The Jeonbuk Special Self-Governing Province Council operated the first youth mock council since the 13th council inauguration, targeting students from Jeonju Geunyeong Middle School at the council's main assembly hall on the 7th.
In this mock council, 24 students from Jeonju Geunyeong Middle School took on the roles of lawmakers. The students experienced 3-minute free speeches, deliberation of ordinances, debates, electronic voting, and learned about the functions and roles of local councils.
In particular, they deliberated on agenda items, participated in debates and voting following the actual procedures of the main assembly, directly experiencing the democratic decision-making process.
Chairman Kim Hee-soo expressed his hopes that "it was a meaningful time for young people to directly learn and experience the role of local councils and the values of democracy" and said, "I hope the council will be remembered as a more familiar and open space for young people."
The Jeonbuk Special Self-Governing Province Council plans to continue operating youth mock councils in the future to allow young people to experience council activities and understand the role of local councils.
전북도의회, 제13대 의회 첫 청소년 모의의회 운영
전북특별자치도의회는 7일 도의회 본회의장에서 전주근영중학교 학생들을 대상으로 제13대 의회 개원 이후 첫 청소년 모의의회를 운영했다.
이번 모의의회에는 전주근영중학교 학생 24명이 참여해 직접 의원 역할을 맡았다. 학생들은 3분 자유발언, 조례안 심의, 찬반토론, 전자표결 등을 체험하며 지방의회의 기능과 역할을 배웠다.
특히 실제 본회의 운영 절차에 따라 안건을 심의하고 토론과 표결에 참여하며 민주적인 의사결정 과정을 직접 경험했다.
김희수 의장은 “청소년들이 지방의회의 역할과 민주주의의 가치를 직접 배우고 체험하는 뜻깊은 시간이 되었기를 바란다”며 “의회가 청소년들에게 더욱 친숙하고 열린 공간으로 기억되길 기대한다”고 말했다.
전북특별자치도의회는 앞으로도 청소년들이 의회활동을 체험하고 지방의회의 역할을 이해할 수 있도록 청소년 모의의회를 지속 운영할 계획이다.
