The Public Transport Workers' Union Jeonbuk Branch criticized the movement to reconsider the construction method of a new regional incineration plant in Jeonju by the Jeonju city government, urging to maintain the existing confirmed financial project method and operate it directly by the city.
On the 13th, the Public Transport Workers' Union Jeonbuk Branch stated, "Mayor Jo Ji-hoon is trying to revert the new incineration plant construction project to a Private Finance Initiative (PFI) method just a month after taking office," and argued, "The confirmed financial project method decided last year should be implemented without any wavering."
The new regional incineration plant is a facility to handle municipal waste from four cities and counties including Jeonju, Gimje, Wanju, and Imsil, with a total project cost of approximately 326 billion won.
The union emphasized that discussions on the funding method for the new incineration plant project have already been largely finalized.
The union stated, "Jeonju citizens have demanded that the new incineration plant should be pursued as a financial project, pointing out the issues with the Jeonju Recycling Town PFI project," and revealed, "Jeonju City confirmed the financial project through its own feasibility study, recognizing that it could reduce the burden on citizens by more than 200 billion won compared to the PFI method."
The union raised strong doubts about Mayor Jo Ji-hoon's recent announcement to reconsider the project method of the new incineration plant and to hold expert forums, saying, "The mayor emphasized the city's debt and financial crisis at a press conference 30 days after taking office, stating that over 100 facility investment projects would be thoroughly reviewed," and argued, "It is difficult to understand why a decision on a financial project that could save over 200 billion won is being shaken again under the pretext of a serious financial situation."
In particular, regarding the mayor's assertion of the efficiency of the private investment method, the union demanded transparency in revealing who approached and what proposals were made to the citizens.
The union expressed concerns that if the direction of a project worth billions of won that has already been confirmed changes according to the demands of specific stakeholders, it would be difficult to avoid suspicions of behind-the-scenes or favoritism, stating, "It is inevitable to suspect whether a proposal from a consortium of private investors that was previously rejected is being pushed again."
Regarding the issues with the private investment method, the union cited the case of the Jeonju Recycling Town, stating, "Jeonju citizens have already experienced the problems that can arise when essential environmental infrastructure is entrusted to private capital through the Recycling Town," and pointed out, "In the process of cost reduction and profit maximization, worker safety was neglected, leading to a gas explosion accident that resulted in five casualties."
Furthermore, they emphasized, "Conflicts and cost transfer issues surrounding improper waste disposal, wastewater intake issues, information non-disclosure citing trade secrets, and operational suspensions also followed," and stressed, "Environmental infrastructure should not be turned into a profit-making business for companies."
The union stated, "Once constructed, the incineration plant must responsibly manage the daily life and waste disposal administration of residents of the four cities and counties for decades as an essential public facility," and added, "The project method should not be influenced by short-term cost logic or proposals from private operators."
The union demanded that the Jeonju city government adhere to the existing financial project method and halt the reconsideration of the private investment method. They also advocated for the direct management and operation of the facility by the city after completion, rather than outsourcing to the private sector.
The Public Transport Workers' Union Jeonbuk Branch stated, "Rather than turning essential public facilities into means of profit pursuit once again, Jeonju City should take direct responsibility for the management and operation to ensure public and safety aspects of the new incineration plant," and declared, "We will strive to uphold the public nature of the new incineration plant to prevent a second Recycling Town tragedy."
Meanwhile, this statement focuses on the claims and issues raised by the Public Transport Workers' Union Jeonbuk Branch, and it is necessary to confirm the position of Jeonju City regarding the specific scope of the reconsideration of the new incineration plant project method and the possibility of re-launching the PFI method.
전주 신규 소각장 놓고 다시 민자 논란…“직접 운영해야”
공공운수노조 전북본부가 전주시의 신규 광역소각장 건립 방식 재검토 움직임을 비판하며 기존에 확정한 재정사업 방식을 유지하고 전주시가 직접 운영할 것을 촉구했다.
공공운수노조 전북본부는 13일 성명을 내고 “조지훈 전주시장이 취임 한 달 만에 신규 소각장 건립 사업을 다시 민간투자사업(BTO) 방식으로 되돌리려 하고 있다”며 “지난해 확정한 재정사업 방식을 흔들림 없이 이행해야 한다”고 주장했다.
