Cheon Hoseong (59) was elected as the Superintendent of Education for Jeollabuk-do in the nationwide local elections on June 4th. Overcoming competition from Lee Namho, Cheon won the people's choice, opening a new chapter in educational innovation in Jeollabuk-do.
In his acceptance speech, Cheon expressed that his election was not just a personal victory but a mandate from the people to change education in Jeollabuk-do. He emphasized the urgent task of rebuilding trust in the shattered educational community and indicated his willingness to actively embrace good policies from competing candidates.
Educational Philosophy Forged on the Frontlines
Born in Gochang, Jeollabuk-do in 1967, Cheon graduated from Jeonla High School and Jeonbuk National University's College of Education, majoring in social education. He taught for 15 years at schools like Haeryo High School, Jeonju Girls' High School, and Iri High School. He later obtained a Ph.D. in Education specializing in curriculum research from Nagoya University in Japan and served as a professor at Jeonju National University of Education for 20 years, visiting school sites over 500 times, establishing himself as an education expert combining theory and practice.
Prominent Role in National Education Policy
Cheon has been deeply involved in national policy-making beyond the education sector. He worked as an education special envoy for President Moon Jae-in's campaign and contributed to bridging educational disparities between regions as an advisory member of the Presidential National Balanced Development Commission. Currently, he serves as the co-representative of the National Association for Educational Autonomy Innovation, advocating for expanded educational autonomy.
Leading Figure in the Democratic and Progressive Education Camp
In the 2022 Superintendent of Education election, Cheon, who was selected as the sole candidate through the Jeollabuk-do Democratic Progressive Education Superintendent Selection Committee, consisting of over 200 civil society organizations and 120,000 participants, narrowly lost by about 3%. However, after four years of preparation, he finally secured the people's choice in this election. Having led the Jeollabuk-do Movement Headquarters for the resignation of Park Geun-hye and Yoon Suk-yeol, he garnered strong trust from the progressive civil society, leading to his victory in this election.
Five Key Tasks
Cheon expressed his intention to focus on five key tasks during his term.
Firstly, he aims to strengthen basic academic skills by establishing a dense learning safety net to ensure that no student is left behind in learning, providing a foundation for all children to discover their potential and grow.
In the field of career education, he promised significant innovation, moving away from the uniform competition centered on Seoul metropolitan area admissions, towards personalized education that respects each student's aptitude and dreams. He plans to establish a systematic career design encompassing elementary, middle, and high school levels to organically connect further education, employment, and entrepreneurship.
Support for rural areas and small schools facing the threat of depopulation is also crucial. Under the belief that education is the most potent force in overcoming regional extinction, he emphasized creating an educational ecosystem where regions and schools grow together, making Jeollabuk-do self-sufficient and preventing residents from leaving.
To realize clean educational administration, he pledged to establish a robust integrity system to prevent corruption and irregularities in personnel, budget, and contracts, firmly stating that no privileges or violations will be tolerated.
Lastly, he prioritized the restoration of trust in the shattered educational community as the most critical task. Cheon stated that building a community where educators, parents, students, schools, education offices, and local communities trust and cooperate with each other was the most solemn demand conveyed by the people in this election.
Rising Expectations for a New Era in Jeollabuk-do
As Cheon Hoseong and Lee Wontaek, the newly elected Governor of Jeollabuk-do, usher in the era of leaders in their 50s for metropolitan cities, expectations are high for dynamic changes in politics and education in Jeollabuk-do. Cheon vowed, "I will never walk the path of the Superintendent of Education alone" and promised to repay the people's trust with concrete results.

교사 15년·교수 20년 현장 전문가, 전북 교육 수장에 오르다
6·4 전국동시지방선거에서 천호성 후보(59)가 전북특별자치도 교육감으로 당선됐다. 천 당선인은 이남호 후보와의 경쟁을 뚫고 도민의 선택을 받으며 전북 교육 혁신의 새 장을 열게 됐다.
