To prevent another "Yonghye Gate," we must first eliminate satellite parties

Controversy is growing around lawmaker Yong Hye-in, who has been nominated as the Minister of Gender Equality and Family, as a candidate for the Basic Income Party. It is not against the law for a member of the National Assembly to also hold the position of a minister. The National Assembly Act allows members of the National Assembly to take on ministerial roles.

However, this controversy does not simply end with the question of whether lawmaker Yong Hye-in can hold both the position of minister and member of the National Assembly. It leads to a broader question of whether the method of entry into the National Assembly by satellite parties and minority parties in Korean politics, which has been repeated, is indeed desirable.

Lawmaker Yong entered the National Assembly as a candidate of a proportional party led by the Democratic Party in both the 21st and 22nd general elections.

In the 2020 general election, he won a seat as the 5th proportional representative of the Together Citizens' Party after leaving the Basic Income Party. After the election, he returned to the Basic Income Party. In the 2024 general election, he was re-elected as the 6th proportional representative of the Democratic Party of Korea and then returned to the Basic Income Party in a formal manner.

Therefore, if lawmaker Yong becomes a minister and resigns from his parliamentary position, another problem arises. Since the current member of the National Assembly from the Basic Income Party is practically only Yong, losing his parliamentary seat would make the party an external party, and it could significantly reduce government subsidies.

Looking at lawmaker Yong's political history, this issue becomes even clearer.

He initially was active in the Labor Party. In the 20th general election, he ran as the 1st proportional representative of the Labor Party and later became the co-leader of the Labor Party. He then left the Labor Party and participated in the founding of the Basic Income Party in 2020.

The problem lies in the fact that in the subsequent two elections, he did not win as an independent candidate of the Basic Income Party but rather entered the National Assembly by receiving a high ranking on the proportional alliance party list created by the Democratic Party.

However, it is not entirely correct to view this issue solely as a matter of lawmaker Yong Hye-in's personal morality.

The main parties that have used satellite parties as an election strategy are the major parties.

In the 2020 general election, the then Future Korea Party created the Future Korean Party. The Democratic Party also countered by creating the Together Citizens' Party. In 2024, the People Power Party created the People's Future Party, and the Democratic Party formed the Together Democratic Party with several other parties.

The major parties paved the way for satellite parties, and the minority parties entered the National Assembly by utilizing this path.

Even progressive parties are not free from this issue. In the 2024 general election, the progressive party received candidates on the proportional representation list of the Together Democratic Party and produced two elected representatives. These representatives also returned to the progressive party in a formal manner after the election.

Of course, minority parties have their say.

In a reality where the majority of local constituencies are dominated by the Democratic Party and the People Power Party, it is very difficult for small parties to independently elect members of the National Assembly. Therefore, it is arguable that the collaboration of multiple parties and the entry of various political forces into the National Assembly are closer to the spirit of the proportional representation system.

However, there is a clear issue here.

Voters cast their ballots based on the party when voting. However, if it is predetermined that a candidate will run as a representative of one party in the election and then return to another party after being elected, voters can be confused about which party's representative they actually voted for.

The proportional representation system is designed to allocate parliamentary seats based on the level of support for each party. However, if parties are created for elections and then disperse into multiple parties after being elected, the meaning of voting for a party is weakened.

The bigger problem is that as this method is repeated, small parties that independently contest elections may actually suffer.

Parties that receive the right to proportional representation through negotiations with major parties have a high chance of entering the National Assembly. On the other hand, parties that run for elections without collaborating with major parties and rely on their party's name and policies are more likely to fail to enter the National Assembly.

Ultimately, fair competition among minority parties becomes difficult.

Once a party enters the National Assembly, it also benefits financially. Government subsidies are distributed based on the number of parliamentary seats, party affiliation, and party vote share. Parties with parliamentary members find it much easier to operate and prepare for the next election than those without.

Therefore, discussions on political reform should not only focus on preventing satellite parties but also on creating a path for minority parties to survive independently.

First, a system is needed to prevent major parties and satellite parties from effectively acting as one entity.

If the current semi-linked proportional representation system is maintained, methods for calculating seats by considering satellite parties as part of the main party and other similar mechanisms can be considered. If it is difficult to create such mechanisms, then a reevaluation of the current proportional representation system itself may be necessary.

At the same time, the issue of increasing proportional representation seats should also be discussed.

In a situation where the majority of local seats are held by major parties, simply demanding that small parties not collaborate with major parties will not solve the problem.

Small parties should be able to contest elections based on their own name and policies without borrowing the name of other parties and receive the public's evaluation. They should be able to be represented in the National Assembly in proportion to the votes they receive.