신규 광역소각장은 전주와 김제, 완주, 임실 등 4개 시·군의 생활폐기물을 처리하기 위한 시설로, 총사업비는 약 3,260억 원 규모다.
노조는 신규 소각장 사업의 재원 조달 방식을 둘러싼 논의가 이미 상당 부분 마무리됐다는 점을 강조했다.
노조는 “전북 시민사회가 전주리싸이클링타운 BTO 사업의 문제점을 지적하며 신규 소각장만큼은 재정사업으로 추진할 것을 요구해왔다”며 “전주시 역시 자체 타당성 검토를 통해 재정사업이 BTO 방식보다 2,000억 원 이상 시민 부담을 줄일 수 있다는 점을 확인했고, 결국 재정사업 추진을 확정했다”고 밝혔다.
이어 최근 조지훈 시장이 신규 소각장의 사업 방식을 다시 검토하고 전문가 토론회를 열겠다는 뜻을 밝힌 데 대해 강한 의문을 제기했다.
노조는 “조 시장은 취임 30일 기자회견에서 전주시의 부채와 재정위기를 강조하며 100개가 넘는 시설투자사업을 전면 재검토하겠다고 밝혔다”며 “재정이 심각하다면서 정작 2,000억 원 이상을 아낄 수 있다는 재정사업 결정을 왜 다시 흔드는지 납득하기 어렵다”고 주장했다.
특히 조 시장이 민간투자 방식의 효율성을 주장하는 의견이 제기되고 있다는 취지의 발언을 한 것을 두고 “누가 찾아와 어떤 제안을 했는지 시민들에게 투명하게 공개해야 한다”고 요구했다.
노조는 “이미 확정된 수천억 원 규모 사업의 방향이 특정 이해당사자의 요구에 따라 바뀐다면 밀실행정과 특혜행정이라는 의혹을 피하기 어렵다”며 “과거 반려됐던 민간투자사업 컨소시엄의 제안이 다시 추진되는 것은 아닌지 의심할 수밖에 없다”고 밝혔다.
민간투자 방식의 문제점과 관련해서는 전주리싸이클링타운 사례를 들었다.
노조는 “전주시민들은 리싸이클링타운을 통해 필수 환경기초시설을 민간자본에 맡겼을 때 어떤 문제가 발생할 수 있는지 이미 경험했다”며 “비용 절감과 이윤 극대화 과정에서 노동자의 안전이 뒷전으로 밀렸고, 결국 5명의 사상자를 낸 가스폭발 사고까지 발생했다”고 지적했다.
또 “부적절한 폐기물 처리와 음폐수 반입 문제, 영업기밀을 이유로 한 정보 비공개, 운영 중단을 둘러싼 갈등과 비용 전가 문제도 이어졌다”며 “환경기초시설을 기업의 수익사업으로 만들어서는 안 된다”고 강조했다.
그러면서 “소각장은 한번 건설하면 수십 년 동안 4개 시·군 주민의 생활과 폐기물 처리 행정을 책임져야 하는 필수 공공시설”이라며 “단기적인 비용 논리나 민간사업자의 제안에 따라 사업 방식이 좌우돼서는 안 된다”고 밝혔다.
노조는 전주시에 기존 재정사업 방식을 그대로 이행할 것과 민간투자 방식 재검토를 중단할 것을 요구했다.
아울러 시설 완공 이후 운영 방식에 대해서도 민간위탁이 아닌 전주시의 직접 관리·운영을 주장했다.
공공운수노조 전북본부는 “필수 공공시설을 또다시 이윤 추구의 수단으로 전락시키지 말고 전주시가 직접 관리·운영해 공공성과 안전성을 책임져야 한다”며 “제2의 리싸이클링타운 참사가 발생하지 않도록 신규 소각장의 공공성을 지키기 위해 대응해 나가겠다”고 밝혔다.
한편 이번 성명은 공공운수노조 전북본부의 주장과 문제 제기를 중심으로 한 것으로, 신규 소각장 사업방식 재검토의 구체적인 범위와 BTO 방식 재추진 여부 등에 대한 전주시의 입장 확인이 필요하다.
