On the 26th, North Jeolla Special Self-Governing Province held the first regular meeting of the 'Republic of Korea Special Self-Governing City and Province Administrative Consultative Council' since the inauguration of the 9th local government, along with Gangwon Special Self-Governing Province, Jeju Special Self-Governing Province, and Sejong Special Self-Governing City at the 2nd seminar room of the National Assembly Members' Office Building.
The meeting was arranged to explore development strategies that leverage the regional characteristics and strengths of the special self-governing cities and provinces in line with the government's '5 Poles 3 Specials' national balanced development policy, and to discuss joint response measures to enhance the necessary authority and institutional foundation for special self-governing regions.
The meeting was attended by Lee Won-taek, Governor of North Jeolla Special Self-Governing Province, Woo Sang-ho, Governor of Gangwon Special Self-Governing Province, Won Sung-gon, Governor of Jeju Special Self-Governing Province, and Cho Sang-ho, Mayor of Sejong Special Self-Governing City.
The four governors discussed common issues and future cooperation strategies for special self-governing cities and provinces, and pledged to strengthen mutual cooperation for the substantial promotion of '5 Poles 3 Specials' national balanced development and the development of special self-governing regions.
In particular, they shared the perception that the 5 Poles and 3 Specials are not in a competitive relationship but are growth axes leading the balanced development of the Republic of Korea together. They agreed that while responding to the concentration in the capital region, balanced support considering regional conditions and characteristics is needed to harness the strengths and potentials of each region as new growth drivers.
Subsequently, the four governors signed the 'Joint Statement of the Republic of Korea Special Self-Governing City and Province,' urging active support from the government and the National Assembly to enable special self-governing cities and provinces to grow as a pillar of '5 Poles 3 Specials' national balanced development.
The joint statement included contents such as ▲ pursuing a balanced national development policy where the 5 Poles and 3 Specials can grow together ▲ strengthening substantial support for the autonomous growth of special self-governing cities and provinces, including authority transfer, financial support, regulatory innovation, and special case expansion ▲ swift enactment of the Special Administrative Capital Law by 2026 for the completion of the administrative capital.
Following this regular meeting and joint statement, the province plans to further strengthen policy cooperation with Gangwon, Jeju, and Sejong. They aim to continuously identify common issues of special self-governing cities and provinces, such as authority transfer, regulatory innovation, and special case expansion, and collectively propose institutional improvements to the government and the National Assembly to generate tangible outcomes for special self-governing regions.
Governor Lee Won-taek of North Jeolla Special Self-Governing Province stated, "Special self-governing is the institutional foundation for regions to design their own future and grow regional strengths as growth drivers," adding, "To achieve the national balanced development where the 5 Poles and 3 Specials grow together, we will strengthen solidarity among special self-governing cities and provinces and focus on enhancing tangible authority and institutional foundation that residents can feel."
특별자치 4개 시·도 한목소리…“5극3특 함께 성장해야”
전북특별자치도는 26일 국회 의원회관 제2세미나실에서 강원특별자치도, 제주특별자치도, 세종특별자치시와 함께 민선 9기 출범 이후 첫 ‘대한민국 특별자치시도 행정협의회 정기회의’를 개최했다.
이번 회의는 정부의‘5극 3특’국가균형발전 정책에 발맞춰 특별자치시·도가 지역별 특성과 강점을 살린 발전방안을 모색하고, 특별자치에 필요한 권한과 제도적 기반을 확충하기 위한 공동 대응방안을 논의하기 위해 마련됐다.
이날 회의에는 이원택 전북특별자치도지사를 비롯해 우상호 강원특별자치도지사, 위성곤 제주특별자치도지사, 조상호 세종특별자치시장이 참석했다.
4개 시·도지사는 특별자치시·도의 공동 현안과 향후 협력방안을 논의하고,‘5극 3특’국가균형발전의 실질적인 추진과 특별자치 발전을 위해 상호 협력을 강화해 나가기로 뜻을 모았다.
특히 5극과 3특이 서로 경쟁하는 관계가 아니라 대한민국의 균형발전을 함께 이끌어가는 성장축이라는 데 인식을 같이했다. 수도권 집중에 대응하면서도 지역별 여건과 특성을 고려한 균형 있는 지원을 통해 각 지역의 강점과 잠재력을 새로운 성장동력으로 키워야 한다는 데 의견을 모았다.
이어 4개 시·도지사는‘대한민국 특별자치시도 공동성명서’에 서명하고, 특별자치시·도가 ‘5극 3특’국가균형발전의 한 축으로 성장할 수 있도록 정부와 국회의 적극적인 지원을 촉구했다.
공동성명에는 ▲5극과 3특이 함께 성장할 수 있는 균형 있는 국가균형발전 정책 추진 ▲권한이양·재정지원·규제혁신·특례 확대 등 특별자치시·도의 자율적 성장을 위한 실질적 지원 강화 ▲행정수도 완성을 위한 행정수도특별법의 2026년 내 조속한 제정 등의 내용이 담겼다.
도는 이번 정기회의와 공동성명을 계기로 강원·제주·세종과의 정책 공조를 더욱 강화할 방침이다. 권한이양과 규제혁신, 특례 확대 등 특별자치시·도의 공동 현안을 지속적으로 발굴하고, 정부와 국회에 제도 개선을 공동 건의하는 등 특별자치의 실질적인 성과 창출에 힘을 모을 계획이다.
이원택 전북특별자치도지사는 “특별자치는 지역이 스스로 미래를 설계하고 지역의 강점을 성장동력으로 키워나가기 위한 제도적 기반”이라며 “5극과 3특이 함께 성장하는 국가균형발전을 위해 특별자치시·도 간 연대를 강화하고, 도민이 체감할 수 있는 실질적인 권한과 제도적 기반을 확충하는 데 힘을 모으겠다”고 말했다.