This way, the controversy surrounding Yong Hye-in can lead not only to a political battle surrounding one individual but also to an opportunity to reform South Korea's electoral system and party politics.

The Democratic Party and the People Power Party are not free from responsibility for creating and repeating such politics by forming satellite parties. The Basic Income Party and the progressive party also need to explain their choices as they have used this system to elect members of the National Assembly.

The criteria for political reform are not difficult.

It should be clear which party a voter has chosen with their vote. The complex process of parties splitting after elections and candidates returning to their original parties should be reduced.

Minority parties should be able to receive the public's support based on their own name and policies, rather than relying on major parties for their election numbers. They should be able to represent the public in the National Assembly in proportion to the votes they actually receive.

Only then can the controversy surrounding Yong Hye-in not end as a political battle surrounding one individual but become an opportunity to improve South Korea's electoral system and party politics.

제2의 용혜인을 막으려면 위성정당부터 없애야 한다

성평등가족부 장관 후보자로 지명된 용혜인 기본소득당 의원을 둘러싼 논란이 커지고 있다. 국회의원이 장관을 겸하는 것 자체는 법에 어긋나지 않는다. 국회법은 국회의원이 국무위원을 맡는 것을 허용하고 있다.

하지만 이번 논란은 단순히 “용혜인 의원이 장관과 국회의원을 함께 할 수 있느냐”는 문제로 끝나지 않는다. 그동안 한국 정치에서 반복돼 온 비례대표 위성정당과 소수정당의 국회 진출 방식이 과연 바람직한가라는 질문으로 이어진다.

용 의원은 21대와 22대 총선에서 모두 민주당이 주도한 비례정당의 후보로 국회에 들어왔다.

2020년 총선에서는 기본소득당을 떠나 더불어시민당 비례대표 5번을 받아 당선됐다. 선거가 끝난 뒤에는 다시 기본소득당으로 돌아갔다. 2024년 총선에서도 더불어민주연합 비례대표 6번으로 재선된 뒤 제명 형식으로 기본소득당에 복귀했다.

이 때문에 용 의원이 장관이 되면서 국회의원직을 내려놓을 경우 또 다른 문제가 생긴다. 현재 기본소득당의 국회의원이 사실상 용 의원 한 명이기 때문에 의원직을 잃으면 원외정당이 되고 국고보조금도 크게 줄어들 수 있다.

용 의원의 정치 이력을 보면 이런 문제는 더 분명해진다.

그는 처음에는 노동당에서 활동했다. 20대 총선에서는 노동당 비례대표 1번으로 출마했고 이후 노동당 공동대표도 맡았다. 이후 노동당을 떠나 2020년 기본소득당 창당에 참여했다.

문제는 그 뒤 두 번의 총선에서 독자적인 기본소득당 후보로 당선된 것이 아니라 민주당이 만든 비례연합정당의 당선 가능성이 높은 순번을 받아 국회에 들어갔다는 점이다.

그렇다고 이 문제를 용혜인 의원 개인의 도덕성 문제로만 보는 것도 옳지 않다.

위성정당을 선거전략으로 본격적으로 사용한 것은 거대 양당이다.

2020년 총선에서 당시 미래통합당은 미래한국당을 만들었다. 민주당도 이에 맞서 더불어시민당을 만들었다. 2024년에도 국민의힘은 국민의미래를 만들었고 민주당은 여러 정당과 함께 더불어민주연합을 구성했다.

거대정당이 먼저 위성정당이라는 길을 만들었고, 소수정당들은 그 길을 이용해 국회에 들어간 셈이다.

진보당 역시 이 문제에서 자유롭지 않다. 2024년 총선에서 진보당은 더불어민주연합 비례대표 명부에 후보를 배정받았고 2명의 당선자를 냈다. 이들 역시 선거가 끝난 뒤 제명 형식으로 진보당에 돌아갔다.

물론 소수정당 입장에서는 할 말이 있다.

지역구 대부분을 민주당과 국민의힘이 차지하고 있는 현실에서 작은 정당이 독자적으로 국회의원을 배출하기는 매우 어렵다. 따라서 여러 정당이 힘을 합쳐 선거를 치르고 다양한 정치세력이 국회에 들어가는 것이 비례대표제의 취지에 더 가깝다는 주장도 가능하다.

하지만 여기에는 분명한 문제가 있다.

유권자는 투표할 때 정당을 보고 표를 던진다. 그런데 선거에서는 한 정당의 후보로 출마했다가 당선 뒤 다른 정당으로 돌아가는 일이 미리 예정돼 있다면 유권자는 자신이 실제로 어느 정당의 국회의원을 뽑은 것인지 혼란스러울 수밖에 없다.

