Saemangeum Permanent Seawater Distribution Headquarters Urges Withdrawal of Environmental Ecological Land Road Plan

The Saemangeum Permanent Seawater Distribution Headquarters held a press conference in front of the Jeollabuk-do Provincial Office on the morning of the 28th, urging the withdrawal of the road plan that penetrates the Saemangeum environmental and ecological site and the establishment of an alternative basic plan for Saemangeum.

The group criticized the inadequacy of the environmental impact assessment, stating, "There is a significant concern that the core habitat of the tidal flats in Saemangeum will be damaged during the development process."

In particular, the group pointed out that the local survey conducted in July, a period with relatively low bird activity, was the only survey conducted, omitting the concentrated arrival period of legally protected species such as the Eurasian spoonbill and the hooded crane from August to October. They argued that it was an attempt to provide a superficial survey to justify the development. They further criticized the repetition of the logic of creating alternative habitats without specific habitat protection measures, despite the confirmation of over 39 legally protected species in literature.

They also proposed an alternative of utilizing existing facilities instead of constructing new roads. The group stated, "Given that the North-South Road has already been constructed, the economic and operational efficiency of a new road is low," and suggested, "By connecting and utilizing the existing Jamveri embankment road, the national budget can be reduced while preserving the vast tidal flat landscape."

Furthermore, they demanded a comprehensive reassessment of the Saemangeum basic plan. The group argued, "Instead of the excessive landfill that takes 40 to 100 years, the development direction should be shifted towards utilizing the surrounding areas, which can reduce the project duration and costs to one-third."

They emphasized the need for continuous seawater distribution management to consider the climate crisis and sea level rise issues. They also proposed enhancing the entire transportation network in the Jeollabuk region through the establishment of a 1 hour and 30-minute high-speed railway between Jeonju and Incheon Airport, instead of the proposed new Saemangeum airport.

Additionally, they called for a reassessment of the ecological and landscape resources of the tidal flats in Haechang, consideration of community-led tourism projects, and the expansion of 'agricultural solar power' to ensure benefits for residents and farmers.

The headquarters stated, "The development of Saemangeum should shift towards considering the environment and local economy of future generations, rather than being a simple civil engineering project," and emphasized the need for an alternative development plan that minimizes environmental destruction and promotes coexistence with local residents.
