A group in the Jeonbuk region has urged the government to halt the consideration of dispatching troops to the Strait of Hormuz, stating that the issue is not about combat or non-combat roles, but rather the problem lies in sending our military to support military operations in regions where wars are taking place.
The Jeonbuk region group released a statement on the 7th, saying, "What the government should do now is not to participate militarily in wars but to raise its voice for diplomatic solutions," and emphasized that the consideration of dispatching troops should be stopped.
The Blue House responded on the 3rd, denying some reports that the government was leaning towards dispatching troops to the Strait of Hormuz, stating that "it is not true" and that "no decision has been made on the matter." However, on the following day, the Blue House explained that various options such as combat, non-combat, and reconnaissance missions are being comprehensively reviewed to contribute to the 'substantial contribution' for the free passage in the Strait of Hormuz.
Currently, military contribution options being mentioned include the Navy's P-8A maritime patrol aircraft, a destroyer for logistical support, and Explosive Ordnance Disposal (EOD) forces. However, the government maintains its position that the specific scale or method of dispatch has not been decided.
The Jeonbuk region group pointed out, "Despite the government's explanation that nothing has been decided, discussions are gradually becoming more specific, including the mention of deployable forces and missions."
They further argued that the ongoing Middle East war, which started with Israel's attack on Iran and expanded with U.S. involvement, could result in supporting the military operations of the warring parties regardless of whether it is a combat or non-combat mission if our military participates.
President Donald Trump of the United States demanded in March that countries including South Korea, China, Japan, the UK, and France send warships to the Strait of Hormuz to participate in ship escorts and other activities.
The group stated, "The background of the troop dispatch discussion cannot be simply viewed as an energy security issue," and claimed that it seems to be considering diplomatic and trade relations, including the South Korea-U.S. alliance and U.S.-China relations.
They also raised the issue of consistency between President Lee Jae-myung's past remarks regarding Israel and the current consideration of troop dispatch.
President Lee shared a video on social media in April, comparing civilian casualties and Jewish massacres during Israel's military operation in Gaza to emphasize human dignity. When the Israeli Foreign Ministry criticized this, President Lee responded through social media, suggesting the need for international scrutiny of anti-human rights and anti-international law actions.
The Jeonbuk region group criticized, "If a government that previously criticized aggressive wars and anti-human rights actions now considers ways to cooperate militarily in such wars, there is a conflict between words and actions."
To deploy the military overseas, approval from the National Assembly is required. Article 60, paragraph 2 of the Constitution grants the National Assembly the authority to approve the foreign deployment of the military.
Public opinion has also shown a negative sentiment towards troop dispatch. In a survey conducted by Gallup Korea from March 17 to 19, among 1,400 adults aged 18 and older nationwide, 55% responded that "our warships should not be dispatched to the Strait of Hormuz," while 30% responded that "they should be dispatched."
The Jeonbuk region group emphasized, "Energy security, protection of maritime traffic routes, and economic interests cannot be sufficient justifications for troop dispatch to war zones," and stressed that it is the duty of the military personnel, not policymakers, to directly handle risks.
They expressed concerns that if we rely on the logic of justifying preemptive military actions for security needs or possibilities, our grounds for opposing similar logic on the Korean Peninsula in the future may weaken.
They concluded by stating, "South Korea's role should not be to send troops to wars but to prevent the spread of wars and urge diplomatic solutions," and urged the government to halt the consideration of dispatching troops to the Strait of Hormuz and engage in diplomatic efforts for peaceful resolutions.

“전투·비전투 구분해도 해외 파병 본질 같아…외교적 해결에 나서야”
전북지역공동이 정부의 호르무즈 해협 파병 검토 움직임과 관련해 “전투병이냐 비전투병이냐의 문제가 아니라 전쟁이 벌어지는 지역에 우리 군을 보내 군사작전을 지원하는 것 자체가 문제”라며 검토 중단을 촉구했다.
전북지역공동은 7일 입장문을 내고 “정부가 지금 해야 할 일은 전쟁에 군사적으로 참여하는 것이 아니라 외교적 해결을 위해 목소리를 내는 것”이라며 “파병 검토를 지금 멈춰야 한다”고 밝혔다.
