The research group of the Jeonbuk Special Self-Governing Province Council members, the 'Social Dialogue Research Society for Coexistence of Jobs in the AI Era,' held its first meeting on the 30th in the council's seminar room.
The meeting was attended by the society's representative member and councilor, Nan Seo, as well as officials from the Presidential Commission on Economy, Social Affairs and Labor, Jeonbuk Special Self-Governing Province, and Jeonbuk University.
The meeting was organized to explore a sustainable model of social dialogue for coexisting jobs in Jeonbuk, in response to the changes in the labor market in the Saemangeum area due to the transition to new industries such as artificial intelligence, robots, and hydrogen.
Participants at the meeting agreed that there is a lack of a software-based response system for labor transition, conflict resolution, and support for local revitalization, compared to the large-scale hardware investments.
Chae Jun-ho, a professor at Jeonbuk University who presented at the meeting, explained that the focus of job policies is shifting from simply creating jobs to improving the quality of jobs and living conditions. He suggested that clear policy directions and conditions need to be agreed upon between local governments and the council to ensure that large corporate investments lead to quality jobs for local youth and a sustainable coexistence structure.
Gil-mo Lee, a specialist member of the Presidential Commission on Economy, Social Affairs and Labor, proposed the establishment of a new labor-management-government consultative body that encompasses both central and regional interests, in connection with Hyundai Motor Group's Saemangeum investment project. He emphasized the need for a social dialogue platform to prevent conflicts arising from job transitions due to robot integration, local youth settling, and ensuring the compatibility of the hydrogen industry.
Representative Nan Seo stated, "The investigation of on-site opinions and detailed labor issues related to the transition to new industries, such as collaboration with contract departments and vocational high schools, as well as support for housing and welfare, and the establishment of data, should take precedence."
The research group plans to continue with related research tasks and follow-up meetings to establish an ecosystem of 'Jeonbuk-style job coexistence' that combines technological innovation, local talent employment, and support for living conditions.
전북도의회 연구회, AI시대 일자리 공존 사회적 대화 논의
전북특별자치도의회 의원 연구단체인 ‘AI시대 일자리 공존을 위한 사회적 대화 연구회’는 지난 30일 도의회 세미나실에서 제1차 간담회를 열었다.
이번 간담회에는 연구회 대표의원인 서난이 의원을 비롯해 대통령 직속 경제사회노동위원회, 전북특별자치도, 전북대학교 관계자들이 참석했다.
간담회는 인공지능과 로봇, 수소 등 신산업 전환에 따른 새만금 권역 노동시장 변화에 대응하고, 지속 가능한 전북형 일자리 공존 사회적 대화 모델을 모색하기 위해 마련됐다.
이날 참석자들은 대규모 하드웨어 투자에 비해 노동 전환, 갈등 조정, 지역 정주 지원 등 소프트웨어적 대응 체계가 부족하다는 데 의견을 모았다.
발제에 나선 채준호 전북대학교 교수는 일자리 정책의 중심이 단순한 일자리 수 창출에서 좋은 일자리와 정주 여건 개선으로 이동하고 있다고 설명했다. 채 교수는 대기업 투자가 단기 저임금 일자리에 그치지 않고 지역 청년이 머물 수 있는 양질의 일자리와 원하청 상생 구조로 이어지기 위해서는 지자체와 도의회의 명확한 정책 방향과 조건 협의가 필요하다고 제안했다.
이길모 경제사회노동위원회 전문위원은 현대자동차그룹의 새만금 투자 프로젝트와 연계해 중앙과 지역을 아우르는 노사민정 협의체 신설을 제안했다. 그는 로봇 도입에 따른 직무 전환, 청년 인재의 지역 정주, 수소산업 수용성 확보 등 예상되는 갈등을 예방하기 위해 사회적 대화 플랫폼이 필요하다고 강조했다.
서난이 대표의원은 “계약학과와 마이스터고 연계, 주거·복지 지원 등 신산업 전환에 따른 현장 의견과 세부 노동 이슈를 조사하고 데이터를 구축하는 작업이 우선돼야 한다”고 말했다.
연구회는 앞으로 기술 혁신, 지역 인재 고용, 정주 여건 지원이 결합된 ‘전북형 일자리 공존 생태계’ 구축을 목표로 관련 연구용역과 후속 간담회를 이어갈 계획이다.
