracts many visitors annually. However, there is an ongoing issue of a decrease in Yangjam households due to aging, income instability, and lack of successors.
During the meeting, discussions were held on linking annual visitors and local tourism resources to agricultural income, as well as enhancing the high added value of the Yangjam industry and expanding market channels.
In particular, the province plans to collaborate with relevant institutions such as the Safety Protection Composite Fiber Technology Support Center to review practical cooperation measures for technology development, product enhancement, and expansion of industrial base.
Furthermore, in the first half of this year, the province will establish its own "Jeonbuk Special Self-Governing Province Agricultural Heritage Comprehensive Plan" and form and operate a public-private committee to strengthen the systematic conservation, management, and utilization foundation of agricultural heritage.
Min Sun-sik, the Director of the Agriculture, Livestock, and Fisheries Industry Department of Jeonbuk Special Self-Governing Province, stated, "Buan Yuyu East Asian Yangjam Agriculture is a significant agricultural heritage that needs to be preserved and a valuable future industrial resource for the region," adding, "Based on on-site opinions, we will continue to develop support measures to ensure that conservation and industrial revitalization can be achieved together."
전북자치도, 국가중요농업유산 ‘부안 양잠’ 현장간담회 개최
전북특별자치도는 제3회 양잠인의 날을 맞아 11일 부안군 변산면 유유마을에서 국가중요농업유산 제8호 ‘유유동양잠농업시스템’ 현장간담회를 개최했다고 밝혔다.
이번 간담회는 국가중요농업유산의 지속가능한 보전 기반을 점검하고, 고령화와 생산인구 감소 등으로 어려움을 겪고 있는 양잠농업의 활성화 방안을 논의하기 위해 마련됐다.
이날 현장에는 민선식 전북특별자치도 농생명축산산업국장을 비롯해 부안군 관계자와 유유동양잠농업시스템 보존위원회 관계자 등이 참석했으며, 유유동마을 체험관과 양잠홍보관, 전통잠실 등을 둘러보며 현장 의견을 청취했다.
부안 유유동양잠농업시스템은 집적화된 친환경 양잠농업의 가치를 인정받아 지난 2017년 전북 최초 국가중요농업유산으로 지정됐다. 특히 청정누에특구 지정과 국가브랜드 뽕(오디) 부문 선정 등을 통해 전국 대표 양잠지역으로 자리 잡아 왔다.
또한 부안누에타운과 청소년수련원, 전북특별자치도농업기술원 잠사곤충시험장 등이 인접해 있어 매년 많은 방문객이 찾고 있으나, 최근에는 고령화와 소득 불안정, 후계인력 부족 등으로 양잠농가 감소 문제가 지속되고 있는 상황이다.
간담회에서는 연간 방문객과 지역 관광자원을 생산농가 소득과 연계하는 방안과 함께, 양잠산업의 고부가가치화 및 판로 확대 방안 등에 대한 논의도 이뤄졌다.
특히 도는 안전보호융복합섬유기술지원센터 등 관련 기관과 연계해 기술개발과 제품 고도화, 산업화 기반 확대 등 실질적인 협력 방안을 검토해 나갈 계획이다.
아울러 올해 상반기 중 「전북특별자치도 농업유산 종합계획」을 자체 수립하고, 민관 위원회를 구성·운영해 농업유산의 체계적인 보전·관리와 활용 기반도 강화할 방침이다.
민선식 전북특별자치도 농생명축산산업국장은 “부안 유유동 양잠농업은 보전해야 할 중요한 농업유산이자 지역의 미래 산업 자원으로서 가치가 크다”며 “현장의 의견을 바탕으로 보전과 산업 활성화가 함께 이뤄질 수 있도록 지원 방안을 지속 마련해 나가겠다”고 밝혔다.
