A residents' briefing session prepared to explain the reestablishment plan for the Saemangeum project was abruptly halted due to strong opposition from residents, as even basic materials were not provided.
On the morning of the 24th, the Saemangeum Development Agency held a residents' briefing session at the civil defense situation room of Gunsan City Hall, with about 200 citizens in attendance. However, the agency proceeded with the explanation solely through a presentation by a Korea Land and Housing Corporation official for about 30 minutes without any separate materials or handouts.
After the presentation, attendees strongly protested, saying, "How can we give our opinions without any materials to review the content?" Residents pointed out the practice of filling in important project plans with brief presentations and emphasized that providing sufficient materials in advance is the minimum procedure. Environmental group members present at the scene also strongly opposed the formal briefing session.
Following a press conference to announce their stance on the proposed changes to the Saemangeum project plan, the Saemangeum Permanent Sea Water Distribution Movement Headquarters, which attended the residents' briefing session, stated, "We have repeatedly demanded the participation of fishermen and local civic groups in the discussion on the plan changes and the provision of information, but we could not receive proper explanation materials." They emphasized, "If the briefing session aims to gather residents' opinions, the provision of accurate information and ensuring the participation of expert panels must be guaranteed."
Eventually, due to continued protests, the planned expert panel discussion could not take place, and the event was halted. An official from the Saemangeum Development Agency apologized for the lack of materials on-site and stated that they would hold a separate public hearing in the future.
‘자료 없는’ 새만금 기본계획 설명회…주민·단체 항의 속 중단
새만금 기본계획 재수립안을 설명하기 위해 마련된 주민설명회가 기초 자료조차 제공되지 않아 주민들의 강한 반발을 사고 결국 중단됐다.
새만금개발청은 24일 오전 군산시청 민방위상황실에서 시민 200여 명이 참석한 가운데 주민설명회를 열었다. 그러나 개발청 측은 별도의 자료집 없이 국토연구원 관계자의 약 30분간 프레젠테이션만으로 설명을 진행했다.
발표가 끝나자 참석자들은 “내용을 검토할 자료도 없이 어떻게 의견을 내라는 것이냐”며 강하게 항의했다. 주민들은 중요한 사업 계획을 짧은 발표로 때우는 행태를 지적하며, 사전에 충분한 자료를 제공하는 것이 최소한의 절차라고 목소리를 높였다. 현장에 있던 환경단체 회원들 역시 형식적인 설명회라며 강력히 반발했다.
이날 새만금 기본계획 변경안에 대한 입장 발표 기자회견을 연 뒤 주민설명회에 참석한 새만금 상시해수유통운동본부는 운동본부는 “기본계획 변경 논의에 어민이나 지역 시민단체의 참여를 보장과 정보 제공을 수 차례 요구해왔으나 제대로 된 설명 자료를 받을 수 없었다”며 “설명회로 주민 의견을 수렴하려 한다면 정확한 자료의 제공, 전문가 패널의 참여 보장이 뤄져야 한다”고 강조했다.
결국 항의가 이어지면서 예정됐던 전문가 패널 토론은 진행되지 못했고 행사도 중단됐다. 새만금개발청 관계자는 현장에서 자료 미비에 대해 사과하며, 향후 별도의 공청회를 개최하겠다고 밝혔다.
