Jeonbuk Provincial Council member Kim Woo-min, during the 430th interim session on the 16th, pointed out the infringement of educational authority and the issue of frequent transfer of teachers, urging for practical measures to protect educational authority and the introduction of a 'Jeonbuk-style regional root teacher system'.
Kim emphasized that the situation where teachers are more concerned about complaints and disputes than student guidance is continuing at school sites, claiming that such a reality could have a negative impact on students' learning and growth.
Referring to a survey by the Jeonbuk Teachers' Union, Kim revealed that more than 6 out of 10 teachers have experienced educational activity infringements in the past 3 years. He stressed that educational authority infringement is not just an issue of individual teachers but a task that the entire educational community must solve together.
Kim stated that in order to create an environment where teachers can focus on education, the effectiveness of the educational activity protection officer system must be enhanced. He emphasized the need for practical operation, including responding to malicious complaints, legal support, psychological recovery, and support at school sites.
Furthermore, to reduce the disruption of education due to long-distance commuting and frequent transfers, Kim proposed the introduction of a 'Jeonbuk-style regional root teacher system', granting teachers the choice to settle in the region and guide students for an extended period.
Kim said, "A good school is not made by good buildings but by teachers who believe in a child's potential until the end," adding, "Enabling good teachers to stay in one area for a long time is ultimately to give back teachers to the children."

전북특별자치도의회 김우민 의원은 16일 열린 제430회 임시회 5분 자유발언에서 교권 침해와 잦은 순환전보 문제를 지적하며 실질적인 교권 보호 대책과 ‘전북형 지역 뿌리교사제’ 도입을 촉구했다.
김 의원은 학교 현장에서 교사들이 학생 지도보다 민원과 분쟁을 먼저 걱정하는 상황이 이어지고 있다며, 이러한 현실이 학생들의 배움과 성장에도 부정적인 영향을 줄 수 있다고 주장했다.
그는 전북교원단체총연합회 조사 결과를 언급하며 교사 10명 중 6명 이상이 최근 3년간 교육활동 침해를 경험한 것으로 나타났다고 밝혔다. 교권 침해는 교사 개인의 문제가 아니라 교육공동체 전체가 함께 해결해야 할 과제라고 강조했다.
김 의원은 교사가 교육에 전념할 수 있는 환경을 만들기 위해 교육활동보호관 제도의 실효성을 높여야 한다고 밝혔다. 악성 민원 대응, 법률 지원, 심리 회복, 학교 현장 지원까지 포함한 실질적인 운영이 필요하다는 것이다.
또 장거리 통근과 잦은 순환전보로 인한 교육의 단절을 줄이기 위해 지역에 정착해 장기간 학생을 지도하려는 교사에게 선택권을 부여하는 ‘전북형 지역 뿌리교사제’ 도입을 제안했다.
김 의원은 “좋은 학교는 좋은 건물이 아니라 한 아이의 가능성을 끝까지 믿어 주는 스승이 만든다”며 “좋은 교사가 한 지역에 오래 머물 수 있도록 하는 것은 결국 아이들에게 다시 스승을 돌려주기 위한 것”이라고 말했다.
