On the 29th, Jeonbuk Special Self-Governing Province held a '2027 National Budget Securing Planning Stage Inspection Meeting' at the provincial office, chaired by Governor Lee Won-taek, with various department heads and directors in attendance.
During the meeting, based on the results of the planning stages 1 and 2 deliberations, they analyzed the reasons for projects that were not reflected or had reduced budgets, and focused on discussing response strategies to prepare for the remaining procedures, including the upcoming stage 3 deliberations. In particular, they shared strategies for departmental and national responses and persuasive tactics focusing on contentious projects identified during the planning stage review.
The province decided to concentrate efforts on 40 projects with high completion and urgency levels, having completed administrative procedures and preparations for priority management projects among the top 100 in the planning stage. Representative projects include the establishment of the Saemangeum K-Food Export Hub Complex, leasing sites for the Saemangeum Industrial Complex, and creating the Saemangeum National Garden.
Furthermore, in anticipation of the possibility of conditional negotiations such as adjusting national subsidy rates or reducing project sizes, the planning department plans to maintain close cooperation systems with cities and counties, proactively prepare alternatives for each project, and flexibly respond to various variables that may arise during government deliberations to increase the likelihood of budget allocation.
Starting from August when the planning deliberations intensify, they will operate a Seoul-based task force to monitor deliberation trends in real-time and activate a rapid response system. They aim to enhance step-by-step response strategies for key contentious projects, strengthen consultations with relevant ministries, and maximize the government's budget incorporation rate.
Until the government proposal is submitted to the National Assembly on September 2, they have designated the period as a 'Special National Budget Securing Activity Period' and decided that the leadership will take the lead in directly persuading the planning department and the National Assembly. They plan to consolidate efforts in all directions by enhancing cooperation not only with the political sector but also with cities and counties.
Governor Lee Won-taek stated, "Persistence in budget allocation until the last moment determines success or failure," and expressed his determination to closely monitor the planning deliberation trends, develop rapid response strategies, and work with the political sector to include even a single provincial issue in the budget until the end.
전북도, 역대 최대 국가예산 정조준…'막바지 총력전' 돌입
전북특별자치도가 29일 도청에서 이원택 도지사 주재로 각 실·국장이 참석한‘2027년 국가예산 확보 기획처단계 점검회의’를 열었다.
이날 회의는 기획처 1·2차 심의 결과를 토대로 미반영·감액 사업의 원인을 분석하고, 앞으로 진행될 3차 심의 등 남은 절차에 대비한 대응 방안을 집중 논의했다. 특히 기획처 검토 과정에서 쟁점이 있는 사업을 중심으로 실·국별 대응 논리와 설득 전략을 공유했다.
도는 기획처 단계 100대 중점관리사업 가운데 행정절차 이행 등 사전 준비를 마쳐 사업 완성도와 시급성이 높은 40개 사업에 역량을 집중하기로 했다. 대표 사업은 새만금 K-푸드 수출허브단지 조성, 새만금 산업단지 임대용지 조성, 새만금 국가정원 조성 등이다.
또한 기획처가 국비 보조율 조정이나 사업 규모 축소 등 조건부 협의를 제시할 가능성에 대비해 시·군과 긴밀한 협력체계를 유지하고, 사업별 대안을 선제적으로 마련할 방침이다. 정부 심의 과정에서 발생할 수 있는 다양한 변수에도 유연하게 대응해 예산 반영 가능성을 높인다는 전략이다.
기획처 심의가 본격화되는 8월부터는 서울 상주반을 운영해 심의 동향을 실시간으로 파악하고 신속한 대응체계를 가동한다. 주요 쟁점사업은 단계별 대응 논리를 보완하고 관계 부처와의 협의를 강화해 정부안 반영률을 최대한 끌어올릴 계획이다.
이와 함께 정부안이 국회에 제출되는 9월 2일까지를 ‘국가예산 확보 특별활동기간’으로 정하고, 지휘부가 앞장서 기획처와 국회를 직접 찾아 설득에 나서기로 했다. 정치권은 물론 시·군과의 공조 체계도 강화해 전방위로 힘을 모을 계획이다.
이원택 전북자치도지사는 “예산 반영은 마지막 순간까지 포기하지 않는 집요함이 승패를 가른다”며 “기획처 심의 동향을 밀착 파악하고, 신속한 대응 논리 발굴과 정치권 공조를 통해 단 하나의 도정 현안 예산이라도 더 담아낼 수 있도록 끝까지 노력하겠다”고 말했다.
