Environmental organizations in Jeonbuk criticized and took a strong stance, stating that the 2026 Jeonju Craft Beer Festival had regressed from its previous eco-friendly policies of expanding the use of reusable containers.
The Jeonbuk Citizens' Joint Action for a Festival Without Trash issued a statement on the 11th, saying, "The Jeonju Craft Beer Festival only applied reusable containers to beer cups, while using plastic and styrofoam disposable items for snacks and tableware," and claimed it was "behavior that nullifies the resource circulation efforts of the past three years."
Since a controversy arose in 2022 when about 100,000 disposable items were generated, the Jeonju Craft Beer Festival has been striving to transition into an eco-friendly festival. After introducing reusable cups in 2023, the festival expanded the scope by renting out 110,000 reusable cups and tableware in 2024. Last year, using 84,000 reusable containers and collecting data for waste composition analysis, it was recognized as a model case of a "trash-free festival."
However, environmental organizations pointed out that this year at the festival, plastic containers for snacks, styrofoam plates, vinyl, disposable utensils, and other disposable items reappeared. They argue that merely switching cups to reusable containers, as most of the waste at the festival comes from snack packaging and tableware rather than beer cups, cannot be considered a substantial waste reduction measure.
The environmental groups also blamed the absence of a structure for administrative, sponsoring, and civil society consultation as a cause of the current situation. They emphasized the need to establish a "governance for sustainable festivals," where environmental organizations, local residents, and others participate from the festival planning stage to execution and evaluation.
They demanded that Jeonbuk Province and Jeonju City establish eco-friendly festival guidelines for public-supported festivals to restrict the use of disposable items and expand the use of reusable containers for all tableware. They also urged Jeonju City and the Jeonju Craft Beer Festival organizing committee to publicly disclose the amount of waste generated by category at this year's festival and present specific waste reduction goals and plans for introducing reusable containers for the 2027 festival.
Furthermore, they demanded that the reasons and circumstances behind the expanded use of disposable items at the 2026 festival be made public to the citizens, along with an apology.
The environmental organizations stated, "We will continue to monitor the situation on-site and take action until Jeonbuk's festivals transform into true resource-circulating festivals, without being labeled as 'trash-filled' again."
전주 가맥축제, ‘다회용기 축제’서 ‘플라스틱 축제’로 역행…환경단체 규탄
전북지역 환경단체들이 2026 전주 가맥축제가 다회용기 사용을 확대해온 그동안의 친환경 정책에서 후퇴했다며 강하게 비판하고 나섰다.
쓰레기없는축제를위한전북시민공동행동은 11일 성명을 내고 “전주 가맥축제가 맥주컵에만 다회용기를 적용하고 안주 용기와 식기류에는 플라스틱과 스티로폼 등 일회용품을 사용했다”며 “지난 3년간의 자원순환 노력을 무색하게 하는 행태”라고 주장했다.
전주 가맥축제는 2022년 약 10만 개의 일회용품 쓰레기가 발생하며 논란이 된 이후 친환경 축제로의 전환을 추진해왔다. 2023년 다회용 컵을 도입한 데 이어 2024년에는 11만 개의 다회용 컵과 식기 대여로 사용 범위를 확대했다. 지난해에는 8만4천 개의 다회용기를 사용하고 쓰레기 성상 분석을 위한 데이터를 수집하면서 ‘쓰레기 없는 축제’의 모범 사례로 평가받기도 했다.
하지만 올해 축제에서는 안주를 담는 플라스틱 용기와 스티로폼 접시, 비닐, 일회용 수저 등이 다시 등장했다는 것이 환경단체의 지적이다. 축제장에서 발생하는 쓰레기의 상당 부분이 맥주컵보다는 안주 포장재와 식기류에서 발생하는 만큼 컵만 다회용기로 바꾸는 것은 실질적인 쓰레기 감축 대책이 될 수 없다는 주장이다.
환경단체들은 이번 사태의 원인으로 행정과 주최 측, 시민사회 간 협의 구조의 부재도 꼽았다. 축제 기획 단계부터 실행과 평가까지 환경단체와 지역주민 등이 참여하는 ‘지속가능한 축제를 위한 거버넌스’를 구축해야 한다는 것이다.
이들은 전북특별자치도와 전주시에 공공 지원 축제의 일회용품 사용을 제한하는 친환경 축제 가이드라인을 마련하고, 식기류 전체로 다회용기 사용을 확대할 것을 요구했다. 또 전주시와 가맥축제 조직위원회에는 올해 축제에서 발생한 성상별 쓰레기 발생량을 공개하고, 2027년 축제의 구체적인 쓰레기 감축 목표와 다회용기 도입 계획을 제시하라고 촉구했다.
아울러 2026년 축제에서 일회용품 사용이 확대된 경위와 이유를 시민들에게 공개하고 사과할 것도 요구했다.
환경단체들은 “전북의 축제가 다시 ‘쓰레기 범벅’이라는 오명을 쓰지 않고 진정한 자원순환 축제로 거듭날 때까지 지속적으로 현장을 모니터링하고 행동하겠다”고 밝혔다.