비례대표제는 정당에 대한 지지율만큼 국회 의석을 나눠 갖도록 하자는 제도다. 그런데 선거용 정당을 만들고 당선 뒤 다시 여러 정당으로 흩어진다면 정당에 대한 투표의 의미가 약해진다.

더 큰 문제는 이런 방식이 반복될수록 독자적으로 선거를 치르는 작은 정당이 오히려 손해를 볼 수 있다는 점이다.

거대정당과 협상해 비례대표 당선권 순번을 받은 정당은 국회에 들어갈 가능성이 높다. 반면 거대정당과 손잡지 않고 자기 당의 이름과 정책으로 선거를 치른 정당은 국회 진입에 실패할 가능성이 커진다.

결국 소수정당끼리도 공정한 경쟁이 어려워지는 것이다.

한번 국회에 들어간 정당은 재정에서도 유리해진다. 국고보조금은 국회의원 의석수와 교섭단체 여부, 정당 득표율 등을 기준으로 나눠진다. 국회의원이 있는 정당은 그렇지 않은 정당보다 조직을 운영하고 다음 선거를 준비하기가 훨씬 쉽다.

이 때문에 정치개혁 논의는 위성정당을 막는 문제와 함께 소수정당이 독자적으로 살아남을 수 있는 길도 함께 만들어야 한다.

먼저 거대정당과 사실상 한 몸처럼 움직이는 위성정당을 막을 제도가 필요하다.

현재와 같은 준연동형 비례대표제를 계속 유지한다면 위성정당을 만들어도 모정당과 하나의 정당처럼 보고 의석을 계산하는 방법 등을 검토할 수 있다. 이런 장치를 만들기 어렵다면 현재의 비례대표 제도 자체를 다시 검토해야 한다.

동시에 비례대표 의석을 늘리는 문제도 논의해야 한다.

지역구 의석 대부분을 거대 양당이 차지하고 있는 상황에서 소수정당에게 단순히 “거대정당과 연대하지 말라”고 요구하는 것만으로는 문제가 해결되지 않는다.

작은 정당도 다른 정당의 이름을 빌리지 않고 자기 당의 이름과 정책으로 선거에 나가 국민의 평가를 받을 수 있어야 한다. 그리고 국민에게 받은 표만큼 국회에서 대표될 수 있어야 한다.

국고보조금 제도 역시 다시 살펴볼 필요가 있다. 국회의원이 몇 명인지, 교섭단체를 만들었는지만 중요하게 볼 것이 아니라 실제 선거에서 국민에게 얼마나 많은 표를 받았는지를 더 중요하게 반영하는 방향으로 바뀌어야 한다.

진보당도 이 문제에 답할 필요가 있다.

평소 거대 양당이 한국 정치를 독점하고 있다고 비판하면서 정작 선거에서는 거대정당이 만든 비례대표 명부를 이용해 국회의원을 만드는 것이 진보정치의 바람직한 미래인지 돌아봐야 한다.

이 질문은 기본소득당에도 똑같이 적용된다.

용혜인 의원이 장관이 되는지, 국회의원직을 내려놓는지는 하나의 정치적 사건이다. 더 중요한 것은 다음 총선에서도 같은 일이 반복될 것인가 하는 점이다.

용혜인 의원 한 사람만 비판하고 끝내면 제도는 그대로 남는다. 제도가 바뀌지 않는다면 앞으로도 비슷한 방식으로 국회에 들어가는 정치인과 정당은 계속 나올 수 있다.

민주당과 국민의힘은 위성정당을 만들어 이런 정치를 시작하고 반복한 책임에서 자유롭지 않다. 기본소득당과 진보당 역시 그 제도를 이용해 국회의원을 배출한 만큼 자신의 선택에 대해 설명할 필요가 있다.

정치개혁의 기준은 어렵지 않다.

국민이 던진 한 표가 어느 정당을 선택한 것인지 분명해야 한다. 선거가 끝난 뒤 정당이 갈라지고 후보가 원래 정당으로 돌아가는 복잡한 방식을 줄여야 한다.

소수정당도 거대정당의 도움을 받아 당선권 번호를 얻는 방식이 아니라 자기 이름과 정책으로 국민의 선택을 받을 수 있어야 한다. 그리고 실제로 받은 표만큼 국회에서 목소리를 낼 수 있어야 한다.

그래야 용혜인 논란도 한 정치인을 둘러싼 공방으로 끝나지 않고 한국의 선거제도와 정당정치를 고치는 계기가 될 수 있다.
