Mayor Jo Ji-hoon held a press conference on his 30th day in office at the briefing room of the city hall, announcing the achievements of the past 30 days and the future direction of the city administration to realize the vision of the 9th local government, "Jeonju, a city that becomes special!"
Mayor Jo first revealed the changes and innovative achievements that have already begun in various fields such as establishing an administration focused on citizen communication and on-site response, financial normalization, and expanding the foundation of future new industries.
In particular, Mayor Jo expressed his reflection, saying, "The past month was a time when we laid the foundation for citizen sovereignty communication administration by embracing the citizens' desire to change Jeonju."
In fact, instead of a traditional inauguration ceremony, Mayor Jo immediately delved into his duties as the 9th elected mayor through a policy briefing. He worked towards implementing an open city administration where citizens can freely visit, by unlocking the speed gates on the 1st floor of the city hall and creating a 'citizen communication space' next to the mayor's office.
This action reflects Mayor Jo's strong communication will to lower the administrative barriers and prioritize the voices of citizens as the utmost value of the city administration.
Furthermore, Mayor Jo emphasized the shift to an on-site-centered administration by visiting disaster-prone areas such as the Jinki drainage pump station and the Wolpyeong disaster risk improvement zone to inspect the disaster prevention system and promptly address safety threats upon receiving reports.
Additionally, Mayor Jo accelerated efforts to secure future growth engines for regional economic revitalization. Specifically, he initiated visits to AI and ICT companies and signed a business agreement for the 'Jeonbuk Jeonju Defense Industry Innovation Cluster' with the Defense Acquisition Program Administration and Jeonbuk Special Self-Governing Province, establishing a cornerstone for defense industry entry centered around the Jeonju carbon complex.
Mayor Jo also highlighted 'financial recovery and normalization' as a top priority task for the 9th local government. He swiftly formed the 'Financial Innovation Special Committee,' the first approval project since taking office, and explained his plans to collaborate with the city council to address the financial crisis.
To achieve this, Mayor Jo is currently limiting new local bond issuances as much as possible, rigorously evaluating the appropriateness of financial investment projects, and directly meeting with all 93 departments to receive detailed reports on major projects and current issues and engage in in-depth discussions.
Mayor Jo plans to drive financial normalization by implementing proactive and aggressive administration that departs from conventional practices based on these efforts. Despite challenging financial conditions, he is committed to silently continuing the tasks for the development and prosperity of Jeonju.

조지훈 전주시장은 30일 시청 브리핑룸에서 취임 30일 기자회견을 열고, 민선9기 시정 방향인 ‘우리가 특별해지는 도시, 전주!’를 구현하기 위해 힘차게 달려온 지난 30일간의 시정 성과와 향후 시정 운영 방향을 발표했다.
먼저 조 시장은 △시민 중심의 소통 행정 및 현장 대응 체계 마련 △재정 정상화 △미래 신산업 기반 확충 등 다양한 분야에서 이미 시작된 변화와 혁신 성과를 공개했다.
특히 조 시장은 “지난 한 달은 전주를 바꾸라는 시민의 뜻을 받들어 시민 주권 소통 행정의 기틀을 마련한 시간이었다”고 소회했다.
실제로 기존의 형식적인 취임식 대신 정책 브리핑으로 민선9기 시장 업무에 돌입한 조 시장은 시청 1층 스피드게이트 차단 기능을 해제하고, 시장실 옆에 ‘시민 소통공간’을 만드는 등 시민 누구나 자유롭게 찾을 수 있는 열린 시정을 구현하기 위해 공을 들였다.
이는 행정의 문턱을 낮추고 시민의 목소리를 시정의 최우선 가치로 삼겠다는 조 시장의 강력한 소통 의지가 반영된 조치다.
또한 조 시장은 취임 후 진기들 배수펌프장과 월평 재해위험 개선지구 등 재해 취약 현장을 방문해 재난 예방 체계를 점검했으며, 안전 위협 요소를 접수 즉시 처리하는 현장 중심 행정으로의 전환을 강조하기도 했다.
여기에, 조 시장은 지난 한 달간 지역 경제 활성화를 위한 미래 성장동력 확보에도 박차를 가했다.
구체적으로 조 시장은 AI·ICT기업 현장 방문을 시작으로 방위사업청·전북특별자치도와 함께 ‘전북 전주 방산 혁신 클러스터 업무협약’을 체결하는 등 전주 탄소 산단을 중심으로 방위산업 진출의 교두보를 마련했다.
이와 함께 조 시장은 민선9기 최우선 과제로 ‘재정 회복과 정상화’를 손꼽았다.
조 시장은 이날 취임 1호 결재 사업인 ‘재정 혁신 특별위원회’를 신속히 구성하고, 시의회와 협력해 재정 위기를 타개할 계획임을 설명했다.
이를 위해 조 시장은 현재 신규 지방채 발행을 최대한 제한하고 재정 투자 사업의 적정성을 엄격히 심사하는 한편, 93개 전체 부서와 직접 대면해 주요 사업 및 현안 쟁점을 세밀하게 보고받고 심도 있는 토론을 진행하고 있다.
조 시장은 이를 토대로 관행적인 행정에서 벗어난 선제적 적극행정을 구현함으로써 재정 정상화를 추진해 나갈 방침이다. 또, 어려운 재정 여건 속에서도 전주 발전과 번영을 위한 과업들은 묵묵히 이어가기로 했다.
