Jeonbuk Special Self-Governing Province included a national budget in the 2027 government budget proposal for the first time in history, surpassing the 10 trillion won mark. The scale of the government proposal amounted to 10 trillion 2,349 billion won, an increase of 776.4 billion won compared to the previous year's government proposal.
By incorporating key projects in the fields of future emerging industries such as AI, robotics, agricultural and livestock industries, SOC, and citizen safety, as well as the Saemangeum development linked to Hyundai Motor investment, they have established a turning point to secure Jeonbuk's future growth momentum.
The government budget proposal includes 314 new projects amounting to 256.9 billion won and 943 ongoing projects totaling 9 trillion 978 billion won. The number of new projects increased by 7 and the budget by 12.4 billion won compared to the previous year's government proposal, while ongoing projects increased by 22 projects and 764 billion won.
▲ Acceleration of Saemangeum development linked to Hyundai Motor investment
They laid the groundwork for the full-scale promotion of Saemangeum development and industrial infrastructure linked to Hyundai Motor investment. The Saemangeum industrial complex land development project received 17.5 billion won in new funding, while 8 billion won was allocated for AI-based special-purpose robot platform production and demonstration projects, and 5 billion won for the construction of a robot parts cluster logistics center.
The construction of Saemangeum International Airport received 120 billion won, 1.431 billion won was allocated for the construction of interconnecting roads in the Saemangeum region, and 5 billion won for the construction of a railway line to Saemangeum Port, further enhancing the core transportation network. With the inclusion of facilities for accommodating large cruise ships at Saemangeum Port, environmental and ecological sites, and settlement farm-related projects, it is expected to accelerate sustainable development in Saemangeum where industry, transportation, and the environment harmonize.
▲ Securing growth momentum for future emerging industries such as AI
Budgets for advanced industries leading the future such as AI, robotics, renewable energy, secondary batteries, hydrogen, and bio were also highlighted as major achievements. 5G-based specialized network construction for the M.AX demonstration platform at Gunsan Shipyard received 5 billion won, while 3 billion won was allocated for the standardization of agricultural AI robots and the establishment of an on-demand autonomous manufacturing platform. The ESS support project for solar income villages received 14 billion won, and 5 billion won in new budget was allocated for the establishment of a platform for the development of personnel specializing in offshore wind power generation O&M.
By securing a foundation for the advancement of projects such as the Jeonbuk region's advanced center for the utilization of used batteries, expansion of hydrogen charging stations in Wanju County, and support for research and demonstration of radioactive innovative drugs in Jeonju, they have laid the groundwork for transforming Jeonbuk's industrial structure into a future-oriented industry-centric one.
▲ Strengthening regional growth foundations in agriculture, life, culture, and SOC
Projects aimed at enhancing regional competitiveness in agriculture, fisheries, culture, and tourism were included in the government proposal. By establishing a smart shared factory for youth startups and creating a food tech innovation cluster, they promote the high value-added transformation of the agriculture and food industry. They also expand the production base of the fisheries industry through projects such as the establishment of land-based fish farms for domestic consumption and the training of specialized personnel in marine and fisheries industries.
Projects such as the construction of the National Baekje History and Culture Center, the creation of the Baeksan Holy Site in Buan, and the establishment of the World Citizen Revolution Hall were also included. Through projects such as the comprehensive renovation of the Mangju Peak area in Gunsan and the creation of a national scenic site in Manghaesa, they promote the preservation and utilization of historical and cultural resources, as well as activate local tourism.

Budgets in the fields of healthcare, welfare, environment, and disaster safety that residents can perceive in their daily lives were also secured. By establishing the National Institute of Traditional Medicine AI Research Center, piloting a cooperative essential medical system, and supporting regional care safety through the Care Connection Area Support Project, they strengthen public and essential medical and care safety networks.
247 billion won was allocated for the Dongjin River Restoration Project, and a new project for the restoration of the Baekdudaegan ecological axis was initiated. By establishing the Gwangyeok Waste Treatment Facility in Jeonju, integrating organic waste into a public biogasification facility in Gochang, and establishing a livestock manure public treatment facility in Buan, they enhance the resource circulation base. They also establish preemptive disaster response systems through projects such as improving natural disaster-prone areas in Iksan and Gochang, and revitalizing flood-prone areas in Nambu and Sangdong in Jeonju.
In this regard, the province plans to make a full effort to prevent budget cuts during the parliamentary deliberation process for projects included in the government proposal, while also responding vigorously to increase the budgets for projects that were underrepresented or not adequately reflected.
Jeonbuk Governor Lee Won-taek stated, "Exceeding 10 trillion won for the first time at the government proposal stage is the result of the province, cities and counties, and political parties working together for the future of Jeonbuk." He added, "Until the final parliamentary deliberation, we will strive to change the future of Jeonbuk and secure a national budget that residents can perceive to the maximum extent."
