On the 15th, Jeonbuk Special Self-Governing Province, along with the Defense Acquisition Program Administration and Jeonju City, signed a 'Jeonbuk Defense Innovation Cluster Establishment Business Agreement (MOU)' and embarked on a full-scale move towards becoming a hub for the supply of K-defense materials and components.
On that day, the province, together with the Defense Acquisition Program Administration and Jeonju City, formulated mutual cooperation measures for creating a defense industry ecosystem. This agreement was prepared to distinguish the roles of each organization in the project implementation process and establish detailed cooperation systems following Jeonbuk's final selection in the defense innovation cluster recruitment on June 11.
According to the agreement, the three organizations will invest a total of 490 billion won, including 245 billion won in national funds and 245 billion won in local funds, from 2026 to 2030 to establish the entire value chain of advanced composite materials and components industry in Jeonbuk. They also agreed to cooperate in establishing a ▲cluster project team and regional council, ▲developing a specialized roadmap for defense advanced strategic industries (advanced materials field), ▲establishing and operating a defense specialized development research institute, and ▲supporting defense specialized research, testing, and verification infrastructures.
The project will be carried out around the Jeonju Carbon Valley, including the Wanju National Industrial Complex and the Saemangeum Buan-gun Coastal Industrial Complex, connecting the entire process from planning materials, components, and finished products to design, research, testing, and procurement into one system. To achieve this, they plan to establish testing and design infrastructure to support global certification and procurement entry, while concurrently promoting advanced composite material research and development tasks and providing support for prototype production for companies.
The province also plans to accelerate the discovery of new businesses and attract systematic companies. They aim to complete a value chain within Jeonbuk that encompasses materials, components, and finished products, establishing K-defense as a hub that extends beyond the domestic supply chain to the global market. The integration of the local carbon industry, which has experienced stagnation, with the defense industry is expected to create a new market and provide an opportunity for related small and medium-sized enterprises to grow into comprehensive companies.
In August, a project team will be formed to establish a systematic system for project implementation, and from September, they will proceed with the selection process for detailed projects such as research and development, company support, and workforce development. Building on this agreement, they will continuously explore new businesses that can be linked with regional strengths and secure a stable budget and policy foundation through national commercialization.
Defense Acquisition Program Administration Director Lee Yong-cheol stated, "Jeonbuk is a region with the optimal technological base leading the localization of defense materials and components," adding, "We will fully support the Jeonbuk Defense Innovation Cluster to become a solid technical supply hub for K-defense through active cooperation with the newly launched Jeonbuk Provincial Government and Jeonju City Government."
Mayor Jo Si-hoon mentioned, "Jeonju's advanced material infrastructure has formed a strong synergy by combining with the future food of the defense industry," and expressed, "We will spare no administrative and financial support to enable defense-related companies around the Carbon National Industrial Complex to gain global competitiveness."
Governor Lee Won-taek of Jeonbuk Province said, "The establishment of this cluster will serve as a stepping stone for local companies to enter the defense industry based on Jeonbuk's advanced material infrastructure and technological capabilities," adding, "We will create an ecosystem to allow small and medium-sized enterprises in the province to grow in the new stage of defense industry as a national new industry."
전북도·방사청·전주시, 전북 방산혁신클러스터 구축 ‘맞손’

전북특별자치도가 15일 방위사업청, 전주시와 함께 ‘전북 방산혁신클러스터 구축 업무협약(MOU)’을 체결하고, K-방산 소재부품 공급 거점으로의 도약을 위한 본격 행보에 나섰다.
도는 이날 도청에서 방위사업청, 전주시와 협약식을 갖고 방위산업 생태계 조성을 위한 상호 협력 방안을 마련했다. 이번 협약은 지난 6월 11일 방산혁신클러스터 공모에 전북이 최종 선정된 데 따른 후속 조치로, 사업 추진 과정에서 기관별 역할을 구분하고, 세부 협력체계를 갖추기 위해 마련됐다.
세 기관은 협약에 따라 2026년부터 2030년까지 5년간 국비 245억 원, 지방비 245억 원 등 총 490억 원을 투입해 전북에 첨단복합소재·부품 산업의 전주기 밸류체인을 구축한다. 향후 ▲클러스터사업 사업단 및 지역협의회 구성 ▲국방첨단전략산업(첨단소재 분야) 특화 로드맵 수립 ▲방산특화개발연구소 구축 및 운영 ▲방산특화 연구·시험·실증 등 인프라 지원 등에도 협력하기로 했다.
사업은 전주시 탄소산단을 중심으로 완주군 국가산단, 새만금 부안군 초입지 등에서 추진되며, 소재·부품·완제품의 기획부터 설계, 연구·시험, 조달에 이르는 전 과정을 하나의 체계로 연결하는 것이 핵심이다. 이를 위해 글로벌 인증과 조달 진입을 지원할 시험·설계 인프라를 구축하고, 첨단복합소재 연구개발 과제를 추진하는 한편 시제품 제작 등 기업 지원도 병행할 계획이다.
도는 신규 사업 발굴과 체계기업 유치에도 속도를 낸다는 방침이다. 소재-부품-완성품으로 이어지는 전 과정을 전북 안에서 완결하는 밸류체인을 완성해, 국내 공급망을 넘어 글로벌 시장으로 뻗어나가는 K-방산 거점으로 자리매김하겠다는 구상이다. 그간 정체기를 겪었던 지역 탄소 산업이 방위산업과 결합해 새로운 시장을 창출하고, 관련 중소기업들이 체계종합기업으로 성장할 수 있는 계기가 될 것으로 기대된다.
8월에는 사업단을 꾸려 본격적인 사업 추진 체계를 갖추고, 9월부터는 연구개발과 기업 지원, 인력 양성 등 세부 사업별 수행기관과 지원 대상 선정 절차에 들어갈 예정이다. 이번 협약을 발판 삼아 지역 강점과 연계할 수 있는 신규 사업을 지속적으로 발굴하고, 국가 사업화를 통해 안정적인 예산과 정책 기반을 확보해 나간다는 계획이다.
이용철 방위사업청장은 “전북은 국방 소재·부품 국산화를 이끌 최적의 기술 기반을 갖춘 지역”이라며 “새롭게 출범한 전북도정·전주시정과 적극 호흡해 전북 방산혁신클러스터가 K-방산의 든든한 기술 공급망 거점이 되도록 전폭 지원하겠다”고 밝혔다.
조지훈 전주시장은 “전주의 첨단소재 인프라가 방위산업이라는 미래 먹거리와 결합해 강한 시너지를 내게 됐다”면서 “탄소 국가산단을 중심으로 방산 관련 기업들이 글로벌 경쟁력을 갖추도록 행정적·재정적 지원을 아끼지 않겠다”고 전했다.
이원택 전북자치도지사는 “이번 클러스터 구축은 전북의 첨단소재 인프라와 기술 역량을 바탕으로 지역 기업들이 방위산업에 진출하는 발판이 될 것”이라며 “도내 중소·벤처기업들이 국방 신산업이라는 새로운 무대에서 성장할 수 있도록 생태계를 조성해 나가겠다”고 말했다.
