The Jeonbuk Special Self-Governing Province Council adopted the proposal "Recommendation for Attracting the Seomjin River Basin Environmental Agency to Namwon, Jeonbuk" presented by Representative Lim Jong-myeong at the first plenary session of the 430th extraordinary session held on the 16th.
Through the proposal, the council urged the government to promptly establish the Seomjin River Basin Environmental Agency and install it in Namwon, Jeonbuk, considering the efficiency of basin management and disaster response capabilities.
Representative Lim stated in the proposal explanation that although the Seomjin River is a national river that spans Jeonbuk, Jeonnam, and Gyeongbuk, it is currently managed under the jurisdiction of the Yeongsan River Basin Environmental Agency. Therefore, he emphasized the need for a water management system reflecting the independent basin characteristics.
In particular, Lim argued that Namwon, after experiencing extensive flooding due to concentrated heavy rainfall in 2020 and the release of water from the Seomjin River Dam, now serves as a flood forecasting and disaster response hub. He claimed that it is suitable for the location of the Seomjin River Basin Environmental Agency.
Lim also explained that the major water sources of the Seomjin River Basin are located in Jeonbuk, and as significant flood damage has occurred in the province, water quality management, water resource protection, and flood prevention should be systematically carried out in the upstream region of Jeonbuk.
The council demanded in the proposal that the government establish an independent water management system reflecting the characteristics of the Seomjin River Basin and enhance its capacity to respond to climate crises. It urged Jeonbuk Special Self-Governing Province to consider attracting the Seomjin River Basin Environmental Agency as a key task and actively respond to government solicitations.
Representative Lim stated, "The installation of the Seomjin River Basin Environmental Agency in Namwon, Jeonbuk, is a task that goes beyond the competition to attract specific regions and aims to increase the efficiency of national water management policies and enhance climate crisis response capabilities." He added, "The government should consider the installation in Namwon, taking into account the characteristics of the Seomjin River Basin and disaster response conditions."
The proposal adopted on that day is scheduled to be forwarded to the President, the Speaker of the National Assembly, the leaders of each political party in the National Assembly, the majority floor leader, and the Minister of Climate, Energy, and Environment, among other relevant agencies.
전북도의회, 섬진강유역환경청 남원 유치 촉구 건의안 채택
임종명 도의원 " 남원은 홍수 대응과 수계 관리의 중심지"
전북특별자치도의회는 16일 열린 제430회 임시회 제1차 본회의에서 임종명 의원이 대표 발의한 ‘섬진강유역환경청 전북 남원 유치 촉구 건의안’을 채택했다.
도의회는 건의안을 통해 정부가 섬진강유역환경청을 조속히 신설하고, 유역관리 효율성과 재난 대응 역량을 고려해 전북 남원에 설치해야 한다고 촉구했다.
임 의원은 제안설명에서 섬진강이 전북과 전남, 경북을 아우르는 국가하천이지만 현재 영산강유역환경청 관할로 관리되고 있어, 독립적인 유역 특성을 반영한 물관리 체계가 필요하다고 밝혔다.
특히 남원은 2020년 집중호우와 섬진강댐 방류로 대규모 수해를 겪은 이후 섬진강홍수통제출장소가 설치돼 홍수 예보와 재난 대응 거점 역할을 하고 있다며, 섬진강유역환경청 입지로 적합하다고 주장했다.
임 의원은 또 섬진강 수계의 주요 수원지가 전북에 위치하고 있고, 수해 피해 역시 전북에서 크게 발생해 온 만큼 수질관리와 수자원 보호, 홍수 예방은 상류권인 전북에서 체계적으로 이뤄져야 한다고 설명했다.
도의회는 건의안에서 정부에 섬진강 수계 특성을 반영한 독립적인 물관리 체계 구축과 기후위기 대응 역량 강화를 요구했다. 전북특별자치도에는 섬진강유역환경청 유치를 도정 핵심과제로 삼고 정부 공모에 적극 대응할 것을 촉구했다.
임종명 의원은 “섬진강유역환경청의 전북 남원 설치는 특정 지역의 유치 경쟁을 넘어 국가 물관리 정책의 효율성과 기후위기 대응 역량을 높이는 과제”라며 “정부는 섬진강 유역의 특성과 재난 대응 여건을 고려해 남원 설치를 검토해야 한다”고 말했다.
이날 채택된 건의안은 대통령, 국회의장, 국회 각 정당 대표와 원내대표, 기후에너지환경부 장관 등 관계기관에 전달될 예정이다.
