On the 16th, Kang Tae-chang, a member of the Jeonbuk Special Self-Governing Province Council, criticized and urged for an immediate halt to the plan revealed by former Jeonbuk Governor Lee Won-taek to promote a new Saemangeum domestic casino integrated resort through a 5-minute free speech session at the council.
Governor Lee announced the plan to attract an integrated resort, including a domestic casino for domestic visitors, to revitalize Saemangeum as a tourism and leisure destination at his first press conference after taking office on the 13th at the Jeonbuk Provincial Office. He also expressed his intention to propose related special legislation to the government and the National Assembly.
Council member Kang argued that the plan had not been discussed in the governor's election pledges or in the transition committee's reports, and that unilaterally pushing forward without public discourse among residents goes against the core value of local sovereignty. He also pointed out that in the past, the previous provincial government had attempted to attract a domestic casino three times, but it was thwarted by civic groups and local residents' opposition, emphasizing the need to be cautious in re-promoting policies with significant social repercussions.
Kang criticized the idea of preventing side effects by limiting the number of entries and betting limits as "a naive idea that does not understand the destructive power of gambling," mentioning the case of Kangwon Land and expressing concerns that casinos could lead to social side effects such as gambling addiction, family breakdown, and increased crime rather than revitalizing the local economy.
Kang emphasized that Saemangeum should leap into a future advanced industry hub based on large corporate investments and industrial estate expansions, stating that the push for a casino, which runs counter to the trend of attracting new industries, should be immediately halted.
전북도의회 강태창 의원 “새만금 내국인 카지노 추진 백지화해야”
전북특별자치도의회 강태창 의원은 16일 도의회 5분 자유발언을 통해 이원택 전북자치도지사가 밝힌 새만금 내국인 출입 카지노 복합리조트 추진 계획을 비판하며 즉각적인 백지화를 촉구했다.
이 지사는 지난 13일 전북도청에서 열린 취임 후 첫 기자회견에서 새만금 관광·레저용지 활성화를 위해 내국인 출입 카지노를 포함한 복합리조트 유치 추진 방침을 밝혔다. 관련 특별법 제정 등을 정부와 국회에 건의하겠다는 뜻도 함께 제시했다.
강 의원은 해당 계획이 도지사의 선거 공약이나 인수위원회 업무보고에서 논의되지 않은 사안이라며, 도민 공론화 없이 일방적으로 추진되는 것은 도정의 핵심 가치인 도민 주권에 어긋난다고 주장했다.
또 과거 전임 도정에서도 내국인 카지노 유치를 세 차례 시도했지만 시민단체와 도민 반발로 무산된 바 있다며, 사회적 파장이 큰 정책을 다시 추진하는 데 신중해야 한다고 지적했다.
강 의원은 출입 횟수와 베팅 한도 제한으로 부작용을 막겠다는 구상에 대해서도 “도박의 파괴력을 모르는 안일한 발상”이라고 비판했다. 그는 강원랜드 사례를 언급하며 카지노가 지역경제 활성화보다 도박 중독, 가정 파탄, 범죄 증가 등 사회적 부작용을 낳을 수 있다고 우려했다.
강 의원은 “새만금은 대기업 투자와 산업단지 확장을 바탕으로 미래 첨단산업 거점으로 도약해야 할 시점”이라며 “신산업 유치 흐름에 찬물을 끼얹는 카지노 추진을 즉각 중단해야 한다”고 강조했다.
