The Jeonbuk Provincial Office of Education announced that it will pursue a study on "organizational diagnosis and restructuring measures" to establish an efficient educational administrative system centered on support at school sites.
Until the 13th of next month, the Jeonbuk Provincial Office of Education will conduct a bidding announcement through the national procurement service to select a professional research institution. Once an institution is selected through simultaneous bidding for specifications and prices, the research project is expected to begin in mid-July and last for about 90 days.
In this study, a comprehensive review will be conducted on domestic and international educational environments, predicting future administrative demands, diagnosing the adequacy of functions and personnel by institution and department, adjusting similar and overlapping functions, and proposing efficient personnel reallocation measures.
In particular, the main office plans to strengthen policy planning functions, the education support office will expand school support functions, and direct agencies will focus on redefining roles in line with their establishment purposes.
To enhance the objectivity and reliability of the study, alongside literature research, on-site opinions will be collected through in-depth group interviews with educational staff, organizational culture surveys, and other procedures.
Choi Hye-young, head of the administrative department, stated, "This organizational diagnosis is the starting point for establishing an educational administrative system that strengthens school support functions and supports future education," adding, "We will develop effective organizational restructuring measures that can be felt and experienced at the site."
전북교육청, 조직진단·개편방안 연구용역 추진
전북교육청은 학교 현장 지원 중심의 효율적인 교육행정 체계를 구축하기 위해 ‘조직진단 및 개편방안 연구용역’을 추진한다고 밝혔다.
전북교육청은 오는 13일까지 나라장터를 통해 전문 연구기관 선정을 위한 입찰공고를 진행한다. 규격·가격 동시입찰 방식으로 기관이 선정되면 연구용역은 7월 중 착수해 약 90일 동안 진행될 예정이다.
이번 연구에서는 대내외 교육환경과 미래 행정수요 예측, 기관·부서별 기능과 인력 적정성 진단, 유사·중복 기능 조정, 효율적인 인력 재배치 방안 등을 종합적으로 검토한다.
특히 본청은 정책 기획 기능을 강화하고, 교육지원청은 학교 지원 기능을 확대하며, 직속기관은 설립 목적에 맞게 역할을 재정립하는 데 중점을 둘 계획이다.
또 연구의 객관성과 신뢰도를 높이기 위해 문헌 연구와 함께 교직원 대상 심층 집단면접, 조직문화 설문조사 등 현장 의견 수렴 절차도 병행한다.
최혜영 행정과장은 “이번 조직진단은 학교 지원 기능을 강화하고 미래교육을 뒷받침할 교육행정 체계를 구축하기 위한 출발점”이라며 “현장이 체감할 수 있는 실효성 있는 조직개편 방안을 마련하겠다”고 말했다.
