The Jeonbuk Environmental Movement Union released a statement on the 14th, strongly condemning the proposal by Governor Lee Won-taek of Jeollabuk-do to attract a resort complex, including a casino allowing entry for domestic visitors, to Saemangeum, and demanding an immediate withdrawal.
Governor Lee Won-taek, in his first press conference after taking office on the 13th, stated that relying solely on foreigner-only casinos has limitations in promoting the stay-type tourism industry and attracting large-scale investments, and expressed his intention to propose a special law allowing domestic access to casinos to the government and the National Assembly.
In response, the group questioned, "Is the number one task of Governor Lee Won-taek, who had put forward the core values of local sovereignty and endogenous development of the province, merely to attract the gambling industry?" They expressed deep concerns and anger, stating, "Without any public consultation process, he is trying to conceal the essence under the guise of a 'resort complex.'"
In particular, regarding the Governor's statement that "control is possible through entry limits and betting restrictions," the group criticized it as revealing a casual ignorance and lack of understanding of the destructive nature of gambling addiction and the gambling industry. Referring to the case of Kangwon Land, the group pointed out that the introduction of a casino in the region resulted not in a bright economic effect but in severe wounds such as gambling addiction, household bankruptcy, and increased crime.
Furthermore, they warned that allowing a casino in Saemangeum could serve as a signal for the nationwide spread of casinos. If various local governments like Incheon, Busan, and Jeju demand special law amendments citing fairness, and casinos start popping up one after another, the exclusive benefits Saemangeum anticipates will vanish like a mirage, and the entire South Korea will fall into a gambling swamp, according to the analysis.
Concerns about the negative impact on future generations, such as youth gambling addiction, were also highlighted. The Jeonbuk Environmental Movement Union strongly criticized, stating, "At a time when society has declared war on youth gambling, for a local government head to take the lead in opening a large gambling facility in the neighborhood is an anachronistic and anti-educational move."
Lastly, the group emphasized that "Saemangeum is currently at a crucial juncture to leap into a hub of advanced industries through investments like Hyundai Motor and the expansion of industrial complexes," and urged to stop the self-destructive measure of pushing forward with the casino project. They further warned that in the era of climate crisis, the true future competitiveness of Saemangeum lies in continuous marine ecosystem restoration through seawater circulation and the activation of RE100 industrial complexes. They sternly cautioned that if the casino project is pushed through, it will face strong resistance and struggles from the people of Jeollabuk-do.

"주민 일상 파탄 내는 잔혹한 사행산업… 새만금 미래는 생태와 혁신이어야"
전북환경운동연합은 14일 성명서를 발표하고, 새만금에 내국인 출입이 가능한 카지노를 포함한 복합리조트를 유치하겠다는 이원택 전북특별자치도지사의 구상을 강력히 규탄하며 즉각적인 철회를 요구했다.
앞서 이원택 도지사는 지난 13일 취임 후 첫 기자회견에서 외국인 전용 카지노만으로는 체류형 관광산업 육성과 대규모 투자 유치에 한계가 있다며, 내국인 출입 카지노 특별법 제정을 정부와 국회에 건의하겠다고 밝힌 바 있다.
이에 대해 단체는 “도정의 핵심 가치로 도민주권과 내발적 발전을 내걸었던 이원택 도정의 1호 과제가 고작 도박산업 유치냐”라고 따져 물으며, “도민 공론화 과정도 없이 ‘복합리조트’라는 포장지로 본질을 가리려 한다”고 깊은 우려와 분노를 표명했다.
특히 이 도지사의 ‘출입 횟수와 배팅 한도 제한으로 통제 가능하다’는 발언에 대해 “도박 중독과 사행산업이 지닌 파괴력에 대한 안일한 무지와 이해 부족을 드러낸 것”이라고 날을 세웠다. 단체는 강원랜드의 사례를 들며, 카지노가 들어선 지역 사회가 마주한 것은 장밋빛 경제 효과가 아니라 도박 중독, 가계 파탄, 범죄 증가라는 처참한 상처뿐이었다고 지적했다.
또한, 새만금 카지노 허용이 전국적인 카지노 확산의 신호탄이 될 것이라 경고했다. 인천, 부산, 제주 등 타 지자체들이 형평성을 이유로 너도나도 특별법 개정을 요구해 카지노가 우후죽순 들어서게 되면, 새만금이 기대하는 독점적 실익은 신기루처럼 사라지고 대한민국 전체가 도박 늪에 빠질 것이라는 분석이다.
청소년 도박 중독 등 미래세대에 미칠 악영향에 대한 우려도 조명됐다. 전북환경운동연합은 “온 사회가 청소년 도박과의 전쟁을 선포한 시점에 자치단체장이 앞장서서 안방에 대형 도박장을 열어주겠다는 것은 시대착오적이고 반교육적인 처사”라고 강하게 비판했다.
마지막으로 단체는 “현재 새만금은 현대차 투자와 산업단지 확대 등 첨단 산업 메카로 도약할 중대한 기로에 서 있다”며, “어렵게 살려낸 첨단 산업 유치 흐름에 스스로 찬물을 끼얹는 고육지책을 중단하라”고 촉구했다. 이어 기후위기 시대 새만금의 진정한 미래 경쟁력은 상시 해수유통을 통한 생태 회복과 RE100 산업단지 활성화에 있다며, 카지노 추진을 강행할 경우 전북도민의 강력한 저항과 투쟁에 직면할 것이라고 엄중히 경고했다.
