Jeonbuk Province Sets Welfare Sector Goals as 'A Greater Happiness Enjoyed by All'

Jeonbuk Special Self-Governing Province announced on the 14th that, with the inauguration of the 9th local government, it has set 'A Greater Happiness Enjoyed by All' as the welfare policy goal to actively respond to the changing welfare environment and diverse needs of the residents.

To achieve this, specific goals have been set in the areas of inclusive welfare for the elderly and people with disabilities, integrated care for all generations, strengthening of benefits for veterans, realization of secure and happy family life, and lifelong medical care. The province plans to establish life-oriented policies and projects that can be immediately felt in daily life, creating a welfare environment where all residents can experience and grow through changes in their daily lives.

Firstly, to realize inclusive welfare for the elderly and people with disabilities, support will be provided for income, care, and self-reliance. The province plans to expand the current 90,000 elderly job positions to 100,000 by 2030, in line with government policies, by securing national funding, expanding business volume, continuously identifying new job demands in local communities, and enhancing participant safety management and education.

The demand for meals for the elderly using community centers is increasing, but there are differences in financial conditions and operational environments by region. Therefore, a survey on the operation status of meal services at community centers will be conducted, and improvements in meal services will be made with secured national funding by 2027. Additionally, plans are underway to gradually increase the budget for community center presidents to up to 100,000 won within their term through gathering opinions from local governments.

A comprehensive care safety net for all generations and a system of benefits for those who have dedicated themselves to the nation will be expanded. The existing care services were operated separately by target group and type of service, limiting integrated support for households with complex care needs and swift responses in emergencies. As the demand for new care services continues to increase due to the aging society, rise in single-person households, family care for young adults, households at risk of loneliness and isolation, etc., the province is expanding its welfare blind spots that cannot be addressed by existing systems.

To address this, a comprehensive care safety net will be established that integrates medical, welfare, and care services to provide swift on-site responses in emergencies and comprehensive support for medical, welfare, and care services. This will be achieved by establishing an integrated support center (call center) called the Jeonbuk-style SOS Care System, which will organically connect regional care resources such as welfare centers, care institutions, and medical institutions, and coordinate between regions and cities.

Furthermore, plans are in place to establish a stable growth system for social welfare facility workers to work with pride in the social welfare field. As improving workers' conditions directly contributes to the quality of welfare services for residents, the province plans to introduce a 'standard wage system for workers' to create a stable working environment for workers. By forming a public-private consultation body within the year, a standard wage system plan will be developed through a comprehensive survey of wages and benefits for around 6,000 workers at 829 facilities receiving labor costs, and the system will be gradually applied starting from facilities with lower benefits.

Moreover, the province plans to gradually increase the provincial support funds for the lowest-level national veterans' allowance, the veterans' allowance, to enhance practical benefits rather than just declarative honors. It plans to increase the total amount by 4,000 won annually for war veterans and 3,000 won for other veterans.

To create a favorable environment for raising children, the province will strengthen social care responsibilities and implement family-friendly policies to ensure a diverse range of family forms and a secure daily life.

To alleviate the burden of childcare for dual-income and single-parent families, a pilot project will be launched to support grandparents in caring for grandchildren. Monthly support of 300,000 won per household will be provided to grandparents caring for grandchildren of dual-income and single-parent families with incomes below 150% of the median income, reducing the childcare burden and creating a nurturing environment for children.

As a final key strategy to firmly support the happiness of the residents, the province will establish a lifelong secure medical network to eliminate regional disparities in medical services and provide high-quality medical services to residents anytime, anywhere.

Since the decision to establish a national university in Namwon following the closure of Seonam University in 2018 through government consultations, Namwon has been fully prepared by pushing for site confirmation and acquisition. The Preparatory Committee for the establishment of the Ministry of Health and Welfare is expected to finalize the location of the school within the year, emphasizing the justification for establishing Namwon and planning to respond through close cooperation between Jeonbuk Province, Namwon City, and local political authorities to ensure that both theoretical and practical education can be conducted in Namwon.

The welfare, women, and health sector blueprint for the 9th local government term is expected to be a roadmap for realizing the happiness of the residents that Jeonbuk Province aims for in their daily lives.

전북도 복지분야 도정 목표 ‘모두가 누리는 더 큰 행복’

전북특별자치도는 민선 9기 출범과 함께 변화하는 복지 환경과 다원화된 도민 욕구에 능동적으로 대응하기 위해 ‘모두가 누리는 더 큰 행복’을 복지분야 도정 목표로 선정했다고 14일 밝혔다.

이를 위해 어르신, 장애인의 포용복지 실현, 전세대 통합돌봄, 보훈예우 강화, 행복한 가족 안심 실현, 평생 함께하는 의료를 세부목표로 세워,

삶의 현장에서 즉각적으로 체감할 수 있는 생활밀착형 정책과 사업을 마련하여 도민 모두가 일상에서 변화를 체감하고 성장할 수 있는 복지환경을 조성할 방침이다.

