Jeonbuk Special Self-Governing Province is exploring tourism industry response strategies in line with the government's policy of establishing tourism rights based on the metropolitan area policy (5 poles 3 specials).
According to the province on the 28th, the government is setting up 'tourism rights' focusing on the movement routes of tourists across administrative boundaries. The tourism development approach is also transitioning from government-led to local government-led metropolitan tourism development (Global K-Tourism Development) trend. In line with this, the province is concurrently working on tourism rights planning, basic concepts for local K-tourism development, and establishing medium to long-term tourism development plans.
The province has been nurturing tourism resources under the principle of '1 specialty per city and county.' From 2015 to last year, it invested 227.1 billion won to develop 14 representative tourist sites in cities and counties such as Deokjin Park in Jeonju and Gunsan Modern Culture City. Starting from last year until 2028, it is carrying out a high-end tourist site creation project worth 91.8 billion won, with the province and cities and counties sharing the costs equally, to promote night tourism in Gogunsan County, develop attractions like the Okjeongho Skywalk, and promote fermentation tourism in Sunchang. Including a 434.1 billion won cultural tourism resource development project by 2030, over 753 billion won will be invested in expanding tourism infrastructure. It is also pushing forward with a 148.7 billion won local government's 9th tourism pledge project, such as creating high-end tourist sites in Gogunsan County and establishing the West Sea Blue Tourist Belt.
Based on this foundation, the province is pursuing a strategy in line with the 5 poles 3 specials principle. It plans to proactively respond to the '5 poles 3 special tourism rights project plan' being established through research projects by the Ministry of Culture, Sports, and Tourism from this month until the end of the year, ensuring that Jeonbuk's specialty resources are reflected in the tourism rights route and connected through securing national funds.
It is also initiating the establishment of a 'basic concept for local K-tourism development' for local government-led metropolitan tourism development. This project involves setting up tourism zones and sub-zones, with a total project cost of up to 640 billion won, including around 20 core projects per site at a level of 30 billion won each, and related projects. The province plans to discover projects tailored to local demand through policy research by Jeonbuk Research Institute and collaboration with cities and counties, and aims to submit a basic concept proposal to the Ministry of Culture, Sports, and Tourism by December after going through research projects until March next year. Based on this, the Ministry will establish a 'Global K-Tourism Development Basic Plan' by the end of next year and start the projects from 2029.
Concurrently, it is also working on medium to long-term planning. The Jeonbuk Research Institute is conducting the '8th Jeonbuk Tourism Development Plan' task, which will be applied from 2027 to 2031, and is expected to finalize and announce it by the end of this year after a mid-term report meeting on the 15th. The province plans to take on the role of a control tower in the planning process and promote Jeonbuk-style tourism resource development that aligns with the 5 poles 3 specials principle and national tasks. Through this, it aims to enhance the linkage of tourism resources between cities and counties, expand the duration of stays in the province, and increase local tourism consumption.
Shin Won-sik, Director of the Culture, Sports, and Tourism Department of Jeonbuk Province, stated, "The restructuring of the 5 poles 3 specials tourism rights and the transition to local-led K-tourism development present an opportunity to expand Jeonbuk's tourism resources nurtured by each city and county to the global tourism market." He added, "We will do our best to secure national funds and discover projects through proactive responses to make Jeonbuk a tourist destination sought after by people worldwide."
'1시군 1특화'에서 세계로…전북, 5극3특 관광전략 모색
전북특별자치도가 정부의 초광역권(5극3특) 기반 관광권 정책에 맞춰 관광산업 대응 전략을 모색하고 있다.
28일 도에 따르면, 정부는 행정구역 경계를 넘어 관광객의 이동 동선을 중심으로 '관광권'을 설정하고 있다. 관광개발 방식도 정부 주도에서 지자체 주도형 광역관광개발(글로벌 K-관광개발)로 전환되는 추세다. 도는 이에 맞춰 관광권 계획 대응, 지역 K-관광개발 기본구상, 중장기 관광개발계획 수립을 병행한다.
도는 그동안 '1시군 1특화' 기조로 관광자원을 육성해 왔다. 2015년부터 지난해까지 2,271억 원을 투입해 전주 덕진공원, 군산 근대문화도시 등 14개 시군 대표관광지를 육성했고, 지난해부터 2028년까지 도비·시군비를 절반씩 부담하는 918억 원 규모 명품관광지 조성사업으로 고군산군도 야간관광 명소화, 옥정호 스카이워크, 순창 K-발효관광 명소화 등을 추진 중이다. 2030년까지 4,341억 원 규모 문화관광자원개발사업을 포함하면 관광기반 확충에 7,530억 원 이상 투자된다. 고군산군도 명품관광지 조성, 서해안 블루투어 관광벨트 등 1,487억 원 규모 민선 9기 관광 공약 사업도 추진한다.
도는 이러한 기반을 토대로 5극3특 기조에 맞춘 전략을 추진한다. 먼저 문화체육관광부가 이달부터 연말까지 연구용역을 통해 수립하는 '5극3특별 관광권 프로젝트 계획'에 선제적으로 대응하여, 전북의 특화 자원이 관광권 노선에 반영되도록 해 국비 확보로 연결한다는 계획이다.
지자체 주도형 광역관광개발을 위한 '지역 K-관광개발 기본구상' 수립에도 착수한다. 관광대권과 관광소권을 설정하고 총사업비 최대 6,400억 원 규모로 개소당 300억 원 수준의 핵심사업 20개와 연계사업 등을 담는 사업이다. 도는 전북연구원 정책연구와 시군 협업을 통해 지역 수요에 맞는 사업을 발굴하고, 오는 12월까지 연구용역을 거쳐 내년 3월 기본구상안을 문체부에 제출할 예정이다. 문체부는 이를 토대로 내년 말 '글로벌 K-관광개발 기본계획'을 수립하고 2029년부터 사업에 착수한다.
중장기 계획 수립도 병행한다. 2027년부터 2031년까지 적용될 '제8차 전북권 관광개발계획' 수립용역을 전북연구원이 수행하고 있으며, 지난 15일 중간보고회를 거쳐 올해 말 확정·고시할 예정이다. 도는 계획 수립 과정에서 컨트롤타워 역할을 맡아 5극3특 기조와 국정과제에 부합하는 전북형 관광자원 개발을 추진한다는 방침이다. 이를 통해 시군 간 관광자원 연계를 강화하고 도내 체류시간과 지역 내 관광소비를 확대해 나갈 계획이다.
신원식 전북자치도 문화체육관광국장은 "5극3특 관광권 재편과 지역 주도 K-관광개발 전환은 시군별로 육성해 온 전북의 관광자원을 세계 관광시장으로 확장할 수 있는 기회"라며 "선제적 대응으로 국비 확보와 사업 발굴에 최선을 다해 세계인이 찾는 관광지 전북을 만들어가겠다"고 말했다.