청와대는 지난 3일 정부가 호르무즈 해협 파병 쪽으로 가닥을 잡았다는 일부 보도에 대해 “사실과 다르다”며 “관련 사안은 결정된 바 없다”고 밝혔다. 그러나 다음 날인 4일에는 호르무즈 해협의 자유로운 통항을 위한 ‘실질적 기여’에 군사적 기여가 포함된다며 전투·비전투·수색 등 다양한 방안을 종합적으로 검토하고 있다고 설명했다.
현재 군사적 기여 방안으로는 해군 P-8A 해상초계기와 군수지원함 소양함, 폭발물처리(EOD) 전력 등이 거론되고 있다. 다만 정부는 구체적인 파병 규모나 방식은 결정되지 않았다는 입장을 유지하고 있다.
전북지역공동은 이에 대해 “결정된 것이 없다는 정부 설명과 달리 파견 가능한 전력과 임무까지 거론되면서 논의가 점차 구체화되고 있다”고 지적했다.
이어 이번 중동 전쟁을 “이스라엘의 이란 공격에서 시작돼 미국의 가담으로 확대된 전쟁”이라고 규정하며 “우리 군이 참여할 경우 전투 임무인지 비전투 임무인지와 관계없이 전쟁 당사국의 군사작전을 지원하는 결과가 될 수 있다”고 주장했다.
도널드 트럼프 미국 대통령은 지난 3월 한국과 중국, 일본, 영국, 프랑스 등을 거론하며 호르무즈 해협으로 군함을 보내 선박 호위 등에 참여할 것을 요구한 바 있다.
단체는 “파병 논의의 배경을 단순한 에너지 안보 문제로만 볼 수 없다”며 “한미동맹과 대미 관계 등 외교·통상적 이해관계까지 함께 고려되고 있는 것으로 보인다”고 주장했다.
이재명 대통령의 과거 이스라엘 관련 발언과 현재의 파병 검토 사이의 정합성 문제도 제기했다.
이 대통령은 지난 4월 이스라엘군의 가자지구 군사작전 과정에서 촬영된 영상을 SNS에 공유하면서 전시 민간인 살해와 유대인 학살 등을 비교하며 인간의 존엄성을 강조했다. 이스라엘 외무부가 이에 반발하자 이 대통령은 다시 SNS를 통해 반인권적·반국제법적 행동에 대한 국제사회의 지적을 돌아볼 필요가 있다는 취지로 반박했다.
전북지역공동은 “당시 침략적 전쟁과 반인권적 행위를 비판했던 정부가 이제 해당 전쟁에 군사적으로 협력하는 방안을 검토한다면 말과 행동이 충돌한다”고 지적했다.
실제 국군을 해외에 파견하기 위해서는 국회의 동의가 필요하다. 헌법 제60조 제2항은 국군의 외국 파견에 대한 동의권을 국회에 부여하고 있다.
여론 역시 파병에 부정적인 것으로 나타난 바 있다. 한국갤럽이 지난 3월 17~19일 전국 만 18세 이상 1천4명을 대상으로 조사한 결과 호르무즈 해협에 우리 군함을 ‘파견하지 말아야 한다’는 응답은 55%였으며 ‘파견해야 한다’는 응답은 30%였다.
전북지역공동은 “에너지 안보와 해상교통로 보호, 경제적 이해관계가 전쟁지역 파병의 충분한 명분이 될 수 없다”며 “위험을 직접 감당하는 것은 정책 결정자가 아니라 국방의 의무를 수행하는 군인들”이라고 강조했다.
이어 “선제적인 군사행동을 안보상 필요성이나 가능성을 이유로 정당화하는 논리에 우리가 힘을 보탠다면, 언젠가 한반도에서 비슷한 논리가 적용될 경우 이를 반대할 명분도 약해질 수 있다”고 우려했다.
그러면서 “대한민국이 해야 할 역할은 전쟁에 병력을 보내는 것이 아니라 전쟁의 확산을 막고 외교적 해결을 촉구하는 것”이라며 “정부는 호르무즈 해협 파병 검토를 중단하고 평화적 해결을 위한 외교에 나서야 한다”고 밝혔다.