먼저, 어르신, 장애인 포용복지 실현을 위해 소득·돌봄·자립을 지원한다.
안정적인 소득 보장과 건강한 사회참여를 지원하기 위한 어르신 일자리를 현행 약 9만 명에서 ‘30년까지 10만 명으로 확대할 예정이다. 이를 위해 정부 정책에 발맞춰 국비 확보와 사업량 확대를 추진하고, 지역사회 신규 일자리 수요처를 지속 발굴하는 한편 참여자 안전관리와 교육을 강화할 계획이다.

경로당을 이용하는 어르신의 식사 수요는 증가하고 있으나, 지역별 재정 여건, 운영환경 등에 차이가 있어, 경로당 급식 운영 실태 조사를 실시하고, ’27년도 국비 확보로 급식 운영을 개선할 예정이다. 더불어, 7천여 개소 등록경로당 회장에게 임기내 10만원까지 단계적 확대를 위해 시군 의견수렴 등에 나설 계획이다.

전세대를 아우르는 촘촘한 돌봄 안전망과 국가에 헌신한 분들을 향한 보훈 예우 체계를 전개한다.
기존 돌봄서비스는 노인·장애인·아동 등 대상별·사업별로 분절 운영돼 복합적인 돌봄 욕구를 가진 가구에 대한 통합 지원과 긴급 상황 발생 시 신속한 대응에 한계가 있었다. 특히 초고령사회 진입, 1인 가구 증가, 가족돌봄청년, 고독사 위험가구, 은둔·고립가구 등 새로운 돌봄 수요가 지속 증가함에 따라 기존 제도만으로는 대응이 어려운 복지 사각지대가 확대되고 있다.

이에 전북사회서비스원을 중심으로 복지관, 돌봄기관, 의료기관 등 지역 돌봄자원을 유기적으로 연계한 광역 SOS 통합 지원창구(콜센터)를 구축하고, 광역과 시군이 연계하는 전북형 SOS돌봄체계를 마련해 위기 발생 시 신속한 현장 대응과 의료·복지·돌봄서비스를 통합 지원하는 전세대 포괄 돌봄 안전망을 구축할 계획이다.

또한, 사회복지시설 종사자들이 사회복지 현장 안에서 긍지를 가지고 일할 수 있도록 안정적인 성장 체계를 마련해 나갈 계획이다. 종사자 처우개선은 곧 도민의 복지서비스의 질적 향상과 직결되므로, 종사자의 안정적인 근무 환경 조성을 위해 ‘종사자 표준임금체계를 도입’할 계획이다. 민관 협의체를 연내 구성하고, 인건비를 지원받는 829개소 6천여명을 대상으로 인건비 및 처우 전수조사를 통해 표준임금체계 방안을 마련하며 처우가 낮은 시설부터 단계적으로 적용하겠다는 계획이다.

또, 국가보훈대상자 수당 지급액이 전국 최하위 수준인 보훈수당의 도비 지원금을 단계적으로 인상할 예정이다. 참전유공자에는 임기내 총 4만원을, 그 외 보훈대상자에게는 총 3만원을 연차별 증액할 계획이다. 선언적인 예우가 아닌 실천하는 예우로 내실을 다지겠다는 의지이다.

아이 키우기 좋은 환경 조성을 위해 사회적 돌봄 책임을 강화하고 다원화된 가족 형태의 안심 일상을 보장하는 가족 안심 정책을 전개한다.

출산가정의 경제적 부담완화를 위해 산후건강관리비 지원을 확대한다. 지원 방식을 쿠폰에서 바우처 형태로 전환하고 산부인과, 한방과, 산후조리원에 국한된 사용처를 정신건강의학과, 약국 등에 이르기까지 1인 최대 20만원에서 임기내 최대 50만원까지 상향할 계획이다.

맞벌이·한부모가정의 돌봄 부담 완화를 위해 조부모 손주돌봄수당 지원 시범사업을 추진한다. 중위소득 150% 이하 맞벌이 및 한부모가정의 손주를 돌보는 조부모에게 가구당 월 30만원을 지원하여 양육 부담을 줄이고, 아이 키우기 좋은 돌봄환경을 조성해 나갈 계획이다.

도민행복을 든든하게 뒷받침할 마지막 핵심 전략으로, 지역 간 의료 격차를 해소하고 도민이 언제 어디서나 고품격 의료서비스를 제공받는 평생 안심 의료망을 실현한다.

2018년 서남대 폐교 후 당정협의로 국립의전원 설치 결정됨에 따라, 남원에서는 부지 확정과 매입을 추진하는 등 준비에 만전을 기해왔다. 보건복지부 설립준비위원회가 학교 소재지 선정을 연내 마무리할 예정으로 남원 설립의 당위성을 강조하고 교육과정 설계 시 이론교육과 실습교육 모두 남원에서 이루어질 수 있도록 전북도-남원시-지역 정치권 간 긴밀한 공조 체계로 대응할 계획이다.

이번 민선 9기 복지·여성·보건 분야의 청사진은 전북도가 지향하는 도민행복을 도민의 일상속에 실질적으로 구현하기 위한 이정표가 될 전망이다.
