One merchant complained, "Even when I try to make a brief visit to a business partner, I often end up turning back due to long-term parked vehicles occupying the space," adding, "The parked cars remain stationary for long periods."

이에 대해 조훈 전북지역공동 청년위원장은 "노상유료주차장은 2시간 이내 단기 이용자에게 할인 혜택을 제공하고, 장기 주차 시 요금을 인상하는 차별화된 정책이 필요하다"고 강조했다. 또한 "공영주차장과 요금 체계를 분리하고, 주기적인 모니터링으로 장기 주차 집중 지역과 시간대를 파악해 관리 시스템을 개선해야 한다"고 주장했다.
