North Jeolla Special Self-Governing Province immediately activated the highest level of heat wave response system to protect the lives of residents as a severe heat wave warning was issued in Jeonju City for the first time in the province on the 4th. They urgently communicated special directives to disaster safety headquarters directors in cities, counties, and related agencies.
A severe heat wave warning is the highest level of heat wave response system issued when the highest perceived temperature is expected to be above 38°C for more than a day or when the highest temperature is expected to be above 39°C. The situation poses a high risk of casualties. Due to the recent prolonged record-breaking heat wave, concerns about heat-related illnesses and damages to agriculture and industrial sites are rising. The province is mobilizing all administrative resources to enhance protection for vulnerable groups and on-site responses.
Firstly, for vulnerable elderly individuals living alone, they are expanding safety checks through support workers, and for homeless individuals, they are strengthening on-site inspections and safety checks through comprehensive support centers.
In the agricultural sector, they are actively promoting the cessation of farm work during daytime hours and ensuring sufficient rest, as well as enhancing on-site inspections and safety management using heat illness prevention workers. For vulnerable workplaces like construction sites, they plan to focus on checking every 2 hours if the mandatory 20-minute rest breaks are being adhered to, and actively guide the suspension of outdoor work except for emergency measures.
They also recommend actively considering rescheduling outdoor events and festivals and plan to collaborate with cities, counties, and related agencies to promote heat wave action guidelines to the public.
Especially during a severe heat wave warning, the province is emphasizing the promotion of the '3-step action rules for survival' that residents must follow, urging residents to actively practice them.
The action rules are ▲ Stop all outdoor activities immediately ▲ Move to a cool place like a cool shelter ▲ Check on family, neighbors, and people left inside vehicles, which are the essential guidelines to protect lives from heat waves.
Furthermore, they urged that in case of symptoms of heat-related illnesses such as dizziness or headaches, residents should immediately report to 119 and move to a cool place for emergency treatment.
Governor Lee Won-taek of North Jeolla Province stated, "As the severe heat wave warning is in effect, this is not just a simple heat wave but a disaster threatening the lives of residents," and expressed, "I will concentrate all administrative efforts on ensuring the safety of vulnerable groups such as the elderly, farmers, and outdoor workers."
전북자치도, 전주시 도내 첫 폭염 중대경보 발효에 최고단계 대응
전북특별자치도는 4일 도내 최초로 전주시에 폭염 중대경보가 발효됨에 따라 도민 생명 보호를 위한 최고 수준의 폭염 대응체계를 즉시 가동하고, 시·군과 관계기관에 재난안전대책본부장 특별지시사항을 긴급 전파했다.
폭염 중대경보는 하루 이상 최고 체감온도 38℃ 이상 또는 최고기온 39℃ 이상이 예상될 때 발령되는 최고 단계의 폭염 대응체계로, 인명피해 발생 위험이 매우 높은 상황이다. 도는 최근 지속되는 기록적인 폭염으로 온열질환과 농업·산업현장 피해가 우려되는 만큼, 행정력을 총동원해 취약계층 보호와 현장 대응을 한층 강화한다.
우선 홀몸어르신 등 취약노인에 대해서는 생활지원사 등을 통한 안전확인을 확대하고, 노숙인에 대해서도 종합지원센터 등을 통한 현장 예찰과 안전확인을 강화한다.
농업 분야에서는 낮 시간대 농작업 중지와 충분한 휴식을 적극 안내하고, 온열질환 예방요원을 활용한 현장 예찰과 안전관리를 강화한다. 건설현장 등 취약사업장에 대해서는 2시간마다 20분 이상 휴식 보장 의무 준수 여부를 집중 점검하고, 긴급조치를 제외한 야외작업은 중지하도록 적극 안내할 계획이다.
또한 야외 공연과 축제는 일정 조정을 적극 검토하도록 권고하고, 시·군 및 관계기관과 협력해 폭염 국민행동요령을 집중 홍보할 계획이다.
특히 도는 폭염 중대경보 시 도민이 반드시 실천해야 할 ‘생존을 위한 3단계 행동수칙’을 집중 홍보하며, 도민들의 적극적인 실천을 당부했다.
행동수칙은 ▲모든 야외활동을 즉시 중단하는 중단(Stop) ▲무더위쉼터 등 시원한 장소로 이동하는 이동(Move) ▲가족과 이웃, 차량 내부에 방치된 사람을 확인하는 확인(Check)으로, 폭염으로부터 생명을 지키기 위한 핵심 행동요령이다.
아울러 어지러움이나 두통 등 온열질환 증상이 나타날 경우에는 즉시 119에 신고하고 시원한 장소로 이동해 응급조치를 받을 것을 당부했다.
이원택 전북자치도지사는 “폭염 중대경보가 발효된 만큼 이는 단순한 무더위가 아니라 도민의 생명을 위협하는 재난”이라며, “특히 어르신과 농업인, 야외근로자 등 취약계층의 안전 확보에 모든 행정력을 집중하겠다”고 밝혔다.
