Jeonbuk Education Office Delivers Signed Results of Improvements in Teacher Supply Policy to Ministry of Education

The Jeonbuk Provincial Office of Education delivered the results of an online signature campaign and policy suggestions to the Ministry of Education on the 6th to improve the policy on teacher supply, urging the establishment of a sustainable teacher policy that reflects the opinions from school sites.

Since January, an online signature campaign targeting the education community involved a total of 6,113 participants, including 3,606 teachers, 522 students, 1,785 parents, and 200 general citizens.

The campaign began with the recognition that the policy of reducing the number of teachers based solely on the declining school-age population does not adequately reflect the actual educational demand at school sites.

The Jeonbuk Provincial Office of Education explained that the demand for teachers is increasing due to the full-scale implementation of the high school credit system, ensuring basic academic skills, expanding student-centered education, the increase of special education and multicultural students, and the transition to AI and digital education. Particularly in Jeonbuk, which has many rural and depopulated areas, the operation of small schools, composite classes, and mobile teaching has increased the workload for teachers.

The Jeonbuk Provincial Office of Education suggested to the Ministry of Education to improve the calculation method for teacher quotas based on student-centered criteria, reflecting class size and educational operational conditions. They also requested the reduction of drastic fluctuations in new recruitments and the establishment of a continuous consultation body with regional education offices to develop mid- to long-term measures for stabilizing teacher supply.

Furthermore, they proposed the establishment of a flexible teacher allocation system to support the high school credit system, joint education programs, AI and digital education, and student-centered educational programs, as well as a process to institutionally reflect the opinions from school sites in teacher policy decision-making.

Cheon Ho-sung, the Superintendent of Education, stated, "Teacher supply policy is not just a matter of simple reduction or increase in workforce, but a crucial factor that determines students' right to education and the quality of public education," emphasizing the necessity of formulating teacher policies that reflect the reality of the education field and educational demand.

전북교육청은 교원 수급 정책 개선을 위한 온라인 서명운동 결과와 정책 건의문을 6일 교육부에 전달하고, 학교 현장의 의견을 반영한 지속 가능한 교원정책 마련을 촉구했다.

지난 1월부터 교육공동체를 대상으로 진행한 온라인 서명운동에는 교직원 3,606명, 학생 522명, 학부모 1,785명, 일반 시민 200명 등 총 6,113명이 참여했다.

이번 서명운동은 학령인구 감소만을 기준으로 한 교원 정원 감축 정책이 학교 현장의 실제 교육 수요를 충분히 반영하지 못하고 있다는 문제의식에서 시작됐다.

전북교육청은 고교학점제 전면 시행, 기초학력 보장, 학생 맞춤형 교육 확대, 특수·다문화학생 증가, AI·디지털 교육 전환 등으로 교원 수요가 오히려 늘고 있다고 설명했다. 특히 농산어촌과 인구감소지역이 많은 전북은 소규모학교, 복식학급, 순회 수업 운영 증가로 교원 업무 부담이 커지고 있다고 밝혔다.

전북교육청은 교육부에 학생 수 중심의 교원 정원 산정 방식을 학급 수와 교육과정 운영 여건을 반영하는 방식으로 개선할 것을 건의했다. 또 신규 채용 규모의 급격한 변동을 줄이고, 시도교육청과 상시 협의체를 운영해 중장기 교원 수급 안정화 방안을 마련해야 한다고 요청했다.

이와 함께 고교학점제 소인수 과목, 공동교육과정, AI·디지털 교육, 학생 맞춤형 교육과정 운영을 지원할 탄력적 교원 배치 제도와 교원정책 결정 과정에서 학교 현장 의견을 제도적으로 반영하는 절차 마련도 건의했다.

천호성 교육감은 “교원 수급 정책은 단순한 인력 감축이나 증원의 문제가 아니라 학생들의 학습권과 공교육의 질을 좌우하는 핵심”이라며 “교육 현장의 현실과 교육 수요를 반영한 교원정책 수립이 반드시 필요하다”고 말했다.
