On the 25th, Jeonju City conducted a '2026 Second Half Greenhouse Gas Emissions Trading System Education' for officials in charge of waste-related facilities such as the Jeonju Metropolitan Incineration Plant, public sewage treatment plant, Integrated Recycling Town, and landfill at the Jeonju Energy Center.
This education was prepared to enhance the national greenhouse gas reduction target (NDC) in line with the start of the 4th planning period (2026-2030) and to increase the greenhouse gas management capacity of each facility.
The education covered topics such as understanding climate change and emissions trading systems, facility-specific greenhouse gas reduction activities, equipment calibration and compliance with relevant laws, operational results by business establishments in 2025, and response measures for this year.
Since 2015, Jeonju City has been reducing greenhouse gas emissions by installing solar facilities, replacing with high-efficiency equipment, recovering waste heat, and replacing with LED lighting in 24 environmental infrastructure facilities.
However, last year's operational results showed a shortage of about 23,000 tons of emission rights. With the trading price of emission rights increasing by more than three times, the city invested over 680 million won to secure the shortfall.
Kang Ju-sang, head of Jeonju City's Climate Change Response Department, stated, "There are limitations to achieving greenhouse gas reduction targets through efforts in the public sector alone," and urged citizens to participate in greenhouse gas reduction by reducing waste disposal in their daily lives.
전주시, 폐기물부문 온실가스 배출권거래제 대응 강화
전주시는 25일 전주시에너지센터에서 전주권 광역소각장과 공공하수처리장, 종합리싸이클링타운, 매립장 등 폐기물 관련 시설 담당자들을 대상으로 ‘2026년 하반기 온실가스 배출권거래제 교육’을 실시했다.
이번 교육은 제4차 계획기간(2026~2030년) 시작에 맞춰 강화된 국가온실가스 감축목표(NDC)에 대응하고, 시설별 온실가스 관리 역량을 높이기 위해 마련됐다.
교육에서는 기후변화와 배출권거래제의 이해, 시설별 온실가스 감축 활동, 장비 검교정과 관련 법령 준수, 2025년도 사업장별 운영 결과와 올해 대응 방안 등을 다뤘다.
전주시는 2015년부터 24개 환경기초시설에 태양광시설 설치와 고효율 설비 교체, 폐열 회수, LED 조명 교체 등을 추진하며 온실가스 배출량 감축에 나서고 있다.
그러나 지난해 운영 결과 배출권이 약 2만3000톤 부족한 것으로 나타났다. 여기에 배출권 거래가격까지 3배 이상 오르면서 시는 부족분을 확보하는 데 6억8000여만 원을 투입했다.
강주상 전주시 기후변화대응과장은 “공공영역의 노력만으로는 온실가스 감축목표 달성에 한계가 있다”며 “시민들도 일상생활에서 쓰레기 배출을 줄이는 등 온실가스 감축에 동참해 달라”고 말했다.
