North Jeolla Special Self-Governing Province is urgently injecting 1.2 billion won of national funds and disaster management funds to respond to drought and secure agricultural water supply.
The province secured 200 million won of national funds for the "Drought Preparedness Water Development Project" of the Ministry of Agriculture, Food and Rural Affairs, and announced on the 11th that it will proceed with urgent water supply measures for agriculture that can supply water in the short term, such as installing water supply facilities and water trucks, by urgently supporting 1 billion won from the provincial disaster management fund.

The province plans to promptly support the necessary areas by considering the drought situation and reservoir levels by city and county, as well as the conditions for agricultural water supply.
As of the 10th, the reservoir level in the province was 38.5%, which is 56.0% lower than the average level. The agricultural drought stages are being managed with Jeongeup and Imsil at the "alert" level, Namwon, Wanju, and Gochang at the "caution" level, and Kimje, Muju, Jangsu, and Buan at the "interest" level.
The province will continue to monitor the drought situation and water conditions by region, actively utilize available water supply equipment, and support agricultural water supply according to on-site conditions, including using alternative water sources depending on the water supply situation.
In addition, on the 10th, the province visited Namwon, which is at the "caution" stage of drought, to inspect the agricultural water supply situation and drought response.
On that day, about 12 people, including officials from North Jeolla Province, Namwon City, and the Korea Rural Community Corporation, participated in the on-site inspection. After sharing the drought response situation in Namwon, the participants visited the Songdong Reservoir in Songdong-myeon and the Magok Reservoir in Suji-myeon, both at the "serious" stage, to assess the reservoir situation and water securing measures.
In particular, they discussed using water pumps to recycle discharged water downstream to address the water shortage in the lower reaches of the reservoir area. They also discussed identifying target areas where discharged water from the drainage system within the Korea Rural Community Corporation's project area could be reused.
The province plans to maintain a close cooperation system with cities and counties, as well as the Korea Rural Community Corporation, to continuously monitor reservoir levels and agricultural water supply situations, and actively respond to drought situations by utilizing water supply equipment and alternative water sources.
Min Sun-sik, Director of Agriculture, Forestry, Livestock, and Fisheries Department of North Jeolla Province, said, "As agricultural water supply is crucial during the rice growing season, it is important to maximize the available water sources and equipment," and added, "We will make every effort to respond to drought by closely cooperating with cities, counties, and the Korea Rural Community Corporation to ensure timely supply of agricultural water to the necessary areas."
전북자치도, 가뭄 대응 12억원 긴급 투입…농업용수 확보 총력
전북특별자치도가 국비와 재난관리기금 등 12억 원을 긴급 투입해 가뭄 대응과 농업용수 확보에 나선다.
도는 농림축산식품부의‘가뭄대비 용수개발사업’국비 2억 원을 확보한 데 이어 도 재난관리기금 10억원을 긴급 지원해 양수시설과 급수차 등 단기간 내 농업용수 공급이 가능한 긴급 급수대책을 추진한다고 11일 밝혔다.
도 재난관리기금은 농업용수 공급이 시급한 지역에 양수시설을 설치하고 급수차를 투입하는 등 단기간 내 용수 공급이 가능한 긴급 대책에 활용한다. 도는 시·군별 가뭄 상황과 저수율, 농업용수 공급 여건 등을 고려해 필요한 지역에 신속히 지원할 방침이다.
지난 10일 기준 도내 저수율은 38.5%로 평년 대비 56.0% 수준이다. 농업가뭄 단계는 정읍·임실이 ‘경계’, 남원·완주·고창이 ‘주의’, 김제·무주·장수·부안이 ‘관심’ 단계로 관리되고 있다.
도는 가뭄 상황과 지역별 용수 여건을 지속적으로 살피면서 가동 가능한 양수장비를 적극 활용하고, 용수 공급 상황에 따라 보조수원을 활용하는 등 현장 여건에 맞춰 농업용수 공급을 지원할 방침이다.
이와 함께 도는 지난 10일 가뭄 ‘주의’ 단계인 남원시를 찾아 농업용수 공급 상황과 가뭄 대응 현황을 점검했다.
이날 현장점검에는 전북도와 남원시, 한국농어촌공사 관계자 등 12여 명이 참석했다. 참석자들은 남원지역 가뭄 대응 상황을 공유한 뒤 ‘심각’ 단계인 송동면 수송저수지와 수지면 마곡저수지를 차례로 방문해 저수 현황과 용수 확보대책을 살폈다.
특히 저수지 수혜지역 말단부의 용수 부족에 대응하기 위해 하류로 흘러나가는 퇴수를 양수기를 이용해 재활용하는 방안을 논의했다. 한국농어촌공사 사업지구 내 배수로의 퇴수를 다시 활용할 수 있는 대상지를 발굴하는 방안도 함께 살폈다.
도는 앞으로 시군과 한국농어촌공사와 긴밀한 협력체계를 유지하면서 저수율과 농업용수 공급 상황을 지속적으로 점검하고, 양수장비와 보조수원 등을 활용해 가뭄 상황에 적극 대응할 계획이다.
민선식 전북자치도 농생명축산산업국장은 “벼 생육에 농업용수 공급이 중요한 시기인 만큼 가용할 수 있는 수원과 장비를 최대한 활용하는 것이 중요하다”며 “시·군, 한국농어촌공사와 긴밀히 협력해 필요한 지역에 농업용수가 적기에 공급될 수 있도록 가뭄 대응에 총력을 다하겠다”고 말했다.