천 당선인은 당선 소감에서 "당선은 개인의 승리가 아니라 전북교육을 바꾸라는 도민의 명령"이라며 "무너진 교육공동체의 신뢰를 회복하는 것이 가장 시급한 과제"라고 밝혔다. 또한 경쟁 후보의 좋은 정책도 적극 수용하겠다는 통합의 뜻을 내비쳤다.
현장에서 다져진 교육 철학
1967년 전북 고창에서 태어난 천 당선인은 전라고등학교, 전북대학교 사범대학 사회교육과를 졸업한 후 해리고·전주여상·이리고 등에서 15년간 교단에 섰다. 이후 일본 나고야대학교에서 수업연구 전공으로 교육학 박사학위를 취득하고 전주교육대학교 교수로 20년간 재직하며 500회 이상 학교 현장을 방문하는 등 이론과 실천을 겸비한 교육 전문가로 자리매김했다.
국가 교육정책 무대에서도 활약
천 당선인은 교육 현장을 넘어 국가 정책 수립에도 깊이 관여해 왔다. 문재인 대통령 후보 교육특보로 활동했고, 대통령직속 국가균형발전위원회 자문위원으로 지역 간 교육격차 해소에 기여했다. 현재는 전국교육자치혁신연대 공동대표를 맡아 교육자치 확대를 위해 활동 중이다.
민주·진보 교육 진영의 대표 주자
2022년 교육감 선거에서 200여 개 시민사회단체와 12만여 명이 참여한 전북민주진보교육감단일후보선출위원회를 통해 단일 후보로 선출된 바 있는 천 당선인은 당시 약 3%p 차이로 아쉽게 낙선했다. 그러나 4년간 준비를 거쳐 이번 선거에서 마침내 도민의 선택을 받았다. 박근혜·윤석열 퇴진 전북운동본부 공동대표를 지내며 민주주의 수호 활동에도 앞장서 온 그는 진보 시민사회 전반의 두터운 신뢰를 바탕으로 이번 당선을 이끌어냈다.
5대 핵심 과제
천 당선인은 임기 동안 다섯 가지 핵심 과제에 집중하겠다는 뜻을 밝혔다.
우선 기초학력 강화에 역량을 집중한다. 한 명의 학생도 배움에서 소외되지 않도록 촘촘한 학습안전망을 구축해 모든 아이들이 자신의 가능성을 발견하고 성장할 수 있는 토대를 마련하겠다는 구상이다.
진로교육 분야에서도 대대적인 혁신을 예고했다. 수도권 진학 중심의 획일적 경쟁에서 벗어나 학생 개개인의 적성과 꿈을 존중하는 맞춤형 교육을 실현하고, 초·중·고를 아우르는 체계적인 진로 설계를 통해 진학·취업·창업을 유기적으로 연결하는 시스템을 갖출 계획이다.
지역 소멸 위기에 맞선 농어촌·작은 학교 지원도 빠뜨릴 수 없다. 교육이 지역소멸 위기를 극복하는 가장 강력한 힘이라는 신념 아래, 지역과 학교가 함께 성장하는 교육생태계를 조성해 주민이 떠나지 않아도 되는 자생력 있는 전북을 만들겠다고 강조했다.
청렴한 교육행정 구현을 위해서는 인사·예산·계약 분야의 부패와 비리를 원천 차단하는 강력한 청렴시스템을 구축하겠다고 약속했다. 어떠한 특권과 반칙도 용납하지 않겠다는 원칙도 분명히 했다.
마지막으로 무너진 교육공동체의 신뢰 회복을 최우선 과제로 삼았다. 교직원과 학부모, 학생, 학교와 교육청, 지역사회가 서로 믿고 협력하는 공동체를 세우는 것이 이번 선거에서 도민이 보내온 가장 준엄한 요구였다고 천 당선인은 밝혔다.
새로운 전북 시대 기대감 고조
천 당선인은 이원택 전북도지사 당선인과 함께 50대 광역단체장 시대를 열면서 전북 정치·교육계의 젊고 역동적인 변화에 대한 기대를 모으고 있다. 천 당선인은 "교육감의 길을 결코 홀로 걷지 않겠다"며 "도민의 믿음에 반드시 성과로 보답하겠다"고 다짐했다.
