After standing still for nine years, Gunsan Shipyard is set to embark on a new leap with its new owner.
According to Jeollabuk-do Special Self-Governing Province on the 26th, J-OCEN Shipbuilding and HD Hyundai Heavy Industries signed a main contract for the transfer of assets at Gunsan Shipyard on the same day.
The event was attended by Lee Won-taek, Governor-elect of Jeollabuk-do, Kim Yoon-deok, Minister of Land, Infrastructure, and Transport, Ha Hwajeong, CEO of J-OCEN Shipbuilding, Geum Seokho, CEO of HD Hyundai Heavy Industries (jointly), Cha Jeong-hoon, Chairman of Korea Land Trust, Heo Sang-hee, Vice Chairman of HJ Heavy Industries, Kim Eui-gyeom and Park Hee-seung, Members of the National Assembly, and Kim Jae-joon, Mayor-elect of Gunsan. They celebrated the new start of Gunsan Shipyard and pledged to grow it into a key forward base representing K-Shipyards.
This main contract marks the starting point for the actual progress of the project following on-site inspections and negotiations conducted since April, following the agreement signed in March between Eco Prime Marine Pacific and HD Hyundai Heavy Industries. According to the contract, J-OCEN Shipbuilding will pay the transfer fee to HD Hyundai Heavy Industries within the year and complete the ownership transfer registration process thereafter.
J-OCEN Shipbuilding, a new corporation established to operate Gunsan Shipyard, is a new project corporation in which Eco Prime Marine Pacific and HJ Heavy Industries have participated. The company aims to start shipbuilding in 2028 and expects to accelerate contract awards based on this agreement.
Initially, following HD Hyundai Heavy Industries' order volume, they plan to continue block production at the current level while gradually entering shipbuilding from 2027 by maintaining and improving processes, routes, facilities, etc.
This contract is significant as it marks a turning point in a long-standing aspiration of the local residents. Since its restart in 2023, the shipyard has been producing ship blocks of up to 100,000 tons annually, but it has not yet fully regained its original function of independently building ships.
Through this contract, the province plans to develop Gunsan Shipyard into a complete shipbuilding facility based on HJ Heavy Industries' design and construction capabilities and to grow it in collaboration with central government agencies as the core hub of K-Shipyards. They have proactively suggested measures such as nurturing on-site and professional technical personnel, supporting RG (refund guarantee) issuance, and transitioning Gunsan Shipyard to AI manufacturing to the Ministry of Industry, and plan to continue administrative support in the future.
Ha Hwajeong, former advisor to Eco Prime Marine Pacific, has been appointed as the leader of J-OCEN Shipbuilding. Ha, recognized as a shipbuilding expert, led restructuring efforts as a court-appointed manager at Sungdong Shipbuilding & Marine Engineering and served as the head of a shipbuilding consulting firm from 2009 to 2025, specializing in consulting for domestic medium and large shipyards.
A Jeollabuk-do official stated, "Gunsan Shipyard has taken the first step towards transforming from a block production base to a shipyard that directly builds ships," and added, "We will administratively support the early full operation of Gunsan Shipyard in close cooperation with J-OCEN Shipbuilding to achieve tangible results that residents can feel, such as creating quality jobs."

9년간 멈춰 섰던 군산조선소가 새 주인을 맞아 재도약에 본격적으로 나선다.
26일 전북특별자치도에 따르면, 제이오션중공업과 HD현대중공업은 이날 군산조선소 군장관에서 자산 양수도를 위한 본계약을 체결했다.
행사에는 이원택 전북자치도지사 당선인과 김윤덕 국토교통부장관, 하화정 제이오션중공업 대표, 금석호 현대중공업 대표(공동), 차정훈 한국토지신탁 회장, 허상희 HJ중공업 부회장, 김의겸·박희승 국회의원, 김재준 군산시장 당선인 등이 참석했다. 이들은 군산조선소의 새 출발을 축하하며, 이곳을 K-조선을 대표하는 핵심 전진기지로 키우는 데 뜻을 모았다.
이번 본계약은 지난 3월 에코프라임마린퍼시픽과 HD현대중공업이 맺은 합의각서에 이어 4월부터 진행된 현장실사와 협상의 결실로, 사업을 실질적인 추진 단계로 끌어올리는 출발점이다. 계약 체결에 따라 제이오션중공업은 연내 HD현대중공업에 양수 대금을 지급하고, 이후 소유권 이전 등기 절차를 마무리하게 된다.
제이오션중공업은 군산조선소 운영을 위해 새롭게 설립된 법인으로, 에코프라임마린퍼시픽과 HJ중공업 등이 지분에 참여한 신규 프로젝트 법인이다. 회사 측은 2028년 선박 건조를 목표로 삼고 있으며, 이번 계약을 발판으로 수주 계약에도 속도가 붙을 것으로 내다봤다.
우선 HD현대중공업의 발주 물량으로 블록 생산을 현재 수준으로 이어가는 동시에 공정과 동선, 설비 등을 정비해 2027년부터 단계적으로 선박 건조에 들어간다는 방침이다.
이번 계약은 도민들이 10년 가까이 품어온 숙원에 마침내 탄력이 붙는 계기라는 점에서 의미가 크다. 2023년 재가동 이후 연 10만 톤 규모의 선박 블록을 생산해 왔지만, 독자적으로 배를 건조하는 조선소 본연의 기능은 아직 되찾지 못한 상태였다.
도는 이번 계약을 통해 HJ중공업의 설계·건조 기술력을 바탕으로 군산조선소를 완전한 선박 건조 조선소로 육성하고, 중앙부처와 손잡고 'K-조선의 핵심 거점'으로 키워나갈 계획이다. 이를 위해 합의각서 체결 직후부터 현장·전문 기술인력 양성, RG(선수금환급보증) 발급 지원, 군산조선소 제조 AI 전환 등을 산업부에 선제적으로 건의해 왔으며, 앞으로도 행정 지원을 이어갈 방침이다.
제이오션중공업의 수장에는 하화정 전 에코프라임마린퍼시픽 고문이 선임됐다. 하 대표는 성동조선해양 법정관리인으로서 경영 개선을 위한 구조조정 업무를 이끌었고, 2009년부터 2025년까지 조선 컨설팅사 대표로 국내 중·대형 조선소 컨설팅을 맡아온 조선 전문가로 역량을 인정받고 있다.
전북자치도 관계자는 "군산조선소가 블록 생산 기지를 넘어 배를 직접 짓는 조선소로 거듭나기 위한 첫발을 내디뎠다"며 "제이오션중공업과 긴밀히 협력해 군산조선소를 조기에 정상 가동하고, 양질의 일자리를 창출하는 등 도민이 체감할 수 있는 실질적인 성과를 낼 수 있도록 행정적으로 뒷받침하겠다"고 말했다.
