Vietnam, restaurants, Jeonju region have the highest number of complaints... Serious compound damages such as wage exploitation of unregistered workers
It has been revealed that migrant workers in Jeonbuk region have suffered wage arrears of over 100 million won in the past four months.
The Network for Resolving Unpaid Wages of Migrant Workers in Jeonbuk (Non-Discriminatory Labor Society Network, Jeonbuk Global Migrant Association, Jeonbuk Special Self-Governing Province Labor Rights Center, Jeonju City Non-Regular Worker Support Center, Minjunojeong Jeonbuk Headquarters Legal Support Center) held a 'Results Sharing Meeting' on August 30 to announce the situation and achievements so far.
According to the network's data from May 2 to August 31, a total of 40 labor consultations were conducted, involving 65 migrant workers who suffered damages, with a total arrears amounting to 110 million won.
By nationality, Vietnam had the highest number of cases at 18, followed by Nepal, Myanmar (4 cases each), and the Philippines (3 cases). By industry, general restaurants (11 cases) and agriculture (9 cases) were the most affected, followed by construction (7 cases). Geographically, damages were reported across Jeonbuk, with a focus on Jeonju and cases also coming from Kimje, Jinan, Wanju, Gochang, and Buan.
The types of damages are also diversifying. In addition to wage arrears, cases of industrial accidents such as finger amputation, femoral fracture (4 cases), forced deportation pressure (2 cases), harassment, assault, and other complex difficulties were confirmed. In particular, eight unregistered migrant workers were exploited for 15.8 million won in arrears at a construction site, reached a settlement but ultimately did not receive their wages, revealing issues of exploitation exploiting vulnerabilities.
About 15 cases among the consultation cases have been resolved and paid, while 12 cases are currently being processed by the Ministry of Employment and Labor.
Ju Chun-mae, the representative of Jeonbuk Global Migrant Association, emphasized the importance of cooperation, stating, "We were able to solve the problems through network formation, and the act of coming together itself is a great strength." The network plans to further strengthen the consultation and support system to assist migrant workers in promptly remedying their rights.

베트남·음식점·전주 지역 접수 최다… 미등록 노동자 임금 갈취 등 복합 피해 심각
전북 지역 이주노동자들이 최근 4개월 동안 1억 원이 넘는 임금 체불 피해를 입은 것으로 나타났다.
전북이주민체불임금 해결을 위한 네트워크(차별없는노동사회네트워크, 전북글로벌이주민협의회, 전북특별자치도노동권익센터, 전주시비정규직노동자지원센터, 민주노총전북본부법률지원센터)는 지난 8월 30일 '결과 공유회'를 열고 그간의 실태와 성과를 발표했다.
네트워크가 지난 5월 2일부터 8월 31일까지 집계한 노동 상담은 총 40건으로, 피해를 입은 이주노동자는 65명, 체불액은 총 1억 1천만 원에 달했다.
국적별로는 베트남이 18건으로 가장 많았고, 네팔·미얀마(각 4건), 필리핀(3건) 등이 뒤를 이었다. 업종별로는 일반음식점(11건)과 농업(9건), 건설업(7건) 순이었으며, 지역별로는 전주를 중심으로 김제, 진안, 완주, 고창, 부안 등 전북 전역에서 피해가 접수됐다.
피해 양상도 다변화되는 추세다. 임금체불 외에도 손가락 절단·대퇴부 골절 등 산업재해(4건), 강제출국 압박(2건), 괴롭힘·폭행 등이 동반된 복합적 어려움이 확인됐다. 특히 미등록 체류 노동자 8명이 건설현장에서 1,580만 원을 체불당한 뒤 합의로 진정을 취하했으나 끝내 임금을 받지 못한 사례 등 약점을 악용한 갈취 문제도 드러났다.
상담 건수 중 약 15건은 조정 및 지급이 완료됐으며, 12건은 고용노동부 진정이 진행 중이다.
주춘매 전북글로벌이주민협의회 대표는 "네트워크 구성을 통해 문제를 해결할 수 있었고 이렇게 모이는 것 자체가 큰 힘"이라며 협력의 중요성을 강조했다. 네트워크는 향후 상담·지원 체계를 더욱 강화해 이주노동자들의 신속한 권리 구제를 도울 방침이다.
