According to Jeollabuk Special Self-Governing Province, as a result of the amendment and enforcement of the "Agricultural Land Act Enforcement Decree," certain qualified agricultural workers are now allowed to establish leisure food establishments such as cafes and bakeries within agricultural promotion areas.
This system improvement was introduced to enable farmers to generate additional income outside of agriculture by integrating the experience and sale of agricultural products they have directly produced, thus activating rural complex industries. Particularly noteworthy is the fact that this improvement reflects on-site suggestions raised at a town hall meeting held by Jeollabuk Province in February.
Under the revised "Agricultural Land Act Enforcement Decree," leisure food establishments within agricultural promotion areas can be set up by individual farmers, fishermen, agricultural corporations, or fishing corporations certified as rural complex industry operators. However, general agricultural corporations not certified as rural complex industry operators are excluded from this eligibility.
The leisure food establishment to be installed must be a facility for experiencing the farmer's own managed agricultural land, forests, livestock facilities, or fish farms, as well as agricultural and fishery processing facilities, and must be located near actual farming land.
The food and beverages sold should primarily be products cooked or made using the farmer's own agricultural and fishery products as the main ingredients. Products utilizing raw materials not directly produced by the farmer, such as coffee made from imported beans, can be sold as supplementary items.
The facility must have a total land area of less than 1,000 square meters and can be installed on non-agricultural land or agricultural land specifically permitted for such use.
The province expects that through this system improvement, farmers will be able to increase the added value of agriculture by selling products or operating experience programs that integrate their directly produced agricultural products with cafes and bakeries, thereby diversifying their sources of income.
Min Sun-sik, Director of the Agriculture and Livestock Industry Division at Jeollabuk Province, stated, "It is significant that the agricultural workers' concerns raised on-site have led to actual system improvements, enabling various income-generating activities using directly produced agricultural products." He added, "We will actively guide the farmers in understanding and utilizing the purpose and requirements of the system accurately in collaboration with city and county governments."
Farmers and others wishing to establish leisure food establishments are advised to confirm the installing entity, experience facilities, location, facility size, and agricultural land-specific requirements in advance. For more details, they can inquire with the relevant agricultural land department of the city or county where the agricultural land is located.
