The Jeonbuk Special Self-Governing Province Council held an appointment ceremony for the 13th term first-half members' official domestic and overseas business trip review committee on the 26th in the council's seminar room, awarding appointment certificates to 10 committee members.
The review committee is composed of 8 external members from education, law, media, and civil organizations, and 2 council members, with Councilor Lee Jon-geol appointed as the chairman. The committee will now review the necessity, appropriateness, and validity of the members' official domestic and overseas business trip plans.
Chairman Kim Hee-soo expressed his hope that the review committee would serve as a starting point that upholds the original purpose of official business trips and meets the trust and expectations of the province's residents, urging for fair assessment and advice.
During the review, Chairman Kim Sung-soo of the Culture Safety Fire Commissioner and Chairman Kwon Yo-an of the Agriculture Welfare Environment Commissioner explained the purpose and schedule of their trips, visiting organizations, expected effects, and answered questions from the committee members.
The review committee passed two agenda items in the original motion, requesting for specific identification of visiting organization meetings, clarification of travel expense payment standards, consideration of accompanying relevant executive agency departments, strengthening policy utilization and post-management of business trip results.
Chairman Kim Sung-soo and Chairman Kwon Yo-an stated, "We will faithfully reflect the opinions presented during the review process, promote official domestic and overseas business trips that align with the residents' expectations, and ensure that the outcomes of the trips are effectively reflected in legislative activities and policies."
전북도의회, 공무국외출장 심사위원회 새 구성…“내실 있는 출장 추진”
전북특별자치도의회는 26일 도의회 세미나실에서 제13대 전반기 의원 공무국외출장 심사위원회 위촉식을 열고 위원 10명에게 위촉장을 수여했다.
심사위원회는 교육·법조·언론·민간단체 등 외부위원 8명과 도의원 2명으로 구성됐으며, 위원장에는 이존걸 위원이 선임됐다. 위원회는 앞으로 의원 공무국외출장 계획의 필요성과 적합성, 타당성 등을 심사하게 된다.
김희수 의장은 “심사위원회가 공무국외출장의 본래 취지를 살리고 도민의 신뢰와 기대에 부응하는 출발점이 되길 바란다”며 공정한 심사와 조언을 당부했다.
이날 심사에서는 김성수 문화안전소방위원장과 권요안 농업복지환경위원장이 각각 출장 목적과 일정, 방문기관, 기대효과 등을 설명하고 위원들의 질의에 답했다.
심사위원회는 2건의 안건을 원안 가결하면서 방문기관 면담 대상과 주요 의제 구체화, 여비 지급기준 명확화, 관련 집행기관 부서 동행 검토, 출장 결과의 정책 활용 및 사후관리 강화 등을 주문했다.
김성수 위원장과 권요안 위원장은 “심사 과정에서 제시된 의견을 충실히 반영해 도민 눈높이에 맞는 공무국외출장을 추진하고, 출장 성과가 의정활동과 정책에 실질적으로 반영되도록 하겠다”고 밝혔다.
