The Public Transport Workers' Union Jeonbuk Branch is demanding the employment succession of the workers at the Gunsan Animal Shelter and is marching through the city center.
The union announced that they will depart from Gunsan City Hall at 4:30 p.m. on the 11th and march to the office of Kim Jae-joon, the mayor-elect of Gunsan, who leads the transition team (Gunsan Content Factory).
The Gunsan Animal Shelter has been operated under private consignment, and various suspicions have been raised regarding the former consignee, the Return Foundation, including improper claims for subsidies, misappropriation of consignment fees, animal abuse and mismanagement, and workplace harassment.
In response, the shelter workers formed a labor union and blew the whistle on public interest, but the management allegedly took retaliatory measures such as unfair disciplinary actions. Subsequently, the workers have been on a full strike demanding the termination of the consignment contract starting from July 2025.
Although Gunsan City announced the termination of the consignment contract and conversion to direct management in January 2026, they maintain the stance of not ensuring the employment succession of the existing workers and instead pushing for open competitive recruitment.
The union is protesting this, stating that it is an attempt to exclude the workers who participated in the public interest disclosure. They emphasized that since the responsibility for employment at the shelter lies with Gunsan City after the conversion to direct management, a decisive action from Kim Jae-joon, the mayor-elect of Gunsan, is necessary.
A union official said, "The workers who stepped up to correct irregularities and illegal activities are ironically being excluded from the workplace," and emphasized that the mayor-elect should take action to resolve the employment succession issue, as he has emphasized change and reform.
Through this march, the Public Transport Workers' Union Jeonbuk Branch plans to demand the employment succession of all workers involved in public interest disclosure, strengthening of responsibility in direct operation, and measures to prevent labor oppression.
군산 유기동물보호센터 노동자 고용승계 촉구…11일 도심행진
공공운수노조 전북본부가 군산유기동물보호센터 노동자들의 고용승계를 요구하며 도심행진에 나선다.
노조는 11일 오후 4시 30분 군산시청 정문에서 출발해 김재준 군산시장 당선인 인수TF팀 사무실(군산콘텐츠팩토리)까지 행진을 진행할 예정이라고 밝혔다.
군산유기동물보호센터는 그동안 민간 위탁 방식으로 운영돼 왔으며, 전 위탁 운영자인 사단법인 리턴을 둘러싸고 보조금 부정청구, 위탁금 사적 유용, 동물 학대 및 부실 관리, 직장 내 괴롭힘 등 각종 의혹이 제기된 바 있다.
이에 센터 노동자들은 노동조합을 결성하고 공익제보에 나섰지만, 사측은 부당징계 등 보복성 조치를 취했다는 것이 노조 측 주장이다. 이후 노동자들은 2025년 7월부터 위탁계약 해지를 요구하며 전면 파업을 이어왔다.
군산시는 2026년 1월 위탁계약 해지와 직영 전환 방침을 발표했지만, 기존 노동자들에 대한 고용승계는 하지 않고 공개경쟁 채용을 추진하겠다는 입장을 유지하고 있다.
노조는 이를 두고 “공익제보에 참여한 노동자들을 배제하려는 것”이라며 반발하고 있다. 특히 직영 전환 이후 센터의 고용 책임이 군산시에 있는 만큼, 김재준 군산시장 당선인의 결단이 필요하다고 주장했다.
노조 관계자는 “비리와 불법을 바로잡기 위해 나선 노동자들이 오히려 일터에서 배제되는 상황”이라며 “당선인이 변화와 개혁을 강조해온 만큼 고용승계 문제 해결에 나서야 한다”고 말했다.
공공운수노조 전북본부는 이번 행진을 통해 공익제보 노동자 전원 고용승계와 함께 직영 운영 책임 강화, 노동탄압 재발 방지 대책 마련 등을 요구할 계획이다.
