The Education Committee of Jeonbuk Special Self-Governing Province Council listened to a work report on the administration and audit officials on the 21st and reviewed four bills submitted by the Jeonbuk Special Self-Governing Province Office of Education.
Chairman Jeon Yong-tae pointed out that a significant portion of the facility budget passed during the supplementary budget review in June, citing the need for implementation during the vacation period, had a low actual execution rate. He also emphasized that the burden on schools at the grassroots level could increase during the process of promoting major policies and campaign projects, and called for enhanced communication and administrative support to allow schools to prepare adequately.
Assemblyman Jang Yeon-guk criticized that the work report on administrative affairs focuses on supplier-oriented indicators such as the number of meeting sessions and budget execution rates, despite the fact that administrative tasks involve areas closely related to school operations such as personnel, student placement, commuting support, and facility safety. He demanded a follow-up management system for the demands of the council and a shift to demand-oriented business indicators.
Vice-Chairman Kim Woo-min emphasized the need for the establishment of a role-sharing and cooperation system between the education office and local governments regarding the free bus service pledge for children and youth. Kim stated that accurate cost estimation, policy verification, and analysis of duplication with existing local government commuting support programs are necessary.
Assemblyman Han Jeong-soo proposed the expansion of rooftop solar power generation facilities in schools and the promotion of energy-independent school policies. Han suggested conducting a comprehensive survey on the feasibility of installing solar power facilities in schools and educational institutions in the province, and developing an implementation plan that prioritizes energy independence for newly constructed schools.
Assemblyman Choi Jong-oh mentioned the suspension of collective bargaining by the National Non-Regular Workers' Union due to the dismissal of the education superintendent, emphasizing the need to promptly discuss improving the working conditions of non-regular workers in the 2026 collective bargaining.
Assemblyman Park Soo-hyung demanded the preparation of a comprehensive strategy at the provincial education office level while checking the status of the 'Education Innovation Leading Region' public project. Park pointed out the lack of a consistent roadmap and integrated control tower at the provincial education office level as individual education support centers lead the school closure utilization project.
Meanwhile, the Education Committee reviewed four bills submitted on that day and decided to hold two bills for further scrutiny, citing the need for more thorough examination. The bills put on hold are the 'Partial Amendment Ordinance of the Jeonbuk Special Self-Governing Province Education Superintendent's Local Civil Servants Quota Ordinance' and the '2026 Jeonbuk Special Self-Governing Province Education Special Account-related Urgent Shared Property Management Plan.'
Regarding the shared property management plan, the education committee members stated, "We cannot approve a weak plan under the pretext of benefiting students alone," emphasizing the need for a feasibility study and improvement measures.
전북도의회 교육위, 전북교육청 행정국·감사관 업무보고 청취
전북특별자치도의회 교육위원회는 지난 21일 행정국과 감사관에 대한 업무보고를 청취하고, 전북특별자치도교육청이 제출한 의안 4건을 심사했다.
전용태 위원장은 지난 6월 추가경정예산 심의 당시 방학 중 추진 필요성을 이유로 통과된 시설 예산 상당수가 실제 집행률은 저조하다고 지적했다. 또 주요 정책과 공약사업 추진 과정에서 학교 현장의 부담이 커질 수 있다며, 학교가 충분히 준비할 수 있도록 소통과 행정 지원을 강화해야 한다고 주문했다.
장연국 의원은 행정국 업무가 인사, 학생 배치, 통학지원, 시설안전 등 학교 운영과 밀접한 분야임에도 업무보고가 회의 개최 횟수와 예산 집행률 등 공급자 중심 지표에 치우쳐 있다고 지적했다. 그는 의회 요구사항에 대한 후속 관리 체계와 수요자 중심의 사업 지표 전환을 요구했다.
김우민 부위원장은 아동·청소년 무상버스 공약과 관련해 교육청과 지자체 간 역할 분담과 협력체계 구축이 선행돼야 한다고 강조했다. 김 부위원장은 정확한 비용 추계와 정책 검증, 기존 지자체 통학지원사업과의 중복 여부 분석이 필요하다고 밝혔다.
한정수 의원은 학교 옥상 태양광 발전시설 확대 등 에너지 자립학교 정책 추진을 제안했다. 한 의원은 도내 학교와 교육기관 건물을 대상으로 설치 가능 여부를 전수조사하고, 신축학교는 에너지 자립을 기본 방향으로 삼는 실행계획을 마련해야 한다고 주문했다.
최종오 의원은 전국학교비정규직연대회의 단체교섭이 교육감 궐위 등으로 중단됐던 점을 언급하며, 2026년 단체교섭에서는 비정규직 근로자의 처우 개선 안건을 속도감 있게 논의해야 한다고 말했다.
박수형 의원은 ‘교육혁신선도지역’ 공모사업 준비 상황을 점검하며 도교육청 차원의 종합 전략 마련을 요구했다. 박 의원은 폐교 활용 사업이 개별 교육지원청 중심으로 추진되면서 도교육청 차원의 일관된 로드맵과 통합 컨트롤타워가 부족하다고 지적했다.
한편 교육위원회는 이날 제출된 안건 4건을 심사한 결과, 보다 면밀한 검토가 필요하다고 보고 2건을 보류했다. 보류된 안건은 ‘전북특별자치도교육감 소속 지방공무원 정원 조례 일부개정조례안’과 ‘2026년도 전북특별자치도교육비특별회계 소관 수시분 공유재산관리계획안’이다.
교육위원들은 공유재산관리계획안과 관련해 “학생 수혜라는 명목만으로 부실한 계획안을 통과시킬 수는 없다”며 사업 타당성 검토와 보완책 마련이 필요하다고 밝혔다.