전북 정부예산안 첫 10조원 돌파…현대차 투자·미래성장동력 청신호
전북특별자치도는 1일 발표된 2027년도 정부 예산안에 역대 처음으로 10조원대 국가예산을 반영했다. 정부안 반영 규모는 10조2,349억 원으로 지난해 정부안보다 7,764억 원 증가했다.
현대자동차 투자와 연계한 새만금 개발을 비롯해 AI․로봇 등 미래 신산업과 농생명산업, SOC, 도민 생활안전 분야의 핵심사업이 대거 담기면서 전북의 미래 성장동력을 확보하는 전환점을 마련했다.
이번 정부 예산안에는 신규사업 314건, 2,569억 원과 계속사업 943건, 9조 9,780억 원이 담겼다. 신규사업은 전년 정부안보다 7건, 124억원이 증가했고, 계속사업은 22건과 7,640억 원이 늘었다.
▲ 현대차 투자 연계 새만금 개발·투자 가속
현대차 투자와 맞물린 새만금 개발 및 산업기반 구축도 본격적인 추진 기반을 마련했다. 새만금 산업단지 임대용지 조성사업에 175억 원이 신규 반영됐고, AI 기반 특수목적용 로봇플랫폼 제작 및 실증사업에 80억 원, 로봇부품 클러스터 공동물류센터 구축사업에 5억 원이 각각 담겼다.
새만금국제공항 건설에 1,200억 원, 새만금 지역간 연결도로 건설에 1,431억 원, 새만금항 인입철도 건설에 50억 원이 반영돼 핵심 교통망 구축도 이어간다. 새만금항 신항 크루즈 수용 기반시설과 환경생태용지, 정착농원 관련 사업까지 포함되면서 산업과 교통, 환경이 조화를 이루는 지속가능한 새만금 개발에 속도를 낼 것으로 기대된다.
▲ AI 등 미래 신산업 성장동력 확보
AI·로봇, 재생에너지, 이차전지, 수소, 바이오 등 미래를 선도할 첨단산업 예산도 주요 성과로 꼽힌다. 5G 특화망 기반 군산조선소 M.AX 실증 플랫폼 구축에 50억 원, 농업 AI 로봇 표준화 및 온디맨드 자율제조 플랫폼 구축에 30억 원이 반영됐다. 햇빛소득마을 ESS 지원사업에는 140억 원이 담겼고, 해상풍력발전 O&M 지역 정주형 인재양성 플랫폼 구축에도 신규 예산 5억 원이 반영됐다.
전북권 사용후배터리 순환이용 고도화센터, 완주군 수소충전소 증설, 방사성혁신의약품 전주기 연구·실증지원과 방사성동위원소 제조지원센터 구축까지 추진 기반을 확보하면서 전북의 산업구조를 미래형 산업 중심으로 전환할 발판을 마련했다.
▲ 농생명·문화·SOC 등 지역 성장기반 확충
농생명과 수산, 문화관광 분야에서도 지역 경쟁력을 높일 사업들이 정부안에 포함됐다. 청년창업 스마트 공유공장 건립과 푸드테크 대체식품 혁신클러스터 조성을 통해 농식품산업의 고부가가치화를 추진하고, 내수면 디딤돌 양식장과 해양수산 융합형 전문인력양성 사업으로 수산업 생산기반도 확충한다.
국립후백제역사문화센터 건립사업과 부안 백산성지 조성 및 세계시민혁명 전당 건립사업도 반영됐다. 군산 선유도 망주봉 일원 종합정비와 망해사 일원 국가 명승지 조성사업을 통해 역사문화자원의 보존과 활용, 지역관광 활성화도 함께 추진한다.
▲ 도민 체감예산 확대… 국회 단계 총력 대응
도민이 일상에서 체감할 수 있는 의료·복지·환경·재난안전 분야 예산도 확보했다. 국립 한의보건 AI연구센터 건립과 지방협력형 필수의료체계 구축 시범사업, 돌봄이음지역 지원사업을 통해 공공·필수의료와 돌봄 안전망을 강화한다.
동진강 회복프로젝트에는 247억 원이 반영됐고, 백두대간 생태축 복원사업도 새롭게 추진한다. 전주권 광역폐기물처리시설 건립과 고창 유기성폐자원 통합 바이오가스화시설, 부안 가축분뇨공공처리시설 등 자원순환 기반을 확충하고, 익산 평화와 고창 평촌 자연재해위험개선지구, 남원 하도와 정읍 상동 풍수해생활권 정비를 통해 선제적인 재난 대응체계도 구축한다.
이와 관련 도는 정부안에 반영된 사업의 국회 심의 과정 삭감을 방지하는 동시에 과소·미반영 사업의 추가 증액을 위해 총력 대응할 방침이다.
이원택 전북자치도지사는 “정부안 단계에서 처음으로 10조 원을 넘어선 것은 전북의 미래를 위해 도와 시군, 정치권이 한마음으로 뛰어온 결과”라며 “국회 심의 마지막까지 전북의 미래를 바꾸고 도민이 체감할 국가예산을 최대한 확보하겠다”고 말했다.
